CEO doesn’t ‘feel’ responsible in Hungary spill, but will aid efforts

(CNN) — The CEO of the Hungarian company behind a huge toxic spill on Thursday said he doesn’t know whether he’s responsible for the disaster, but added, “I have moral duties and I will fulfill them.”

Zoltan Bakonyi, the chief executive of the MAL aluminum plant, spoke with CNN’s Diana Magnay a day after he was released from jail pending trial. Bakonyi was detained on Monday, accused of public endangerment and harming the environment.

“It’s said I should be responsible although I don’t feel it,” Bakonyi told Magnay. He insisted that MAL was in compliance with all Hungarian safety regulations and pointed out that he has only been CEO for two years. Bakonyi argued that the problems presented by the reservoir and the accumulation of toxin in it stretched back 25 years or more.

But he added that it is his “moral duty” is to “help” and put his energies “120-percent into the aid effort.”

Bakonyi categorically denied that a hole was present in the reservoir in the days or weeks before the spill happened. Bakonyi said he had visited the reservoir in the weeks before the spill happened. But, he said he hadn’t seen the photo released by the The World Wildlife Fund showing one of the pools of sludge — a byproduct of the process to turn bauxite ore into aluminium oxide — leaking into a nearby field. The WWF says the photo was taken in June.

Bakonyi also denied the spill was a consequence of overproduction or improper payment of workers. He maintained that there was no way to anticipate the accident. “The only way anyone could have imagine this happening,” he said, “was in a terrorist attack.”

MAL has “an idea” about how the spill occurred, but Bakonyi won’t comment on what it is. He says no statement on causes will be released until Hungarian authorities complete their own investigation.

I put off posting about the nasty and unconscionable toxic spill in Hungary because I felt a little guilty. I said in an earlier post that I was kinda bored and having a little difficulty posting because after the Gulf Spew and Russia caught on fire talking about more down to earth topics and residential energy issues was…well…not exciting. Then I said something like we could always wish for another disaster. So then the Hungary Dam Failure happened and I was …ahhh … sheepish. But today and tomorrow we shall make amends.

‘Hungary must lead drive to defuse East Europe’s toxic time bombs’

As efforts continue to prevent a further spill from a toxic reservoir near the Danube, WWF has called on Hungary, as president-elect of the EU, to mount a major push to reduce the large stockpiles of poorly maintained mining wastes across eastern Europe.

The call from WWF comes as emergency operations continue to head off an increasing risk of further large scale flows of toxic aluminium processing sludge from the broken reservoir above the town of Kolontàr. The initial breach of the reservoir walls killed at least seven, inundated six villages and sent a caustic alkaline plume towards the Danube.

WWF has issued a photograph showing that the reservoir wall was clearly degraded and leaking more than three months before the disaster. Work has nearly finished on a secondary dyke, 1500 m long, 30 m wide and 8 m high through and alongside Kolontàr, to reduce damage from any further spills.

“The human and ecological disaster at Kolontàr – the greatest chemical disaster in Hungary’s history – has made clear the need to re-assess current regulation of such mine waste sites and begs the question how many other ticking time bombs there are in Central and Eastern Europe,” said Gabor Figeczky, interim CEO of WWF-Hungary.

Mining and mineral processing tailings dams – presumably including the Kolontàr reservoir – were listed as a priority concerns in a 2004 comprehensive study on mainly eastern European hazardous and toxic waste sites from the European Commission’s Joint Research Center.

Overall, however, environmetnal pressure groups say that information on sites,and on the risks they present, is extremely poor. WWF released a list of recent Danube releases of toxic wastes and some of the major hazard areas last week, “but it is by no means provides the kind of exhaustive analysis that is needed,” said Andreas Beckmann, Director of WWF’s Danube-Carpathian Programme.

Results of sampling performed by the Lower Mississippi Riverkeeper in Terrebonne Bay on August 19, 2010

On August 19, 2010, in Terrebonne Bay south of Point-au-Chien, Modato Island was covered with vegetation, bare areas, and a large number of dead shore birds.  The area was designated by the Lower Mississippi River Keeper as “Dead Bird Island.”  The area also contained a number of shore birds in distress, nests containing eggs and a seagull that died shortly after sampling was complete.  Samples were collected along the shore of the island, 10-12 inches deep, under the vegetation matted material washed in by the tide.  The soil/sediment sample was contaminated with 48.4 mg/kg of Petroleum Hydrocarbons and 10 Polynuclear Aromatic Hydrocarbons (0.039 mg/kg).

The internal organs from a gull, found dead, on the island contained 23,302 mg/kg Petroleum Hydrocarbons (2.3%).  The Blue Crab and Hermit Crab contained 3,583 mg/kg Petroleum Hydrocarbons and 4 PAHs (0.162 mg/kg).

At the southwest end of Modato Island the sediment/soil was contaminated with higher concentrations of Petroleum Hydrocarbons and Polynuclear Aromatic Hydrocarbons (PAHs), 68.3 mg/kg Petroleum Hydrocarbons and 14 Polynuclear Aromatic Hydrocarbons (0.051 mg/kg).

On the north shoreline of Lake Chien, a boom was located 40 feet in from the shore in wetlands vegetation near the high water debris mark.   In the wetlands vegetation near the high water debris mark, the soil/sediment was contaminated with 0.039 mg/kg of 18 Polynuclear Aromatic Hydrocarbons. The Fiddler Crab and Snail from this area contained 6,916 mg/kg Petroleum Hydrocarbons and 1 PAH (0.012 mg/kg).

The marsh  grass along the shoreline of Lake Chien contained 3,946 mg/kg Petroleum Hydrocarbons and 10 PAHs (0.326 mg/kg).

A lot of the birds that weren’t dead, were obviously poisoned, almost acting drunk and dazed. Some were hardly walking, and some were alive, but lying where they will surely expire, some were actually fighting each other for food(surely contaminated)…….It is really hard for me to believe that nothing can be done to curb what is no less than the extermination of our beloved state bird, along with thousands of other birds and animals. There are not many times where I have just stopped shooting and left….yesterday was one of those day’s.”

“The difference this time was that there were not as many (living) birds…… probably at least 60% less but just as much death if not more. Pelicans, Seagulls, Bull Redfish, Drum….you name it it was dead on the beach.  Oil had hit Raccoon Island last week and the island was obviously manicured, BP had set up tents on the 2 adjoining Islands.  All of the boom that was on the island and on top the jetties was gone, and the island was flat where it once had a more natural terrain….two of the pelicans had died very recently, and it was most disturbing that one of them was hooked to a sparkle beatle (a kind of fishing lure) which was tangled in dead mangrove…….I have no doubt that either Wildlife and Fisheries or BP workers had to have seen this Pelican while alive and just left him there to die.  A lot of the dead birds stomach cavaties were open and a brown sludge covered the inside, with the scent of oil.”

Mira-Cool is a fraud and a scam – Please see my letter to the SJ-R below

I was wrong in one respect. The Cool Surge which was last years ploy to rape this market was actually a little swamp cooler, which might have some basis in fact, if you live in death valley. However these new babies are straight up theft. As a friend of mine put it, why not just fill up a bucket with ice and let your fan blow over it. Or as my mom says, just stand at your kitchen sink and run cold water over your wrists. Either one is more effective than this stupid machine.

The full page ad in the July 21st edition of the SJ-R is a scam if not a fraud. The title promises air conditioners but the devices are actually fans. These devices were called Cool Surge last year now they are called Mira-Cool. The first thing to note is they offer free devices. This is probably the largest part of the scam because everyone will call in to try to get the free ones, and I guarantee they will be “out of them”. This lets the operators create a nationwide “suckers list” which they can use to sell other scams.

The devices consist of nothing more than a fan and several “cold packs” that you freeze in your freezer. You insert the packs in the device and then the fans blow cool air back at you. They cost well over $200 a unit to purchase, yet for $140 you by an energy efficient air conditioning window unit that will cool a single room for pennies. For $40 dollars you can buy the fan and the cold packs yourself and achieve similar results. But it is a really bad idea from an economic standpoint. I mean you are using your freezer (expensive) to freeze the packs, and your electricity to power the fan.

The bigger issue is how effective would this “cooling effect” really be? If your room is say 80 or 90 degrees, it would take all the stored cold out of the freezer packs in a very short time. Then the temperature goes back up while you are refreezing the cold packs. They could never cool a room to anything like a comfortable temperature and this puts at risk any seniors or other people, susceptible to high heat, at risk of dieing. Be smart. Buy an efficient air conditioner. Cool a single room and save your health and a heck of a lot of money.

Well it has started. The SUN came back on and the nearly 3 year solar “quiet” has ended. The next 11 years could be some of the most fascinating and horrific witnessed since WWII, WWI, or the Civil War here in America. I am not jumping for joy or anything but we are going to get closer to the Sun at the same time and our tip towards the Sun…what we call summer is going to “tip” a little more, so it will probably get hot pretty fast. This isn’t bad for a warm up so to speak…But if you want to close your eyes and pretend it isn’t happening you can’t do better then Kelly Clarkson.

RUSSIAN Prime Minister Vladimir Putin has banned all exports of grain after millions of hectares of wheat have withered in a severe drought, driving up prices around the world.

Russia is suffering the worst heatwave since record-keeping began here, more than 130 years ago.

”We need to prevent a rise in domestic food prices, we need to preserve the number of cattle and build up reserves for next year,” Mr Putin said in a meeting broadcast on television. ”As the saying goes: reserves don’t make your pocket heavy.”

The abrupt ban – earlier this week, a deputy agricultural minister had said no such measure would be taken – shows Mr Putin retains the right to marshal state power in defence of Russian interests.

Russia’s emergencies minister has warned that the wildfires raging in the west of the country could release radioactive particles from land contaminated by the Chernobyl nuclear disaster.

Sergei Shoygu said laboratories were monitoring a potential release of contaminants in Bryansk region, on the border with Ukraine. The region was sprayed with caesium-137 and strontium-90 after the Chernobyl explosion in 1986.

”In the event of a fire there, radionuclides could rise together with combustion particles, and a new zone of pollution will appear,” he said.

The wheat export ban is widely seen as a move to address rising resentment over the heatwave and the fires.

Algae To Fuel – What is the current status

Fed-Funded Algae Fuel Research making a Strong Comeback

Algae fuel is a biofuel, which is derivative of algae. In 1978, Former President Jimmy Carter pulled the trigger on a 25 million dollar research project into algae fuel production. To make a long story short, the project was somewhat unsuccessful because of the inability of scientists to find a way to make the organisms produce lipids gifted enough to be turned into biofuels, that is, in a high volume, low cost style.

One of the biggest concerns during early research was the fact that burning this algae fuel still released CO2 into the air. Nonetheless, the burning varies much so in that it doesn’t produce any new CO2 emissions like that of fossil fuels. This was a minor concern however, as the fuel was never really able to be inexpensively mass produced.

Now, there are definite signs of hope in the field of algae-based biofuels, as a number of firms and fortune 500 companies are delving into the research, investing billions of dollars. Alternative energy and carbon emission reduction efforts are widespread, funded by large collaborate organizations like the Clinton Global Initiative.  Fathered by ex-President Bill Clinton and Doug Band ( http://politicalinsider.blogs.heraldtribune.com/10498/clinton-heaps-praise-on-band-family/ ),  the CGI ( http://www.clintonglobalinitiative.org/ )  has made large strides in the San Francisco Bay area, reducing fleet emissions in large numbers. Even more recently, Google made an astounding investment of $38 million dollars into wind farm production.

Ultimately, Exxon Mobile has been one of the largest cooperators/investors into algae-based biofuels, setting aside nearly $600 million dollars as of 2009. In their quest for alternative energy, they joined with Synthetic Genomics Inc., to research and develop next-generation biofuels produced from sunlight.[ http://www.nytimes.com/gwire/2009/07/14/14greenwire-exxon-sinks-600m-into-algae-based-biofuels-in-33562.html ]

But why algae? Here are some major reasons why algae would be a great substitute:

  • Grows in a wide range of climates
  • Lower water intensity than corn or cellulosic ethanols
  • Ability to potentially mitigate CO2
  • Liquid fuels formed are the only one of their byproducts
  • Byproducts are potentially the most valuable

All in all, the 40 percent lipid yield of some species (according to some studies) can produce up to 10,000 gallons of oil per annum (1 acre). This is far more productive than Soy or cellulosic ethanol, which range between 50 to 2700 gallons. [ http://journeytoforever.org/biodiesel_yield.html ]

As in any study, there are drawbacks, and for most companies, it’s the failure to indentify the right strains of algae for high lipid concentration. Also, there are elements like contamination or predation, and dealing with the complicatedness of de-watering and oil withdrawal; all processes which have yet to be perfected.

On July 1, the department of energy (DOE) announced the investment of $24 million for approximately 3 different research groups. Their mission is to target all these obstacles in the mass production of algae-based biofuels. Sustainable Algal Biofuels Consortium, Consortium for Algal Biofuels Commercialization and Cellana LLC Consortium will all perform separate tasks in hopes of igniting an algae fuel based society.

The algae that keep salmon and shrimp a bright pink might keep jet airplanes and automobiles running someday.

It’s no secret that government, scientists and industry are devoting considerable resources and talent to developing renewable, cost-efficient and environmentally-friendly energy sources, the path to energy independence and to reducing the harmful effects of burning fossil fuels.

One solution could come from the fatty acids produced by certain species of salt water algae.

“All photosynthetic plants take water, sunlight and carbon dioxide and make either sugar or fatty acids,” said Dr. William L. Roberts, a professor in the department of mechanical and aerospace engineering at North Carolina State University. “We want the ones that produce a lot of fatty acids.”

He and his colleagues, four biologists and three engineers, are working on ways to produce and extract these fats from Dunaliella, a microscopic species of algae, and convert them into fuel on a large scale, much larger than is possible today. Their research is funded by $1.99 million over four years from the National Science Foundation as part of the American Recovery and Reinvestment Act of 2009.

The North Carolina State University project is one of several teams in the nation studying the potential of algae as an energy source, and with great promise. This year the Department of Energy has awarded more than $100 million for bio-fuels research, an investment that includes a recently announced $24 million to specifically address the challenges in the commercialization of algae-based fuels.

“This is going to be one of the most important and dominant industries of the future because we will run out of fossil fuel,” Roberts said.

Where has all the BP oil gone?

The question, ‘where has all the oil gone?’ has been answered in the media in recent days by scientists providing much speculation about how the oil may go away but little hard data about what is actually happening in the Gulf. We cannot let the future of the Gulf rest on speculation.

The danger of this conjecture is that people are already beginning to tune out and assume that everything is fine, even within the spill response.

So, where is the oil?

The BP oil can be found on the shores of St. Mary Parish. Just yesterday, July 30, 2010, stretches of shoreline along St. Mary Parish were found that were significantly oiled. This area was believed to be safe from the spill and was not given any attention by Unified Command. Even the St. Mary Parish President thought that they would not receive oil. (1)

The BP oil can be found under the shells of post-larval blue crabs all across the northern Gulf of Mexico. As reported in a previous E-ALERT, researchers in Mississippi had found post-larval blue crabs with oil under their shells. Now the researchers have given another update on their findings and it is sobering. Nearly all of the crab larvae that the researchers have collected to date, from Grand Isle, LA to Pensacola, FL, have BP’s oil under their shells, but it doesn’t stop there. Chemical analysis suggests that the crabs may also contain the Corexit dispersants used on the spilled oil. Only time will tell if this contamination will affect commercial harvests but equally troubling is the potential for toxic materials to make their way into the food chain as these tiny crabs are important food sources for a host of other sea creatures. Scientists saying that the effects of the BP oil spill will be minimal are speculating from very little data. It may make the media happy and the news more interesting but it is not good science to speculate on the outcome of the oil spill studies before they are even well underway.

The BP oil can also be found in “plumes” of dispersed oil floating around deep under the surface of the Gulf of Mexico. Researchers at the University of South Florida have confirmed that these “plumes” are, in fact, clouds of BP’s oil. (3)

Because of the massive use of dispersants, which conveniently shield the impacts from view, the real damage is much harder to quantify. The dispersal of the oil has caused an unknown, but undoubtedly very large, portion of the spilled oil to be mixed into and spread all through the Gulf waters in tiny little bits.

The damages caused by this sub-surface oil may not be apparent for some time. Like the crabs; the juvenile forms of fish, shrimp and many other species as well as the plankton they feed on will be exposed to the toxicity of the oil and the dispersants.

Imagine your city filled with smoke from a large fire. Now replace the air with water and the smoke with tiny droplets of dispersed oil and you have a better sense of how the ‘plumes’ of oil are impacting sea creatures.

That damage is difficult to quantify but to dismiss it as minimal is irresponsible. Many commercial and sport species in one of the most biologically productive areas of the world are being exposed to a mixture of materials that are known to be toxic and we really don’t know what the effects will be.

It is too early to be speculating about the impacts of the millions of barrels of BP oil on Louisiana and the Gulf of Mexico. It is especially problematic when its done by scientists in the media. We need to be focused on figuring out what actually is going on in the Gulf with thorough research and sound data.

The real answer to the question is this: significant amounts of the oil are still out in the Gulf environs and we really don’t know what the long term effects will be.

Coal Slurry Deep Well Injection In Illinois Is Stupid – And dangerous

If this country paid the real price for coal instead of socializing the costs (ie. transferring the cost to the general public) it would be too expensive to burn. If the Coal Industry had to pay the real cost of drilling the holes (tax free zones), making the holes safe (complying with regulations instead of being lightly fined), freeing the coal of its nasty properties (passed onto the consumers of coal), safely disposing of those associated wastes (see articles below) and pay part of the costs of the effects of their uses on the environment (passed on to the end users and consumers) then we would never even think about using that stuff. But they get passes on all of that and they put the public at risk. Oh and they want to put in the levies too.

Introduction

Chicago Clean Power Coalition Takes on Coal-Fired Plants

Coal production is a major part of the Illinois economy. In 2004, the state produced over 31 million short tons of coal worth an estimated $819 million dollars, which ranked it 9th in the nation in coal production.[1] Coal deposits underly 37,000 square miles of Illinois, about two thirds the entire state. Recoverable coal reserves are estimated to total 30 billion tons, accounting for almost one-eighth of the nation’s total coal reserves and one-fourth of bituminous coal reserves.[2] In comparison to western coal, Illinois coal is high in sulfur, and even when cleaned the sulfur content averages 2 to 3 percent by weight.[3]

The state consumed over 54 million short tons of coal for electrical power in 2004,[1] producing approximately 48 percent of the electricity generated in Illinois. The state’s average retail price of electricity is 7.07 cents per kilowatt hour, the 20th lowest rate in the nation[4] In 2003, Illinois emitted 230 million metric tons of carbon dioxide emissions, ranking it 7th in the nation overall.[5]

Citizen activism

In a major survey article for the Illinois Times on the coal fight in the state, Peter Downs wrote:[6]

All across Illinois — at town-hall meetings, in federal courts, in the Capitol — battles are raging over coal power, the outcome of which could very well determine the role of the black rock in the nation’s energy future.
Illinois is at the heart of the national debate because in no other state have coal interests pushed for more new investment — with critical support from the state’s governmental leaders.
According to the U.S. Department of Energy’s National Electric Technology Laboratory, a year ago Illinois had proposals for more new coal-based electric-power plants — 16 — than any other state, and the plants proposed for Illinois would have the capacity to generate twice as much electricity as even the most ambitious proposals for any other state.
According to the report, “Coal’s Resurgence in Electric Power Generation,” which was issued on May 1, 2007, more than 10 percent of all new generating capacity from coal-based power plants would be built in Illinois. With 22 coal-burning power plants already providing 49 percent of Illinois’ electricity, the state was unusually reliant on coal for its energy needs. Keep in mind that in the previous seven years, only 10 coal-based power plants had been constructed in all of the United States.
A year after the Department of Energy’s announcement, the Sierra Club has claimed “victory” against all but five of the previously proposed plants, but those remaining five are among the biggest of the proposed projects and they would add substantially to the state’s capacity to generate electricity and air pollution.
“We started our coal campaign in Illinois because more [coal-based power] plants were proposed in Illinois than anywhere else,” says Becki Clayborn, regional representative of the Sierra Club.

Coal mining companies are supposed to clean up after themselves, and the government is supposed to ensure groundwater is pure.

But environmental activists fear that mining companies in central and southern Illinois may poison aquifers by injecting potentially dangerous pollutants into the ground with inadequate review by regulators and no notice to the public.

The state has already allowed the practice at the Crown Mine No. 3 near Girard, and the owner of the Shay No. 1 Mine near Carlinville, which closed in 2007 but reopened last year, has applied for permission. Activists fear this is just the beginning as coal companies develop new mines and restart old ones.

The waste is a byproduct of washing coal. The slurry that results can contain arsenic, heavy metals and other pollutants. The website of the state Office of Mines and Minerals says the material “can be potentially acid-forming and/or toxic.”

The danger is serious enough that the practice of injecting coal slurry into the ground has been curtailed in West Virginia, where more than 100 lawsuits are pending by residents who blame coal companies for poisoning wells.

ST. LOUIS (AP) — A federal plan to use ash waste from coal-fired power plants to shore up some Mississippi River levees drew objections Thursday from environmentalists who are worried that toxins in the ash might seep into the river and public water systems it serves.

The Sierra Club and other nature groups lined up against the Army Corps of Engineers’ plan, worrying during a public hearing that the use of coal or fly ash questionably could extend later to levees along other inland rivers and perpetuate coal burning, widely believed to contribute to global warming.

“If this should turn out to be toxic (after it’s been injected into a levee’s weak spots), how do we get it back out?” Tom Ball, a member of the Sierra Club and Missouri Stream Team, pressed during the 90-minute hearing that drew about 50 people, including electric utility representatives

“This fly ash is hazardous waste, regardless of what you call it,” added Catherine Edmiston, an environmentalist heading an Illinois group opposing longwall mining. “I am against putting it against a major river. I think we need to think about this.”

Corps officials called the injection of a slurry of water, coal ash and lime into 25 miles of slide-prone levees in 200-mile stretch of the river from Alton, Ill., near St. Louis to southern Illinois’ tip the cheapest, longest-lasting fix among several options it weighed.

Yet the corps pledged not to move hastily, calling any decision months away and pressing that the search for the cheapest fix for taxpayers won’t trump public safety. For now, the corps says, the ash-slurry plan appears be

The corps announced the plan last month, touting the injection of a slurry of water, coal ash and lime into 25 miles of slide-prone levees in 200-mile stretch of the river from Alton, Ill., near St. Louis to tiny Gale on southern Illinois’ tip as the cheapest, longest-lasting fix among several options it weighed.

A public hearing on the matter, scheduled Thursday in St. Louis, is certain to elicit questions from environmentalists who consider the use of coal ash – also known as fly ash – a bad idea despite corps assurances that it has been used trouble-free on levees near Memphis for more than a decade.

BEIJING – China’s largest reported oil spill had more than doubled by Wednesday, closing beaches on the Yellow Sea and prompting an environmental official to warn the sticky black crude posed a “severe threat” to sea life and water quality.

Some workers trying to clean up the inky beaches wore little more than rubber gloves, complicating efforts, one official said. But 40 oil-control boats and hundreds of fishing boats were also deployed in the area.

“I’ve been to a few bays today and discovered they were almost entirely covered with dark oil,” said Zhong Yu, a worker with the environmental group Greenpeace China, who spent Wednesday on a boat inspecting the spill.

It took Republicans in the state House of Representatives here less than an hour Tuesday to deep-six an effort by Gov. Charlie Crist, a Republican turned independent, to push a constitutional amendment banning offshore drilling.

The outcome was not a surprise, but it was dramatic evidence that the massive oil spill is washing over gulf state politics as well as beaches.

Crist, a popular governor who is running for the U.S. Senate as an independent after being flanked by conservatives in his own party, is hoping that anger over the oil spill will propel him to office.

And the actions of the state GOP, while stopping Crist in the Legislature, appear likely to foment that anger further.

Fallout from the Deepwater Horizon rig disaster is seeping through congressional races nationwide. While the spill has emerged as a central issue in the Senate race here, it’s also pitted Gulf Coast Democrats on Capitol Hill against the Obama administration, made conservative folk heroes out of a pair of Republican governors, and handed Democrats something every campaign season needs: a black-hat villain in BP.
