<p id="sDgYHm">If the recent <a href="https://www.vox.com/2018/10/8/17948832/climate-change-global-warming-un-ipcc-report">report</a> from the Intergovernmental Panel on Climate Change is to be believed, humanity has just over a decade to get carbon emissions under control before catastrophic climate change impacts become unavoidable.</p>
<p id="aPnLpx">The Republican Party generally ignores or denies that problem. But the Democratic Party claims to accept and understand it.</p>
<p id="BzJYTN">It is odd, then, that Democrats <a href="https://www.theatlantic.com/science/archive/2017/11/there-is-no-democratic-plan-to-fight-climate-change/543981/">do not have a plan to address climate change</a>.</p>
<p id="VWNRRQ">Their last big plan — the American Clean Energy and Security Act — passed the House in 2009 but went on to die an unceremonious death before reaching the Senate floor. Since then, there’s been nothing to replace it.</p>
<p id="ASAlPz">Plenty of Democratic politicians support policies that would reduce climate pollution — renewable energy tax credits, fuel economy standards, and the like — but those policies do not add up to a comprehensive solution, certainly nothing like what the Intergovernmental Panel on Climate Change (IPCC) suggests is necessary.</p>
<p id="SDT6KP">Young activists, who will be forced to live with the ravages of climate change, find this upsetting. So they have proposed a plan of their own. It’s called the Green New Deal (GND) — a term purposefully reminiscent of Franklin Delano Roosevelt’s original New Deal in the 1930s — and it has become the talk of the town. <h1 class="title">Putting On The Brakes: Transportation Department Rolls Back Oil Train Regulation</h1>

<p>The U.S. Department of Transportation <a href="https://www.phmsa.dot.gov/news/phmsa-rescinds-ecp-brake-mandate-after-ria-finds-costs-outweigh-benefits" target="_blank" rel="noopener">has removed</a> a regulation meant to force trains carrying crude oil or other flammable liquids to adopt electronic braking technology by 2020. Electronically Controlled Pneumatic brakes — or ECP brakes — are meant to stop train cars and keep them from slamming into each other when a train derails.</p>
<p>Illinois is both a train hub and an oil train hub, and the regulatory change will have several effects in the state.</p>
<p>One is cost savings to the railroad industry. According to the U.S. Department of Transportation, “the expected costs of requiring ECP brakes would be significantly higher than the expected benefits of the requirement.”</p>
<p>It would cost the industry between $375 and $554 million to install the braking systems in the next four to five years, hundreds of millions more than it would save in damages, according to the department. That’s an update from when this was first calculated under the Obama administration, which found that the benefits may outweigh costs. The change can partially be explained by reduced oil train traffic in general due to pipelines and lower oil prices between 2015 and 2017. Fewer trains means fewer potential accidents and damages.</p>

<p>On Saturday, power corporation FirstEnergy placed its coal and nuclear generation units <a href="https://cms.arstechnica.com/wp/wp-admin/post.php?post=226681&amp;action=edit">under chapter 11 bankruptcy</a>. Although coal and nuclear plants across the country have struggled to compete with the low prices of natural gas, FirstEnergy&#8217;s filing is unique because it stands to take on a political dimension. Just two days before FirstEnergy&#8217;s bankruptcy filing, the company petitioned the Department of Energy (DOE) for an emergency bailout, <a href="https://www.utilitydive.com/news/firstenergy-asks-doe-for-emergency-action-to-save-pjm-coal-nuke-plants/520280/">citing concerns about reliability</a>.</p>

<p>The petition could reinvigorate a debate started by Energy Secretary Rick Perry, who <a href="https://arstechnica.com/tech-policy/2017/09/energy-secretary-proposes-rule-to-make-grid-managers-favor-coal-nuclear/">proposed a rule</a> last year to change how coal and nuclear plants are compensated for their power. The rule was <a href="https://arstechnica.com/tech-policy/2018/01/federal-regulator-denies-rick-perrys-proposal-to-compensate-coal-nuclear/">denied by the Federal Energy Regulatory Commission</a> (FERC), which said that there was not enough evidence to justify changing how coal and nuclear are compensated.</p>
<p>FirstEnergy disparaged FERC&#8217;s decision in <a href="https://statepowerproject.files.wordpress.com/2018/03/fes-202c-application.pdf">its Thursday petition</a> (PDF), claiming that &#8220;as a result of FERC’s and the RTO&#8217;s [Regional Transmission Organization&#8217;s] failure to address this crisis, swift and decisive action is needed <em>now</em> to address this imminent loss of nuclear and coal-fired baseload generation and the threat to the electric grid that this loss poses&#8221; (emphasis FirstEnergy&#8217;s).</p>

<p>The world&#8217;s first commercial plant for capturing carbon dioxide directly from the air opened yesterday, refueling a debate about whether the technology can truly play a significant role in removing greenhouse gases already in the atmosphere.</p>

<p>Developers say the plant will capture about 900 tons of CO2 annually — or the approximate level released from 200 cars — and pipe the gas to help grow vegetables.</p>
<p>While the amount of CO2 is a small fraction of what firms and climate advocates hope to trap at large fossil fuel plants, Climeworks says its venture is a first step in their goal to capture 1 percent of the world&#8217;s global CO2 emissions with similar technology. To do so, there would need to be about 250,000 similar plants, the company says.</p>
<p>&#8220;Highly scalable negative emission technologies are crucial if we are to stay below the 2-degree target [for global temperature rise] of the international community,&#8221; said Christoph Gebald, co-founder and managing director of Climework</p>

<p>COLUMBIA — The parent company of South Carolina Electric &amp; Gas Co. is offering the site of a failed nuclear reactor project to the state-owned utility Santee Cooper.</p>
<p>SCANA has proposed giving the Fairfield County site to Santee Cooper so the project could be preserved and perhaps finished at some point in the future, The State newspaper reported.</p>
<p>SCE&amp;G and Santee Cooper abandoned their joint effort July 31 after spending more than $9 billion, both blaming the failure on the bankruptcy by principal contractor Westinghouse. SCE&amp;G customers have been charged nearly $2 billion toward interest on the company&#8217;s debt, via a series of rate hikes since 2009, without any power being generated.</p>

										<content:encoded><![CDATA[<p>I thought about posting a story about how cheap alternative energy has become, especially wind power. Much cheaper than coal. I also considered posting a story about how Costa Rico ran its entire country on renewable energy for 300 days or even about the energy plight of Puerto Rico. But I fought against the subsidies for Excelon because the nukes are dangerous boondoggles and because the lost jobs could be replaced with renewal energy jobs. This proves that the State of Illinois wasted 285 million dollars on this crap. I am infuriated.</p>

<p>Radioactive waste continues to pour from Exelon&#8217;s Illinois nuclear power plants more than a decade after the discovery of chronic leaks led to national outrage, a $1.2 million government settlement and a company vow to guard against future accidents, an investigation by a government watchdog group found.</p>
<p>Since 2007, there have been at least 35 reported leaks, spills or other accidental releases in Illinois of water contaminated with radioactive tritium, a byproduct of nuclear power production and a carcinogen at high levels, a Better Government Association review of federal and state records shows.</p>
<p>No fines were issued for the accidents, all of which were self-reported by the company.</p>

<p>The most recent leak of 35,000 gallons occurred over two weeks in May and June at Exelon&#8217;s Braidwood plant, southwest of Chicago. The same facility was the focus of a community panic in the mid-2000s after a series of accidents stirred debate over the safety of aging nuclear plants.</p>

<p>1, I always thought and still do, that Yucca Mountain is a perfect place to store nuclear waste. I was pissed when Obama tried to call the whole thing off and I am glad that the Trump administration is trying to reopen it. Don&#8217;t get me wrong, I do not like much of what Trump has done so far BUT this is just fine.</p>
<p>2, Illinois had the perfect opportunity to be the nations nuclear waste dump for real. Northern Illinois between Chicago and the Mississippi River is virtually earthquake free. Like for 1000s of years. As soon as Obama defunded Yucca Mountain we could have stepped up and said, &#8220;We will build it here&#8221;. Illinois could have gotten Billions of Dollars and 100s if not a 1000 jobs, and the waste would have had a very short train trip to disposal. They could have even used trucks. Then it would have been up to the rest of the States to figure out how to get their waste here.  But no, that would have been tooo bold, so now we are back to the beginning.</p>

<p>Under a federal measure passed 30 years ago, the spent fuel from America’s nuclear reactors is supposed to be permanently buried out in the Mojave Desert, tucked deep under a mountain, far from any population center and easily guarded</p>
<p>In reality, though, that radioactive waste – tens of thousands of tons of it – is sitting in temporary storage at dozens of current and former nuclear power sites all over the country, as it has been for decades. The largest portion of it is divided among seven sites that dot the nation’s fifth-largest state: Illinois.</p>
<p>The story of how the Land of Lincoln became the nation&#8217;s biggest de facto nuclear waste dump is a tale of public fear, political pragmatism and the power of NIMBY (<em>Not In My Back Yard</em>).</p>
<p>It’s a story that radiates political irony. Among those responsible for Illinois’ atomic dilemma is the state’s favorite son, Barack Obama, who scuttled a decades-old project that was to have created a national nuclear waste repository at Yucca Mountain, Nevada.</p>

<p>The Trump Administration has <a href="https://www.washingtonpost.com/national/health-science/epa-to-pull-back-on-fuel-efficiency-standards-for-cars-trucks-in-future-model-years/2017/03/03/c4406b0c-0054-11e7-99b4-9e613afeb09f_story.html?utm_term=.1d5a2c3ea157" target="_blank">signaled its intent</a> to roll back existing federal fuel efficiency targets of 54.5 miles per gallon for model year 2022-2025 cars and light trucks, a move endorsed by U.S. <a href="http://www.reuters.com/article/us-epa-autos-dealers-idUSKBN15D11R" target="_blank">auto dealers</a> and <a href="https://www.bloomberg.com/politics/articles/2017-02-11/auto-ceos-ask-trump-to-revisit-obama-era-fuel-efficiency-rules" target="_blank">auto manufacturers</a>. But going in reverse on fuel efficiency would be a terrible deal for American drivers that would cost the economy approximately $800 billion while adding nearly six billion tons of carbon dioxide to the atmosphere by 2050.</p>
<p>Energy Innovation utilized the <a href="http://energypolicy.solutions/" target="_blank">Energy Policy Simulator</a> (EPS) to analyze the effects of lowering U.S. fuel efficiency standards. The open-source computer model estimates economic and emissions impacts of various energy and environmental policy combinations using non-partisan, published data. It is freely available for public use through a user-friendly <a href="https://energypolicy.solutions/" target="_blank">web interface</a> or by downloading the full model and input dataset.</p>
<p>Our analysis compared a business-as-usual (BAU) scenario (based on existing policies as of mid-to-late 2016, including the existing fuel efficiency standards) to a scenario that freezes fuel efficiency for new passenger cars at 2017 levels</p>

<p>SPRINGFIELD, Ill. (AP) — Illinois Gov. Bruce Rauner approved a plan Wednesday that will provide billions of dollars in subsidies to Exelon Corp. to keep two unprofitable nuclear plants from closing prematurely.</p>
<p>The Republican appeared at Riverdale High School in Port Byron to sign legislation he said will save thousands of jobs by rewarding Exelon for producing carbon-free energy.</p>
<p>In addition to $235 million a year for Exelon to prop up nuclear plants in the Quad Cities and Clinton, the plan provides hundreds of millions of dollars in energy-efficiency programs and assistance to low-income energy users.</p>
