<p class="speakable-paragraph">As 2018 comes to a close, it&#8217;s time to review the top energy stories of the year. This year there wasn&#8217;t an overwhelming choice for the top story as we have had in some previous years (e.g., the Deepwater Horizon spill), but many of the year&#8217;s biggest developments impacted oil prices.</p>
<p>Here are my picks for the stories that shaped the year in energy.</p>
<p><strong>Oil price roller coaster</strong></p>
<p>The <a href="https://www.eia.gov/dnav/pet/pet_pri_spt_s1_d.htm" target="_blank" rel="nofollow noopener noreferrer" data-ga-track="ExternalLink:https://www.eia.gov/dnav/pet/pet_pri_spt_s1_d.htm">price</a> of West Texas Intermediate (WTI) opened the year at $60/bbl. Brent crude was just under $67/bbl. By early October, on the back of several developments that are covered in other stories below, WTI was closing in on $80/bbl and Brent was above $86/bbl. But then prices collapsed in part because the ongoing trade war with China caused them to stop importing U.S. oil, and in part because sanctions on Iranian exports were waived at the last moment &#8212; after Saudi Arabia had already increased production to compensate for Iran&#8217;s lost exports. The overall impact was a collapse in the price of oil. As we head into the last week of the year, WTI has fallen to $45/bbl and Brent crude is at $54/bbl.</p>

<p><strong>U.S. shatters oil production record</strong></p>
<p>Early in 2018, the Energy Information Administration (EIA) announced that the previous monthly record for <a href="https://www.eia.gov/dnav/pet/hist/LeafHandler.ashx?n=PET&amp;s=MCRFPUS2&amp;f=M" target="_blank" rel="nofollow noopener noreferrer" data-ga-track="ExternalLink:https://www.eia.gov/dnav/pet/hist/LeafHandler.ashx?n=PET&amp;s=MCRFPUS2&amp;f=M">U.S. crude oil production</a> &#8211; 10.044 million BPD set in November 1970 &#8212; had been broken. U.S. oil production would continue to rise steadily throughout 2018, reaching 11.475 million BPD by September 2018 (the last month for which monthly numbers are available).</p>
<p><strong>China slows solar program</strong></p>

<p>You can reduce electricity use by 15 percent without trying. Sound too good to be true? It isn&#8217;t. For those consumers using power monitors, this these are typical reductions. Just by being aware of where and when electricity is used, you&#8217;re far more likely to off a few devices or flipping a few light switches that might have been left on before, and can make a big dent in their energy consumption. IBM just solidified this statistic with <a href="http://www.treehugger.com/files/2009/09/ibm-proves-smart-grid-reduces-energy-use-by-15-reveals-key-to-success.php">their recent smart meter pilot program</a>, and those households who really put in the effort showed as much as a 40% reduction on energy use. When looking at ways to monitor the energy consumption in a home, power monitors fit in three big buckets: checking the consumption of single devices or appliances, monitoring the energy use of a whole house, and online dashboards that link up with utility companies as part of a smart grid. The steady <a href="http://www.treehugger.com/files/2009/09/cisco-stakes-out-bigger-presence-in-smart-grid-scene.php">advance of smart grid technologies</a> will bring more and more user-friendly options to the table. But for now, here are the three umbrella categories, and a few of the top tools under each that are helping people shrink the amount of electricity they use.</p>
<h2>Plug Load Power Monitors</h2>
<p><a href="http://www.p3international.com/products/special/P4400/P4400-CE.html">Kill A Watt</a> is a classic example of a plug load monitor. These are power monitors that plug into a wall outlet, and then the device is plugged into them. They monitor how much energy the device is sucking up. They&#8217;re a great way to know which devices are power sippers, and which need to be unplugged. Other examples are the <a href="http://www.amazon.com/s/?url=search-alias=aps&amp;field-keywords=Watts%20Up%20Pro&amp;tag=wwwwatthacker-20&amp;link_code=wql&amp;camp=212361&amp;creative=380601&amp;_encoding=UTF-8">Watts Up Pro</a>, which is similar to, but bulkier than the Kill A Watt; and the <a href="http://www.brultech.com/price2d.html">Brultech ECM-1220</a>, which can monitor not only plug-in devices but also things that are wired into the home or the plug isn&#8217;t accessible (like dishwashers or ceiling fans) thanks to a current sensor that clamps onto the cord of the device.</p>
<p>&nbsp;</p>
<p>The price range is significant, from about $35 for a Kill A Watt, to about $120 for a Watts Up, to about $250 for a Brultech ECM-1120. So your investment can vary, and really depends on how involved you need your basic plug load monitor to be.</p>

<p id="yui_3_13_0_ym1_1_1388764500577_2312">For regulations to work, levied fines must exceed the financial benefit a company gains by violating the rules. None of the rulemaking sanctions meet this criterion. This results in the other 150 pages of rules being essentially meaningless because they will be ignored.   The draft rule sanctions place the Hydraulic Fracturing Regulatory Act (HFRA)  on the road to failure before the first permit is issued.</p>
<p id="yui_3_13_0_ym1_1_1388764500577_2313"><em>Examples:</em></p>
<ol id="yui_3_13_0_ym1_1_1388764500577_2315">
<li id="yui_3_13_0_ym1_1_1388764500577_2314">Section 1-100(b) of the law specifies misdemeanor and felony criminal charges for a number of violations of the law.  Yet there are NO criminal charges in the rules</li>
<li id="yui_3_13_0_ym1_1_1388764500577_2316">In Section 1-60(a)1-6 of the law, there are six (6) grounds for suspension or revocation of a permit.  These are re-listed with a 7th in section 245.1100 of the rules.  But the very next  section of the Rules&#8211;245.1110&#8211;reduces the grounds for an immediate permit suspension to one: &#8220;an emergency condition posing a significant hazard to the public health, aquatic life, wildlife or the environment.” This is the most stringent requirement of the seven grounds listed in section 245.1100.  Why bother to list seven possible grounds for permit suspension or revocation in section 245.1100 if you then require the Department to identify the most stringent criteria for an immediate suspension.</li>
<li id="yui_3_13_0_ym1_1_1388764500577_2317">Section 1-60(b) of the law requires a much lower standard of proof to suspend, revoke or deny a permit than the rules (245.1110).  Under the law, the Department need only serve notice of its action (to suspend, revoke or deny), including a statement of the reasons for the action.</li>
<li id="yui_3_13_0_ym1_1_1388764500577_2323">In the law, if a well operator’s permit has been suspended, the burden of proof is on well operator to prove that the identified problem is<strong><em> “no significant threat to public health, aquatic life, wildlife, or the environment&#8221; </em></strong>[Section 1-60(d)].  In the rules, this phrase becomes something <strong><span style="text-decoration: underline;">IDNR</span></strong> must prove <span style="text-decoration: underline;">before ordering a permit suspension</span> [Rule Section 245.1100(b)3A].</li>
<li id="yui_3_13_0_ym1_1_1388764500577_2322">Sections 1-100 and 1-101 of the law have some stiff penalties that accrue on a daily basis until the reason for the fine is corrected.  These fines can go as high as $50,000 per violation and up to $10,000 per day.  These are replaced by fines so trivial ($50-$2500) that it will cost the IDNR more to impose and collect a fine than the dollar value of the fine itself.</li>
</ol>
<p id="yui_3_13_0_ym1_1_1388764500577_2318"><strong>Revisions Needed:</strong>  Return to the standards of the law with regard to fines, penalties and revocations.</p>

<p id="yui_3_13_0_ym1_1_1386279184841_4443">This section of the rules states that every applicant applying for a permit must disclose to the Department  <em id="yui_3_13_0_ym1_1_1386279184841_4442">“all findings of a serious violation or an equivalent violation under federal, Illinois or other state laws or regulations in the development or operation of an oil or gas exploration or production site via hydraulic fracturing by the registrant or any parent, subsidiary, or affiliate of the registrant within the previous 5 years.”</em></p>
<ul id="yui_3_13_0_ym1_1_1386279184841_4223">
<li id="yui_3_13_0_ym1_1_1386279184841_4222">What does IDNR define as a “serious” violation?  There is no guideline here making it easy for violators to claim that they didn’t report a violation because “we didn’t think it was serious.”  Instead, applicants should be required to disclose ALL violations alleged by public authorities and any fines or findings therefrom.</li>
<li id="yui_3_13_0_ym1_1_1386279184841_4444">What is the reason for the 5 year time limitation?  When fracking violations potentially pose a threat to public health and safety, all previous violations and alleged violations should be considered when issuing a permit, regardless of how long ago they occured.</li>
</ul>

<p>In the mean time here is an article that I could find discussing or should I say disgusting the issue. This is a real brazen attempt by vested interests to keep a wind farm out of the State Capital. I do not know whether it is the Republican parties hatred of the topic of man caused global warming in general, or because of oil and gas interests in the Capital. This is the stupidest thing the County Board has ever done. There are wind farms all over this state and Sangamon County is the only one that has to have &#8220;special&#8221; zoning codes for them. This after the City Council of Springfield, at no ones request, placed height restrictions on personal wind turbines so as to render them ineffective. This county is completely gross.</p>

<p>The Sangamon County Board has scheduled a special meeting Monday to look at changes to county wind turbine rules that would increase the minimum distance between a turbine and a house.</p>
<p>The board imposed a moratorium on wind turbines in January so it could revamp its zoning rules. The turbines use wind energy to generate electricity.</p>
<p>The county now requires a large wind turbine to be at least 1,000 feet or three times the diameter of the rotors, whichever is greater, from a house. The setback from the property line must be at least 1,200 feet.</p>
<p>While no wind farm proposals are before the county board, Springfield Project Development, a <a href="http://www.oces.com/PDF_press_release10_2009.pdf" target="_blank" rel="noopener">joint development </a>between American Wind Energy Management and Oak Creek Energy Systems, is planning a wind farm in western Sangamon County.</p>

<h2>Power grids across northern and eastern India fail in massive, cascading blackout</h2>

<p>NEW DELHI     &#8211; India&#8217;s energy crisis cascaded over half the country  Tuesday when three of its regional grids collapsed, leaving more than  600 million people without government-supplied electricity in one of the  world&#8217;s biggest-ever blackouts.</p>
<p>Hundreds of trains stalled across the country and traffic lights went  out, causing widespread traffic jams in New Delhi. Electric crematoria  stopped operating, some with bodies half burnt, power officials said.</p>
<p>The massive failure — a day after a similar, but smaller power  failure — has raised serious concerns about India&#8217;s outdated  infrastructure and the government&#8217;s inability to meet its huge appetite  for energy as the country aspires to become a regional economic  superpower.</p>
<p>Power Minister Sushil Kumar Shinde blamed the new collapse on states taking more than their allotted share of electricity.</p>
<p>&#8220;Everyone overdraws from the grid. Just this morning I held a meeting  with power officials from the states and I gave directions that states  that overdraw should be punished. We have given instructions that their  power supply could be cut,&#8221; he told reporters.</p>
<p>The new power failure affected people across more than a dozen states  — more than the entire population of the European Union. The blackout  was unusual in its reach, although its impact was softened by Indians&#8217;  familiarity with frequent blackouts and the widespread of backup  generators for major businesses.</p>

RJ Reynolds eventually got it but it cost it billions. All of the asbestos people eventually got it too. But the Koch Brothers were just gona prove them wrong. I do not know whether it is endemic  to capitalism but this &#8220;prove them wrong&#8221; phase is what the space exploration crowd is experiencing right now. Call it the Buck Rogers phenomena but private companies will fail to develop space much like Climate Change needed to stop 30 years ago.  30 years from now the space people are going to be wondering what happened to their dreams&#8230;if any of us are still left alive.</p>

<h1>Koch-funded climate scientist: I was wrong, humans are to blame</h1>

<p>The founder and director of a climate change study project funded heavily by the Koch brothers, who last year reversed course and said he believed global warming was real, has gone one step further, writing in a <a href="http://www.nytimes.com/2012/07/30/opinion/the-conversion-of-a-climate-change-skeptic.html?_r=2&amp;pagewanted=all">weekend op-ed in the New York Times </a>that he is now convinced the phenomenon is caused by humans.</p>
<p>In a piece titled, “The Conversion of a Climate-Change Skeptic,” Richard A. Muller, a University of California, Berkley physicist who founded the Berkley Earth Surface Temperature study (BEST) wrote that his, “total turnaround, in such a short time,” was driven by a new report from the group that concluded for the first time that global warming is a man-made problem. That revelation brings Muller essentially full circle from his stance a few years ago, when he criticized other global warming studies as flawed and questioned whether the Earth was even warming abnormally, dangerously fast at all.</p>
<p>“Science is that narrow realm of knowledge that, in principle, is universally accepted,” Muller wrote. “I embarked on this analysis to answer questions that, to my mind, had not been answered. I hope that the Berkeley Earth analysis will help settle the scientific debate regarding global warming and its human causes.”</p>
<p>The BEST study, he wrote, found that the Earth had warmed by about two and a half degrees over the past 250 years, with the bulk of that spike occurring in the past 50 years. Moreover, he found that, “essentially all of this increase” was likely due to greenhouse gas emissions, a point climate change believers have accepted as fact for years.</p>

<p>If the pictures of those towering wildfires in  Colorado haven&#8217;t convinced you, or the size of your AC bill this summer,  here are some hard numbers about climate change: June broke or tied  3,215 high-temperature records across the United States. That followed  the warmest May on record for the Northern Hemisphere – the 327th  consecutive month in which the temperature of the entire globe exceeded  the 20th-century average, the odds of which  occurring by simple chance  were 3.7 x 10-99, a number considerably larger than the number of stars  in the universe.</p>
<p>Meteorologists reported that this spring was the warmest ever  recorded for our nation – in fact, it crushed the old record by so much  that it represented the &#8220;largest temperature departure from average of  any season on record.&#8221; The same week, Saudi authorities reported that it  had rained in Mecca despite a temperature of 109 degrees, the hottest  downpour in the planet&#8217;s history.</p>
<p>Not that our leaders seemed to notice. Last month the world&#8217;s  nations, meeting in Rio for the 20th-anniversary reprise of a massive  1992 environmental summit, accomplished nothing. Unlike George H.W.  Bush, who flew in for the first conclave, Barack Obama didn&#8217;t even  attend. It was &#8220;a ghost of the glad, confident meeting 20 years ago,&#8221;  the British journalist George Monbiot wrote; no one paid it much  attention, footsteps echoing through the halls &#8220;once thronged by  multitudes.&#8221; Since I wrote one of the first books for a general audience  about global warming way back in 1989, and since I&#8217;ve spent the  intervening decades working ineffectively to slow that warming, I can  say with some confidence that we&#8217;re losing the fight, badly and quickly –  losing it because, most of all, we remain in denial about the peril  that human civilization is in.</p>
