Plant a Tree with LEC!

Springfield, Illinois – Lawrence Education Center will distribute trees to students in order to celebrate Earth Day. During the event, students will be educated about trees and how they help the environment. The trees will be given to students along with a postcard to give back to the Lawrence Education Center that will mark the location of where the trees are planted. The school will create a map that will include the location of the trees that were planted. This event is made possible from the Illinois Department of Transportation who is teaming up with a national initiative called Living Land and Waters.

Students who want a tree to plant can come to the library when they are finished with classes for the day on the following dates:

CHICAGO — Gov. Pat Quinn wants to see electric cars in the state fleet.

Quinn talked about transportation at an Earth Day summit in Chicago on Tuesday.

In addition to electric cars, Quinn says he’d also like to see a universal card system for public transportation and Wi-Fi on the commuter rail system Metra. He was the opening speaker at a seminar that featured state and local transportation agencies.

Quinn says Illinois is working to encourage electric vehicle manufacturers to bid for state vehicle business. He says one place they’d fit in are as vehicles on the state’s university campuses.

Quinn says the rising cost of gas makes electric cars even more appealing. He says a proliferation of charging stations is the key to successfully deploying electric vehicles.

The Week After Earth Day – Chernobyl

I have wanted to say some things about the situation at Fukushima Nuclear Power Plant for awhile. The content you see in the Media are just so bogus. First they want to prattle on about a melt down and the chances of an explosion “like Chernobyl”.

I scream at the television, “The reactors scrammed or were off line”. Ten Mile Island and Chernobyl were both online when their catastrophes occurred. Shutting down 10 mile was their big challenge. Chernobyl was an atomic explosion that sent material 4 or 5 miles in the air. Their big challenge was preventing a China Syndrome. Fukushima was always going to be a local nonthreatening event. Dramatic – Tragic – Fool hearty but nonetheless local.

The media want to prittle prattle along about reactor types and containment vessels. They never talk about powerhouse design. Reactors do one thing they generate steam. That is it. And that is why I am opposed to nuclear power in general. There are so many simpler and safer ways to generate steam that nuclear power is a joke. Once promoted by national governments because they wanted to piggy back their nuclear weapons programs on to “local power programs”. So we will use US powerplants an example of power house design and then compare disasters.

Yes, 10 powerplants in the US use the Mark 1 reactors like what were in 4 of the reactors at Fukushima. But in the US there is “triple containment” and “plain water” steam turbine loops. That means that when 10 Mile Island malfunctioned they simply vented a bunch of radioactive steam which immediately killed about 100 people and eventually killed about 300 babies and then turned the reactor off (scrammed). The temperatures soared to 5000 degress, the fuel melted, the cooling system worked and there it sits today with a puddle of melted fuel in the bottom of the reactor vessel. That should have been the end of Nuclear Power as we know it. At Fukushima they have “double containment” powerhouses that uses radioactive water to drive their turbines. All nuclear reactors have to be shielded or sheathed  for people to be able to get close to them to operate them. So even Chernobyl had a “single” containment vessel. In Fukushima they had that and a containment pad. Actually the pad was kind of ingenious. It consists of varying layers of concrete, steel, boron and lead. This was supposed to make a China Syndrome impossible because it would self seal the waste if it tried to melt through. BUT they used that argument to actually cheapen and make more dangerous their powerhouse designs. They provided no exterior containment system and they drove their turbines with radioactive steam. Additionally they built the cooling systems on one pad and their power generation systems on a separate pad guaranteeing that the cooling systems would break in an earthquake. So yes, there were explosions at Fukushima but not at the dynamite tonnage level that happened at Chernobyl. Fukushima was like a fire cracker.

While Fukushima is a local event that was a disaster waiting to happen, Chernobyl was a momentous international disaster waiting for someone to pull the trigger. It was a graphite reactor with a single containment wall, sitting by a lake right at the water table with an inadequate cooling system. Pull the trigger they did. The point being the Media does not understand Nuclear Power any better than the public does and yet this “magic genie” produces 20% of this countries electricity. Things have gotta change.

The Chernobyl disaster was a nuclear accident that occurred on 26 April 1986 at the Chernobyl Nuclear Power Plant in the Ukrainian SSR (now Ukraine). An explosion and fire released large quantities of radioactive contamination into the atmosphere, which spread over much of Western Russia and Europe. It is considered the worst nuclear power plant accident in history, and is one of only two classified as a level 7 event on the International Nuclear Event Scale (the other being the Fukushima I nuclear incident, which is considered far less serious and has caused no direct deaths).[1] The battle to contain the contamination and avert a greater catastrophe ultimately involved over 500,000 workers and cost an estimated 18 billion rubles, crippling the Soviet economy.[2]

The disaster began during a systems test on 26 April 1986 at reactor number four of the Chernobyl plant, which is near the town of Pripyat. There was a sudden power output surge, and when an emergency shutdown was attempted, a more extreme spike in power output occurred, which led to a reactor vessel rupture and a series of explosions. These events exposed the graphite moderator of the reactor to air, causing it to ignite.[3] The resulting fire sent a plume of highly radioactive smoke fallout into the atmosphere and over an extensive geographical area, including Pripyat. The plume drifted over large parts of the western Soviet Union and Europe. From 1986 to 2000, 350,400 people were evacuated and resettled from the most severely contaminated areas of Belarus, Russia, and Ukraine.[4][5] According to official post-Soviet data,[6][7] about 60% of the fallout landed in Belarus.

The accident raised concerns about the safety of the Soviet nuclear power industry, as well as nuclear power in general, slowing its expansion for a number of years and forcing the Soviet government to become less secretive about its procedures.[8][notes 1]

Russia, Ukraine, and Belarus have been burdened with the continuing and substantial decontamination and health care costs of the Chernobyl accident. Thirty one deaths are directly attributed to the accident, all among the reactor staff and emergency workers.[9] A UNSCEAR report places the total confirmed deaths from radiation at 64 as of 2008. Estimates of the number of deaths potentially resulting from the accident vary enormously: the World Health Organization (WHO) suggest it could reach 4,000;[10] a Greenpeace report puts this figure at 200,000 or more;[11] a Russian publication, Chernobyl, concludes that 985,000 excess deaths occurred between 1986 and 2004 as a result of radioactive contamination.[12]

The Illinois Power Agency Once Had Promise – Where is Lisa Madigan now

After all of the legal and political wrangling in 2007, the Illinois Power Agency seemed a dream come true. An agency that guaranteed to keep electrical prices competitive or they would step in and buy electricity for the state at a set rate. They published the staffing requirements in the newspaper. They were excessive I thought at the time. They wanted Ph.d.s and Masters degrees in pretty exotic subjects like power generation analysis and such. But now they have hired only 2 staff out of what was supposed to be 25. Wow! Where is Lisa Madigan now?

Audit shows problems at Illinois Power Agency

The state agency responsible for buying Illinois’ electricity is under fire after an annual audit showed numerous problems with accounting and transparency.

A March 24 report by Illinois Auditor General William Holland says the Illinois Power Agency (IPA) needs to correct 35 “weaknesses” in financial transparency, rulemaking and more. The report admonishes IPA for storing money outside the state treasury, failing to create an annual budget and even lacking basic office supplies.

Among the more major issues identified in the audit is a lack of financial reporting and accounting records maintained by IPA.

“… [F]or the second year in a row, the agency did not provide accurate and complete financial information,” the audit states. “Specifically, the financial information provided did not contain all the necessary information regarding funds held outside of the state treasury.”

One of the most unusual problems identified by the audit was a lack of adequate staff. IPA director Mark Pruitt is one of only two employees in the entire agency, and the second employee, chief financial officer Kristene Callanta, was only hired in January 2011 – after the period covered in the audit. The lack of staffing coincides with the agency’s failure to create specialized bureaus to handle certain tasks, the audit shows.

“Failure to create these required bureaus is a violation of state statute,” the audit says. “In addition, because these bureaus were not created, the director had the sole responsibility for scoring all proposals and selecting winners for the procurement process, which could result in an abuse of power.”

For example, a 2007 complaint filed with the Federal Energy Regulatory Commission by Illinois Attorney General Lisa Madigan says prices produced by auctions were “almost 40 percent higher than prices in bilateral electricity markets… and they were produced in a highly concentrated market in which there is evidence of price manipulation.”

The great energy rip-off continues. The wholesale price of gas has risen in recent months so the large household energy suppliers are raising their consumer prices.

British Gas has become the latest to do so, announcing a 7 per cent increase yesterday. This comes after a similar price hike by Scottish & Southern Energy last month. And the rest of the “big six” UK energy suppliers are expected to follow soon.

The problem is that the energy sector is only selectively responsive to fluctuations in market prices. Wholesale energy prices are 50 per cent below their peak in 2008, yet consumer bills have fallen by just 10 per cent in that time. It is a familiar story: consumer prices are sticky on the way down, but well lubricated on the way up.

But the fact that we are used to these gouging tactics by energy firms does not make them any more acceptable. This represents a market failure. Competition should hold down consumer prices. But the number of household power suppliers has fallen from 20 to six since privatisation in the 1990s. A competent regulator would not have allowed this situation to develop. But Ofgem, which supposedly oversees the industry, has repeatedly shown itself to be unwilling to bring the energy giants into line. The result is an energy sector that is uncomfortably similar to a cartel.

And the Coalition has, so far, been no more willing than the previous administration to address this problem. The Energy Secretary, Chris Huhne, has warned firms to give customers ample warning of price rises. But he has not indicated a desire to force structural reform. And the Coalition’s decision to abolish the Consumer Focus watchdog, transferring its function to the Citizens Advice Bureau, will only make it more difficult for consumers to resist the excesses of the energy giants.

The suspicion is that ministers are treading softly around these firms because they are relying on them to invest some £200bn in low-carbon energy infrastructure over the next decade. Yet a failure to tackle the vested interests of the energy sector would represent a strategic mistake by the Government. Consumer energy prices will inevitably need to rise over the medium term as firms make investments, under Government pressure, to decarbonise our energy supplies. Massive investment in wind, wave and nuclear power is necessary if Britain is to meet its target of generating 20 per cent of our energy from renewable by 2020.

OK so which is it, are we running out of stuff or not? Is 6 Billion people too many or not? Have we cut down way too may trees or not? I believe these answers are knowable. Are the Ocean’s fished out or not?  Is Global Warming happening? The issue seems to be Price. If Global Warming were happening then carbon would be expensive. But what if price isn’t the issue when capitalists and nations treat resources as if they were “free”.

Blog item: Recycling? What A Waste.

This fall, school kids across the country will again be taught a chief doctrine in the civic religion: recycle, not only because you fear the police but also because you love the planet. They come home well prepared to be the enforcers of the creed against parents who might inadvertently drop a foil ball into the glass bin or overlook a plastic wrapper in the aluminum bin.

Oh, I used to believe in recycling, and I still believe in the other two R’s: reducing and reusing. However, recycling is a waste of time, money, and ever-scarce resources. What John Tierney wrote in the New York Times nearly 10 years ago is still true: “Recycling may be the most wasteful activity in modern America.”

Reducing and reusing make sense. With no investment in resources, I can place the plastic grocery bag in the bathroom garbage can and save a penny or so for some more-pressing need. Reducing and reusing are free market activities that are profitable investments of time and labor.

Any astute entrepreneur will see the benefit of conserving factors of production. Today, builders construct houses using less wood than similar houses built just 20 years ago. In addition, these houses are built sturdier; for the most part anyway.

The Green’s love for trees did not reduce the amount of wood used in construction; the reduction was simply a reaction to the increasing cost for wood products. Using less wood makes financial sense, and any entrepreneur worth his profit will change his recipe to conserve wood through better design or by substituting less dear materials for wood products.

I have been thinking, sometimes, that I could reserve a shelf of my library for those books which have that elusive quality that I could call “modern wisdom”. Books that go beyond the buzz of the media news, the shallowness of politicians’ speech, the hyper-specialization of technical texts. That shelf would contain, first of all, “The Limits to Growth” by Meadows and others; then the books by Jared Diamond, James Lovelock, Konrad Lorenz, Richard Dawkins, Peter Ward and several others that have affected the way I see the world.

I think I’ll never set up such a shelf, I have too many books and too few shelves; many are packed full with three rows of books. But, if I ever were to put these books together, I think that the recent book by André Diederen “Global Resource Depletion” would make a nice addition to the lot.

The subject of resource depletion, of course, is well known to readers of “The Oil Drum”. So well known that it is difficult to think of a book that says something new. Diederen, indeed, succeeds in the task not so much in reason of the details on the availability of mineral commodities that he provides, but for the innovative way he describes our relation to the subject. In other words, Diederen’s book is not a boring list of data; it is a lively discussion on how to deal with the implications of these data. It is a book on the future and how we can prepare for it.

To give you some idea of the flavor of the book, just a quote:

(p. 43) “… it isn’t enough to have large absolute quantities (“the Earth’s crust is so big”) and to have all the technology in place. (p. 33) … we have plenty of water in the Mediterranean or Atlantic Ocean and we have ample proven technologies to desalinate and pipe the water to the desert, so, why isn’t the Sahara desert green yet?”

This is, of course, the crucial point of resource depletion: what counts is cost, not amounts (I plan to use this example in my next talk!). Diederen is an unconventional thinker and he goes deeply into matters that, in some circles would be thought to be unspeakable; for instance (p. 41)

The Massive Hungarian Toxic Spill And ME – You may wonder

I put off posting about the nasty and unconscionable toxic spill in Hungary because I felt a little guilty. I said in an earlier post that I was kinda bored and having a little difficulty posting because after the Gulf Spew and Russia caught on fire talking about more down to earth topics and residential energy issues was…well…not exciting. Then I said something like we could always wish for another disaster. So then the Hungary Dam Failure happened and I was …ahhh … sheepish. But today and tomorrow we shall make amends.

‘Hungary must lead drive to defuse East Europe’s toxic time bombs’

As efforts continue to prevent a further spill from a toxic reservoir near the Danube, WWF has called on Hungary, as president-elect of the EU, to mount a major push to reduce the large stockpiles of poorly maintained mining wastes across eastern Europe.

The call from WWF comes as emergency operations continue to head off an increasing risk of further large scale flows of toxic aluminium processing sludge from the broken reservoir above the town of Kolontàr. The initial breach of the reservoir walls killed at least seven, inundated six villages and sent a caustic alkaline plume towards the Danube.

WWF has issued a photograph showing that the reservoir wall was clearly degraded and leaking more than three months before the disaster. Work has nearly finished on a secondary dyke, 1500 m long, 30 m wide and 8 m high through and alongside Kolontàr, to reduce damage from any further spills.

“The human and ecological disaster at Kolontàr – the greatest chemical disaster in Hungary’s history – has made clear the need to re-assess current regulation of such mine waste sites and begs the question how many other ticking time bombs there are in Central and Eastern Europe,” said Gabor Figeczky, interim CEO of WWF-Hungary.

Mining and mineral processing tailings dams – presumably including the Kolontàr reservoir – were listed as a priority concerns in a 2004 comprehensive study on mainly eastern European hazardous and toxic waste sites from the European Commission’s Joint Research Center.

Overall, however, environmetnal pressure groups say that information on sites,and on the risks they present, is extremely poor. WWF released a list of recent Danube releases of toxic wastes and some of the major hazard areas last week, “but it is by no means provides the kind of exhaustive analysis that is needed,” said Andreas Beckmann, Director of WWF’s Danube-Carpathian Programme.

This is a very compelling video from a concerned citizen who decided to take his own samples of oil found on the beach in Grand Isle, La and have them tested at a laboratory. In the water portion of the sample the lab found propylene glycol, an ingredient in Corexit 9500 and Corexit 9527A, at an estimated concentration of  430 parts per million. Propylene glycol only makes up 1-5% of the Corexit products, so, if this is indeed propylene glycol from Corexit then the concentration of Corexit as a whole is far higher.

According to EPA’s latest analysis of dispersant toxicity released in the document Comparative Toxicity of Eight Oil Dispersant Products on Two Gulf of Mexico Aquatic Test Species Corexit 9500 at a concentration of 42 parts per million killed 50% of the mysid shrimp tested and at a concentration of 130 parts per  million killed 50% of the silverside fish tested. Remember the lab found 430 parts per million of a material that makes up only 1-5% of the Corexit products.  This also does not include the toxicity of the oil itself or an oil/dispersant mix. Researchers find evidence of oil spill in Gulf’s food chain

Oil droplets have been found beneath the shells of tiny post-larval blue crabs drifting into Mississippi coastal marshes from offshore waters.

The finding represents one of the first examples of how oil from the Deepwater Horizon spill is moving into the Gulf of Mexico’s food chain. The larval crabs are eaten by all kinds of fish, from speckled trout to whale sharks, as well as by shore birds.

The tiny droplets are visible under the transparent shells of the 2-millimeter-sized crabs collected in Davis Bayou, said Harriet Perry, director for the University of Southern Mississippi Gulf Coast Research Laboratory’s Center for Fisheries Research and Development.


Spill’s extent and the effects surprising those studying it

Scientists knew weeks ago that much of the oil gushing from a blown-out oil well deep in the Gulf of Mexico remained below the surface, suspended in deep, cold water.

But research they are doing now has surprised them at the extent of the spill and effects on marine life, University of Georgia oceanographer Samantha Joye said Tuesday in UGA’s Marine Sciences Building. Joye, one of the leading scientists tracking the spill, spoke at a weekly update on her research team’s findings.

Seawater samples the team took during a June research voyage had to be diluted before analytical machines could accurately measure the oil levels in them, she said Tuesday.

Other scientists analyzing the samples still haven’t told Joye the precise concentrations of oil they’ve found in the water. But they’ve seen enough to know the levels are much higher than what was found in an earlier research cruise in May, when they measured oil contamination in parts per million or parts per billion in areas close to the spill.

The more recent water samples, many taken hundreds of feet deep in the Gulf, contain much more oil, she said.

The water samples come from in and around vast plumes of oil, methane and other chemicals mixed with sea water that have been pouring out of a broken oil well since a BP-owned drilling rig, the Deepwater Horizon, exploded April 20 and sank four days later.

Gulf Oil Spill: Scientists Beg For A Chance To Take Basic Measurements

A group of independent scientists, frustrated and dumbfounded by the continued lack of the most basic data about the 77-day-old BP oil disaster, has put together a crash project intended to definitively measure how much oil has spilled and where and how it is spreading throughout the waters of the Gulf of Mexico.

An all-star team of top oceanographers, chemists, engineers and other scientists could be ready to head out to the well site on two fully-equipped research vessels on about a week’s notice. But they need to get the go-ahead — and about $8.4 million — from BP or the federal government or both. And that does not appear imminent.

The test is designed to provide responders to future deep-sea oil catastrophes with valuable information. But, to be blunt, it would also fill an enormous gap in the response to this one.

Breaking news: You need not worry about the safety of offshore oil drilling. How do I know this? Well, let’s just say a hat tip is in order for Exxon’s new blog, Perspectives, which launched today with a post about the Deepwater Horizon disaster. “This devastating chain of events is far from the industry norm,” proclaims Exxon blogger Ken Cohen, who’s also the oil giant’s vice president of public and government affairs. “We all need to understand what occurred on this occasion that did not occur on the 14,000 other deepwater wells that have been successfully drilled around the world.”

Translated into the kind of language that actual bloggers use, Cohen’s missive appears to be saying that Exxon and the world’s other upstanding oil outfits shouldn’t be punished for BP’s bad behavior. “Energy consumers around the world need the energy and natural gas resources found in offshore and deepwater regions,” he concludes, “but they expect it to be done safely and in an environmentally sensitive way.

What happened at the Deepwater Horizon rig is a tragedy on many levels – from the terrible loss of life involved, to the ongoing impact of the spill on the environment, communities and businesses of the Gulf Coast.  Everyone at ExxonMobil shares in the concern over the accident and spill, and we have contributed personnel and equipment to help with the response.

The Presidential Commission’s investigation and others underway will help us determine what happened and what needs to be done going forward.  This devastating chain of events is far from the industry norm.  We all need to understand what occurred on this occasion that did not occur at the 14,000 other deepwater wells that have been successfully drilled around the world.

Subsea operational update – 14 June. Preparations for additional planned enhancements to the LMRP cap containment system continue to progress. The first planned addition, to operate in addition to the LMRP cap system, will take oil and gas from the choke line of the failed Deepwater Horizon blow-out preventer (BOP) through a separate riser to the Q4000 vessel on the surface. Both the oil and gas captured by this additional system are expected to be flared through a specialised clean-burning system. This system is intended to increase the amount of oil and gas that can be captured from the well and is currently anticipated to begin operations in the next few days.

As thousands of delegates from 61 member countries gather in Madrid from June 29 through July 3 for the World Petroleum Congress, this event blog will report on ways technology and new ideas are addressing these challenges and shaping the oil and gas industry.

Chevron participants to the Congress, which is held every three years, will share how they see the industry responding to this dynamic marketplace. The era of easy access to cheap oil is clearly over. The industry has already begun developing new technologies to deliver the energy that current and future generations will need to support their economies and prosper. The Congress will highlight some of this activity.

BP Tells Fishermen Working On The Oil Spill That They Will Be Fired For Wearing A Respirator

We have had numerous fisherman, that have been hired through BP’s Master Vessel Charter Agreement to work on the oil spill response, tell us that their BP “bosses” have told them that if they use a respirator or any safety equipment not provided by BP that they would be fired.

Efforts to End Oil Flow From BP Well Over Until Relief Wells Are Finished

BP Plc has decided not to attach a second blowout preventer on its leaking well in the Gulf of Mexico and efforts to end the flow are over until the relief wells are finished, according to the U.S. Coast Guard’s Thad Allen, who spoke at a press conference today.

Greenwashing (green whitewash) is the practice of companies disingenuously spinning their products and policies as environmentally friendly, such as by presenting cost cuts as reductions in use of resources.[1] It is a deceptive use of green PR or green marketing. The term green sheen has similarly been used to describe organizations that attempt to show that they are adopting practices beneficial to the environment.[2]

Greenwashing was coined by New York environmentalist Jay Westerveld[3][4][5] in a 1986 essay regarding the hotel industry’s practice of placing green placards in each room, promoting reuse of guest-towels, ostensibly to “save the environment”. Westerveld noted that, in most cases, little or no effort toward waste recycling was being implemented by these institutions, due in part to the lack of cost-cutting affected by such practice. Westerveld opined that the actual objective of this “green campaign” on the part of many hoteliers was, in fact, increased profit. Westerveld hence monitored this and other outwardly environmentally conscientious acts with a greater, underlying purpose of profit increase as greenwashing.

The night view of the earth has become a very popular depiction of this planet. Although the NASA itself says that “The brightest areas of the Earth are the most urbanized, but not necessarily the most populated” many people mistake this view as a representation of the inhabited places on the globe. Our gridded population cartogram can help to get a better understanding of the relation of people and light. The following map is a reprojection of the earth at night that shows the nightview in relation to the population distribution. The gridlines are kept in a light colour and thus allow to identify those areas where the lines converge (representing the unpopulated regions). In contrast, the populated areas are given the most space, so that one can easily see which populated areas are literally illuminated at night – and where there are people living in darkness. The resulting map is an impressive picture of an unequal world, with large parts of Africa living in darkness, and the affluent countries in Europe and North America glowing in the dark:The Earth at Night projected on a gridded population cartogram
