EPA moves to cut power plant emissions to fight air pollution

Citing health benefits of reduced air pollution, the EPA on Monday proposed requiring power plants in the central and eastern US to dramatically curb emissions by 2014.

The Environmental Protection Agency moved Tuesday to dramatically curb power plant emissions across the central US and East Coast, a step the federal agency says will significantly reduce health and pollution impacts across that 31-state region.

Responding to a 2008 court ruling, the EPA proposed sharp cuts in emissions from some 900 coal-, natural gas-, and oil-burning power plants – a 52 percent reduction in nitrous oxide (NOX) and 71 percent cut in sulfur dioxide (SOX) by 2014.

The EPA move is intended to bring the federal government into compliance with a decision by the US Court of Appeals in Washington, D.C., that overturned the Bush administration’s national Clean Air Interstate Rule (CAIR). The court found that rule failed to substantially maintain air-quality standards among states or meet statutory deadlines – and it ordered the EPA to come up with a new rule.

Tuesday’s proposal – which is expected to be challenged in court – is aimed at enabling “downwind” states to develop air-pollution reduction plans based on knowing in advance how much pollution would be drifting across their borders from “upwind” states. The so-called “transport rule” would mean much tighter federal requirements for SOX and NOX emissions reductions for upwind states.

“This rule is designed to cut pollution that spreads hundreds of miles and has enormous negative impacts on millions of Americans,” EPA Administrator Lisa Jackson said in a statement. “We’re working to limit pollution at its source, rather than waiting for it to move across the country. The reductions we’re proposing will save billions in health costs, help increase American educational and economic productivity, and – most importantly – save lives.”

Curbing power plant emissions can have a large economic impact, with the cost to health and the environment from eastern power plants today exceeding $200 billion annually, according to the Environmental Defense Fund.

The EPA says its action will save an estimated $120 billion in health benefits annually by 2014, including avoiding up to 36,000 premature deaths and 1.9 million days of missed work or school due to ground-level ozone and particle pollution, the agency estimates. Such benefits would far outweigh the annual cost of compliance with the proposed rule, which the agency puts at $2.8 billion in 2014.

“This will be one of the most significant steps EPA can take to clean up the air and improve public health,” Frank O’Donnell, president of Clean Air Watch, said in a statement. “This cleanup plan could literally prevent thousands of premature deaths each year and make it possible for tens of millions of others to breathe easier.”

Two Cairns inventors yesterday unveiled a world first commercial machine which can power a house from a permanent, clean, green and virtually free energy source.
The machine, developed by Brinsmead mechanical engineer John Christie and Edge Hil electrician Lou Brits, has an international patent pending and is expected to go on the market for $4000-$5000.
Relying on the attraction and repulsion of internal magnets, the Lutec 1000 operates continually on a pulse-like current 24 hours a day – producing 24 kilowatts of power – once it is kickstarted from a battery source.
The device is more than 500 per cent efficient, compared to a car which is less than 40 per cent efficient and loses power through heat and friction.
No powerlines would be needed to distribute energy from the individual power sources.
There is no heat, harmful emissions or airborne matter in the transmission.
If it were not for the magnets, which have a life of 1300 years, and the battery pack, which has a life of about five years, the machine would be in perpetual motion.
A demonstration of the motor from the carpeted study of Mr Christie’s Brinsmead home revealed the device in all its glory – bigger than the average cyclone back-up generator but much less noisy.
M Christie and Mr Brits have been tinkering together on the motor in their spare time since they met in a Sheridan St cafe five years ago and began sharing ideas.
One and a half years ago, the design was perfected and the pair lodged a patent with Brisbane patent attorneys Griffith Hack.

One of the great nonsenses of pseudoscience that never seems to go away is the perpetual motion machine. They aren’t called that these days, of course, because everyone knows that such things are impossible. The new name is “free energy device”, but the principle is the same. A recent example of this genre is the Lutec 100, a generator which, according to the inventors, is 3000% efficient. The Lutec people once said that they were going to accept the $100,000 challenge from the Australian Skeptics, but for some reason they eventually lost interest. They were awarded the 2001 Bent Spoon Award for their efforts at overthrowing physics. I thought I would see where they were up to in their attempt to solve all the world’s energy problems, so I sent them the following email. I have not yet received a reply, but if I could predict the future I would say that the reply will either be a set of answers to some other questions or some abuse and patronising suggestions that I don’t understand what they are doing.

Coal Slurry Deep Well Injection In Illinois Is Stupid – And dangerous

If this country paid the real price for coal instead of socializing the costs (ie. transferring the cost to the general public) it would be too expensive to burn. If the Coal Industry had to pay the real cost of drilling the holes (tax free zones), making the holes safe (complying with regulations instead of being lightly fined), freeing the coal of its nasty properties (passed onto the consumers of coal), safely disposing of those associated wastes (see articles below) and pay part of the costs of the effects of their uses on the environment (passed on to the end users and consumers) then we would never even think about using that stuff. But they get passes on all of that and they put the public at risk. Oh and they want to put in the levies too.

Introduction

Chicago Clean Power Coalition Takes on Coal-Fired Plants

Coal production is a major part of the Illinois economy. In 2004, the state produced over 31 million short tons of coal worth an estimated $819 million dollars, which ranked it 9th in the nation in coal production.[1] Coal deposits underly 37,000 square miles of Illinois, about two thirds the entire state. Recoverable coal reserves are estimated to total 30 billion tons, accounting for almost one-eighth of the nation’s total coal reserves and one-fourth of bituminous coal reserves.[2] In comparison to western coal, Illinois coal is high in sulfur, and even when cleaned the sulfur content averages 2 to 3 percent by weight.[3]

The state consumed over 54 million short tons of coal for electrical power in 2004,[1] producing approximately 48 percent of the electricity generated in Illinois. The state’s average retail price of electricity is 7.07 cents per kilowatt hour, the 20th lowest rate in the nation[4] In 2003, Illinois emitted 230 million metric tons of carbon dioxide emissions, ranking it 7th in the nation overall.[5]

In a major survey article for the Illinois Times on the coal fight in the state, Peter Downs wrote:[6]

All across Illinois — at town-hall meetings, in federal courts, in the Capitol — battles are raging over coal power, the outcome of which could very well determine the role of the black rock in the nation’s energy future.
Illinois is at the heart of the national debate because in no other state have coal interests pushed for more new investment — with critical support from the state’s governmental leaders.
According to the U.S. Department of Energy’s National Electric Technology Laboratory, a year ago Illinois had proposals for more new coal-based electric-power plants — 16 — than any other state, and the plants proposed for Illinois would have the capacity to generate twice as much electricity as even the most ambitious proposals for any other state.
According to the report, “Coal’s Resurgence in Electric Power Generation,” which was issued on May 1, 2007, more than 10 percent of all new generating capacity from coal-based power plants would be built in Illinois. With 22 coal-burning power plants already providing 49 percent of Illinois’ electricity, the state was unusually reliant on coal for its energy needs. Keep in mind that in the previous seven years, only 10 coal-based power plants had been constructed in all of the United States.
A year after the Department of Energy’s announcement, the Sierra Club has claimed “victory” against all but five of the previously proposed plants, but those remaining five are among the biggest of the proposed projects and they would add substantially to the state’s capacity to generate electricity and air pollution.
“We started our coal campaign in Illinois because more [coal-based power] plants were proposed in Illinois than anywhere else,” says Becki Clayborn, regional representative of the Sierra Club.

Coal mining companies are supposed to clean up after themselves, and the government is supposed to ensure groundwater is pure.

But environmental activists fear that mining companies in central and southern Illinois may poison aquifers by injecting potentially dangerous pollutants into the ground with inadequate review by regulators and no notice to the public.

The state has already allowed the practice at the Crown Mine No. 3 near Girard, and the owner of the Shay No. 1 Mine near Carlinville, which closed in 2007 but reopened last year, has applied for permission. Activists fear this is just the beginning as coal companies develop new mines and restart old ones.

The waste is a byproduct of washing coal. The slurry that results can contain arsenic, heavy metals and other pollutants. The website of the state Office of Mines and Minerals says the material “can be potentially acid-forming and/or toxic.”

The danger is serious enough that the practice of injecting coal slurry into the ground has been curtailed in West Virginia, where more than 100 lawsuits are pending by residents who blame coal companies for poisoning wells.

ST. LOUIS (AP) — A federal plan to use ash waste from coal-fired power plants to shore up some Mississippi River levees drew objections Thursday from environmentalists who are worried that toxins in the ash might seep into the river and public water systems it serves.

The Sierra Club and other nature groups lined up against the Army Corps of Engineers’ plan, worrying during a public hearing that the use of coal or fly ash questionably could extend later to levees along other inland rivers and perpetuate coal burning, widely believed to contribute to global warming.

“If this should turn out to be toxic (after it’s been injected into a levee’s weak spots), how do we get it back out?” Tom Ball, a member of the Sierra Club and Missouri Stream Team, pressed during the 90-minute hearing that drew about 50 people, including electric utility representatives

“This fly ash is hazardous waste, regardless of what you call it,” added Catherine Edmiston, an environmentalist heading an Illinois group opposing longwall mining. “I am against putting it against a major river. I think we need to think about this.”

Corps officials called the injection of a slurry of water, coal ash and lime into 25 miles of slide-prone levees in 200-mile stretch of the river from Alton, Ill., near St. Louis to southern Illinois’ tip the cheapest, longest-lasting fix among several options it weighed.

Yet the corps pledged not to move hastily, calling any decision months away and pressing that the search for the cheapest fix for taxpayers won’t trump public safety. For now, the corps says, the ash-slurry plan appears be

A public hearing on the matter, scheduled Thursday in St. Louis, is certain to elicit questions from environmentalists who consider the use of coal ash – also known as fly ash – a bad idea despite corps assurances that it has been used trouble-free on levees near Memphis for more than a decade.

Simple Device Converts Heat Directly to Electricity, Which May Mean No More Batteries

Scientists are developing a new device that could have a profound impact on global energy supplies by converting wasted heat into electricity. It could potentially have an impact on everything from power plants to cell phones, and it came about because of a serendipitous discovery that had eluded scientists for half a century.

Researchers at Lawrence Berkeley Laboratory and the University of California, Berkeley, have found a way to use ordinary silicon to convert heat to electricity. The technique could mean that some day you will be able to recharge your cell phone with electricity produced by your own body heat, and enormous amounts of energy that is now wasted could be recycled.

“We feel that this is a breakthrough,” said Arun Majumdar, a mechanical engineer and materials scientist with joint appointments at the Berkeley lab and UC Berkeley. “I’m very excited about this.”

Astonishingly, Majumdar and his colleagues didn’t set out to achieve what they have done.

“It was serendipitous,” he said. “We never planned for it.”

And perhaps even more surprising, they did it with a material that most scientists thought would never work for this purpose — ordinary silicon, a cheap, abundant material that is the foundation for the multibillion-dollar semiconductor industry.

Majumdar and his fellow researchers, including chemist Peidong Yang, a noted leader in the rapidly growing field of technology at the incredibly small “nano” scale, reported on their work in the Jan. 10 issue of the journal Nature. It’s not clear yet why the device they have created works.

“We don’t have all the answers at this point,” Majumdar said. But laboratory experiments show that it does, indeed, work. At least on a small scale. The device, placed between a hot plate and a cold plate, produced enough electricity to power a light bulb, although they didn’t do that demonstration. Instead, they measured the current flowing from the hot plate toward the cold plate, and it was sufficient to claim success, he said.

‘Silicon + Heat = Cheap Energy’ Gets $1 Million

Exotic waste heat startup Alphabet Energy gets more fun

Alphabet Energy, which says it can make electricity for around $1 a watt out of waste heat in factories or data centers, has raised $1 million from Claremont Creek Ventures and the CalCef Clean Energy Fund.

Waste heat — which is one of our favorites sources of energy here — essentially revolves around capturing heat from engines and machinery and using it to run things like water heaters or converting it into electricity. The U.S. consumes around 100 quads (100 quadrillion BTUs) of energy a year, and 55 to 60 quads get dissipated as waste heat, according to Arun Majumdar, the UC Berkeley professor who came up with a lot of the technology behind Alphabet (he now runs ARPA-E, the advanced projects group inside the Department of Energy). Thus, there is a lot of waste heat out there and it could be cheaper than solar. Alphabet estimates it could be a $200 billion market.

Heat-to-electricity can be accomplished in two ways. Companies such as Recycled Energy Development (RED) and Ormat have successfully retrofitted factories to capture waste heat, but these systems largely rely on mechanical engineering. Heat is captured and then channeled into productive uses. One of RED’s showcase projects — coming next year — is a system at West Virginia Alloys, a silicon manufacturer, that will generate 45 megawatts of electrical power from the waste heat generated by factory operations. The company uses 120 megawatts at the current time, but the waste heat system will effectively allow Alloys to recover about one-third of the power it now buys but wastes. Fuel cells can also be used to harvest waste heat.

Semiconductors could potentially be the next wave for the industry, and this is where Alphabet comes in. Traditional waste heat chips — heat goes in one side, electricity comes out the other — cost around $20 a watt and are made out of bismuth telluride. Alphabet won’t say what its semiconductor is made from, but sources say the chief material is silicon nanowires.

By 2015, if General Electric has their way, all our homes will be running on smart grids with mini-turbines and solar panels to produce electricity, consuming zero net energy in the process.

GE says that their smart energy system, dubbed the Net Zero Home project, will center around a $250 central management hub that will allow all of a home’s networked appliances and on-site power-producing equipment talk to each other, as well as to the smart grid outside the home..

GE’s push comes at a time when power conservation is valued more than ever, and smart energy innovations are pouring in by the day.

The goal here is to make people more conscious of how much power they’re using and how often they’re doing it. By enabling a home’s appliances to scale down their performance or power state during peak hours, cities will not only conserve energy, but consumers will save money.

The venerable print magazine Old Trout was recently relaunched with a splashy issue on “The Thirteen Scariest Americans.” I was asked to write up the scariest American from an environmental point of view.

The choice was not difficult. The scariest polluter in the U.S. is Don Blankenship, CEO of Massey Energy. The guy is evil, and I don’t use that word lightly.

The issue is out now. (Look for it on a newsstand near you!) The folks at Old Trout have given me permission to publish an expanded version of the piece after a suitable period of exclusivity. So watch for that at the beginning of December.

In the meantime, check out three things.

First, there’s this longish New York Times piece on Blankenship from Sunday. In the usual style of mainstream reportage, it is studiously neutral in tone, woefully downplaying the environmental destruction Massey does and the thuggish tactics Blankenship has imposed. But you can get a pretty accurate general picture of the guy.

In an age when most CEOs are canny enough to at least pay lip service to the realities of climate change, Blankenship stands apart as corporate America’s most unabashed denier. Global warming, he insists, is nothing but “a hoax and a Ponzi scheme.” His fortune depends on such lies: Massey Energy, the nation’s fourth-largest coal-mining operation, unearths more than 40 million tons of the fossil fuel each year — often by blowing the tops off of Appalachian mountains.

The country’s highest-paid coal executive, Blankenship is a villain ripped straight from the comic books: a jowly, mustache-sporting, union-busting coal baron who uses his fortune to bend politics to his will. He recently financed a $3.5 million campaign to oust a state Supreme Court justice who frequently ruled against his company, and he hung out on the French Riviera with another judge who was weighing an appeal by Massey. “Don Blankenship would actually be less powerful if he were in elected office,” Rep. Nick Rahall of West Virginia once observed. “He would be twice as accountable and half as feared.”

On the national level, Blankenship enjoys a position of influence on the board of the U.S. Chamber of Commerce, which has led the fight to kill climate legislation. He enjoys inveighing against the “greeniacs” — including Nancy Pelosi, Harry Reid and Al Gore — who are “taking over the world.” And he has even taken to tweeting about climate change: “We must demand that more coal be burned to save the Earth from global cooling.”

In more unguarded moments, however, Blankenship confesses that his over-the-top rhetoric is strategic. “If it weren’t for guys like me,” he says, “the middle would be further to the left.” He also admits that his efforts to block climate legislation are ultimately self-serving: “It would probably cut our business in half”.

Green Medicine – How to save energy by never using it in the first place

The vast majority happen in remote areas, 99 percent of them in developing countries. In Peru, a new national strategy to turn those numbers around is taking shape. And the program is being seen as a model for Latin America and the developing world.

Here, in the remote region of Ayacucho, 12,000 feet above sea level, sits the village of Vilcashuaman. Many hours from the nearest airstrip, it’s a town so remote that even the impressive Inca ruins draw few tourists.

A casa materna, or birthing home, was built for women late in pregnancy to live in as their due date nears. And it’s a centerpiece in the government’s new strategy.

Dr. Oscar Ugarte Ubillus is Peru’s health minister.

DR. OSCAR UGARTE UBILLUS, Peruvian health minister (through translator): We detected that one of the critical problems is the amount of time and distance it takes to get attention when complications arise in childbirth. So, we have created 450 waiting homes throughout the country.

RAY SUAREZ: At the casa materna in Vilcashuaman, pregnant women bring their children. They make their own meals with ingredients from a hospital garden, and live as if at home.

Twenty-nine-year-old Eulalia Centro is here with her 1-year-old daughter. Eulalia had her first child at home without complications, before the birthing home existed. But she lives in an area with no roads. It takes a full day on horseback just to get to Vilcashuaman.

So, Eulalia chose to have her second, then her third child at the birthing home.

EULALIA CENTRO, mother (through translator): Pregnant women are always dying at home, so that is why we decided to come here.

RAY SUAREZ: The birthing home is occupied nearly every day of the year. Pregnancies in the region are tracked with a simple felt map. The circles represent each pregnant woman’s home and the number of hours it takes to reach them.

Red felt represents pregnant teenagers, at greater risk for death in childbirth because their bodies haven’t fully matured. Twenty-four-hour staff are trained to deal with obstetric emergencies, like breech babies, placenta blockage, and hemorrhaging.

They did not try to build an air conditioned hospital, with a helicopter pad filled with 1.5 million $$$ a year doctors. They made it a place where they grow their own food, heat water with the sun, use natural herbs for labor and have an an ambulance, with blood and someone who knows how to control the bleeding if there is a problem. They cut the mortality rate by 50%. You can supply healthcare to people cheap. You can not supply industrial healthcare cheap…what got me to thinking about this?

Way to go Farmers Bank. They put up a Wind Turbine in Mt. Pulaski. When you think about it, Hospitals manytimes have some of the tallest buildings in town and the most financial muscle around. So why don’t they all sprout wind turbines and solar panels? Please see yesterdays Post.

A high-tech wind turbine that can generate 10,000 watts of power was installed near Logan County’s oldest bank Wednesday.

The turbine, which sits atop a 120-foot tower, will supply about half, or possibly more than half, of the electricity used by Farmers Bank of Mount Pulaski.

The apparatus cost about $65,000, some of which will be offset by tax credits, said Rick Volle, president of Farmers Bank, which was established in 1872.

“There’s a lot of these going up on a larger scale. We think it’s something worth doing,” Volle said. “…We are figuring about a 12-year payoff on it, and it has a life of about 30 years.”

Installation of the turbine on the square in Mount Pulaski drew a crowd of about two-dozen people. They watched as a crane lifted the tower into the air and workmen slowly moved the base over to a concrete pad. The turbine, complete with blades, was already installed on top.

By 12:15 p.m., the tower and turbine were in place. It now stands across the street from the historic Mount Pulaski Courthouse where Abraham Lincoln argued cases.

“I guess it’s progress for our town, and the bank in particular,” said Mike Cyrulik, who watched the work from across the street. “I think it’s going to be a great addition to town.”

Cyrulik was one of the first people to stop and watch. When the big crane took over, more people came out from downtown shops to see the tower rise into the air.

“It’s pretty interesting for a little town,” Cyrulik said.

Mount Pulaski, about 25 miles northeast of Springfield, sits on a hill that rises above the surrounding farmland.

John Wyss, owner of Central Illinois Wind and Solar, the company that installed the turbine, said downtown Mount Pulaski is a good spot for the new technology.

Ann Arbor Veteran Affairs hospital gets wind turbine

A small wind turbine now spins atop the Ann Arbor Veteran Affairs hospital, contributing to the hospital’s utility needs while satisfying a new federal requirement for renewable energy.

Hospital administrators installed the vertical turbine last month as part of an ongoing plan to generate about 7.5 percent of the hospital’s energy needs from renewable energy, including wind and solar, by 2012.

“It’s a baby step, but we’re optimistic,” said Jeff Means, energy manager for VA hospitals in Michigan and nearby states.

The turbine and its installation cost about $100,000. If it is successful in generating enough energy, the hospital could install additional turbines and solar panels to generate energy, Means said.

The turbine, which weighs about 1,000 pounds, is 16 feet tall and 3 feet wide. As the wind spins the vertical turbine, a generator in its base sends direct electrical current through several boxes to transform the power into alternating current to be used by the hospital.

American Capitalists Have Gotten Fat and Lazy – China kicks their butts

This article says it all. Why did America lose 16 million jobs is the last three recessions? Because the Rich and the Capitalists got bored with making money the old fashioned way and decided playing the markets was easier and more fun. Why beside laziness have they decided that America will become a second class country? Oh they blame the unions, deficit spending, socialism etc., but all the elites really know right now is that greed is good and attacking other countries is really profitable.

Report says China is squeezing U.S. firms out of its massive wind-power market

WASHINGTON – U.S. companies are getting squeezed out of the big Chinese wind-power market even as Dallas investors are bringing Chinese firms here via a big wind farm in Texas, according to a new industry report.

“They’ve used every measure you could possibly think of to enhance production of renewable energy equipment in China,” said report author Alan Wolff of the trade law firm Dewey & LeBoeuf LLP.

U.S. Trade Representative Ron Kirk won a pledge from the Chinese last fall to drop rules giving preference to Chinese makers of wind-power equipment. But Kirk’s office hasn’t seen any evidence that the pledge has been carried out, said spokeswoman Carol Guthrie.

Meanwhile, Chinese manufacturers are entering the U.S. wind market under a joint venture led by Dallas investor Cappy McGarr.

McGarr’s U.S. Renewable Energy Group, with Cielo Wind Power LP of Austin and China’s Shenyang Power Group, is planning a $1.5 billion, 600-megawatt wind farm on 36,000 acres in West Texas.

Several U.S. senators have complained that the West Texas project would use hundreds of millions of dollars in U.S. economic stimulus funds for wind turbines built in China. They introduced a bill this month that would halt federal funding of renewable energy projects until “buy American” requirements are written into law.

McGarr’s Chinese partners announced plans last week to build a wind turbine factory in Nevada, and McGarr says most of the jobs for the West Texas project will be American.

“A minimum of 70 percent of each wind turbine in the … project, including the massive towers and blades, will be wholly manufactured in the United States and made entirely of American steel,” McGarr said.

Dewey & LeBoeuf’s report on China’s renewable energy equipment market was done for a U.S. industry group, the National Foreign Trade Council, where concern about China’s market restrictions and treatment of foreign firms is growing.

“If you’re not operating under a rule-of-law country, if you have no place to adjudicate, and there are places where the country has stacked the deck against you, you may look for somewhere else” to do business, said trade council president Bill Reinsch.

Some wind power advocates are urging everyone to calm down and are particularly concerned about the Senate “Buy American” bill.

“This proposal would torpedo one of the most successful job creation efforts of the Recovery Act [the economic stimulus program], which has already preserved half of the 85,000 American jobs in the U.S. wind industry,” said Denise Bode, president of the American Wind Energy Association.

How America Can Create New Jobs

‘Our company is like many other big ones in this country,” a CEO told me recently. “We expect to create plenty of jobs in coming years, but guess what: They won’t be in the U.S.”Welcome to the “new normal.” For more than five straight decades after World War II, the Great American Job Machine cranked out jobs at a phenomenal pace—22 million in the 1990s alone. But since December 1999, there has been zero net job creation—nada, zippo. Coming out of recession, one in six Americans is now unemployed or can’t find full-time work. Worse still, some economists say we won’t be back to pre-recession levels until 2016!

What can be done? Sadly, not much in the short term. Washington can and should pass bipartisan programs that create infrastructure jobs, ease the pain of unemployment, and hasten lending for small business. But progress will be painfully slow for millions of families.

The bigger challenge is whether we rally and renew for the long run. We are facing the toughest international competition in our lifetimes, and we are no longer winning. The signs are all around us. Who can believe that the first 20 floors of the new World Trade Center will be wrapped in glass made in China? Or that the new 28-foot statue of Martin Luther King Jr. will be coming to the Mall in Washington from Chinese workshops? These should be made-in-America jobs.

It is easy to get mad; great nations get even. We shouldn’t erect trade barriers—those helped to spark the Great Depression. We have to remember what made us the most dynamic nation in the world and can do so again: education and innovation.

In their new book, Harvard economists Claudia Goldin and Larry Katz point to the fundamental truth that the U.S. became the world’s richest nation at the beginning of the 20th century because we educated  more of our kids than anyone else. Generation after generation, children finished about two more years of schooling than their parents. We created the top research universities. But then we slowed down and others sped up. In the 1960s, the U.S. had the top high school graduation rate in the world; by the early 2000s, we were 19th. Our college graduation rates of young people have fallen into 12th place. To reignite job creation, Goldin and Katz say, we must once again be the best at educating our kids.

Fortunately, we’re finally firing up on education reform. Cities like New York, Chicago, Houston, and, yes, New Orleans are pushing reforms. Arne Duncan is a first-class Secretary of Education. More than 40,000 college seniors applied this year to Teach for America, the volunteer teaching corp. Even unions are getting the message. We are far, far from where we should be—but at last there is fresh hope.

The second fundamental truth is that scientific and technological research is key to job creation. MIT president Susan Hockfield notes that investment after World War II created waves of new industries and jobs in electronics, nuclear power, aerospace, communications, and computing. Yet again, we’ve slowed relative to other hungry nations. As New York Times columnist Thomas Friedman points out, we have only a tiny handful of the top 10 global companies in emerging green industries.

Relentless global competition is here to stay. We shouldn’t be scared nor discouraged. That’s not who we are as Americans. As my favorite preacher, Peter Gomes, says about how one should handle adversity in life, “Get used to it, get over it, and get on with it.”
