It’s Jammin Band Friday. Not only that but I have spent so much time this week hyping the Wind Power 2009 conference/convention that I thought I should end on a surfin note:

It is a little know fact that the moon is moving away from the Earth at about an inch per year. We know this because on one of the Apollo Landings (quick for those of you who don’t believe that they ever happened -CLOSE Your Eyes) they placed an aluminum block on it’s surface. Since that time and with intensifying accuracy we have been bouncing lasers off of it and this has allowed us to determine the distance to the moon (its original purpose) but the unexpected find that that distance is widening…Anyway this means that eventually the Moon will drift away into space. I think we should harvest its today power while we can. I mean in a million years or so it could be gone. Here is a huge thought problem for you…Where will it go?..Whoa

These units could produce enough power to replace most oil, coal and nuclear power plants with 100% solar produced electricity.  The Syphon Wave Generators would produce enough electricity at such a low cost they would make it possible to separate the hydrogen from ocean water and  store it in power cells to use in our cars and trucks. We could and should be using our farm land to grow food crops and use the solar power to power our world. Wave power generator cranks up off Portuguese coast, and Oregon may be next

Pelamiswavepower The world’s first commercial wave power project has cranked up at last three miles off the Portuguese coast, CNN reports. The first phase is expected to generate 2.25 megawatts, enough power for 1,000 homes, according to the Guardian.

“If successful, a second phase will see energy generation rise to 21 megawatts from a further 25 machines providing electricity for 15,000 Portuguese homes,” CNN says.

The generators, made by a company called Pelamis, are three red cylindrical converters (shown here) which are partially submerged in the Atlantic Ocean. “Moving up and down on the endless waves of the open sea, they convert motion into electricity, without emitting any of the carbon dioxide that is warming the planet,” the Guardian notes.

Technology from SRI International Offers Clean Energy Production from Ocean Waves

Wave BuoyST. PETERSBURG, FLA. – August 3, 2007 – SRI International, an independent, nonprofit research and development organization, announced today the deployment of a prototype buoy-mounted, ocean wave-powered generator off the coast of Florida in the Tampa Bay. Beginning today, SRI will test the wave-powered generator for approximately two weeks. The deployment is part of a program sponsored by HYPER DRIVE Corporation, Ltd., a Japanese company focused on development and deployment of wave-powered generators around the world.

SRI’s wave-powered generators can be deployed on existing ocean buoys that use batteries as their energy source. SRI’s new generator utilizes patented electroactive polymer artificial muscle (EPAM™) technology, and offers a renewable method to continually power ocean buoys. SRI will use instrumentation that allows remote monitoring of the generator’s output energy as well as wave height and buoy motion. Assisting the Menlo Park, California-based research team are researchers in SRI’s new Marine Technology Program, which is located in St. Petersburg, Florida. SRI is also working with Artificial Muscle, Inc., an SRI spin-off company and the exclusive licensee of EPAM, in the development of the EPAM components for the wave-powered generators.

“HYPER DRIVE is excited to work with SRI on this important application of EPAM technology,” said Shuji Yonemura, CEO, HYPER DRIVE. “We see great potential in applying this technology to wave-power generation around the world in the near future.”

“When SRI International opened its operations in St. Petersburg earlier this year, we anticipated great strides in marine research like we see today,” said St. Petersburg Mayor Rick Baker. “This energy-generating technology is a perfect fit for an industry based in St. Petersburg, which was designated Florida’s first and only green city by the Florida Green Building Coalition.”

Proving once again that there is little new under the sun (or the waves) is this 1932 version of the wave power generators that we showed here and here. It works on the basis of an “inertia motor” where “When a wave starts to lift the hollow sphere, the massive weight inside, because of its inertia, resists the movement and exerts terrific pressure in the lower cylinder. Finally the inertia of the weight is overcome. Then it possesses momentum. When the sphere reaches the crest of a wave, the combined effort of the momentum and the recoil of the huge, semi-elliptic springs exerts an equal pressure in the upper cylinder. Green energy experts breeze into Chicago

Nine local companies are in the US this week to attend the world’s largest wind energy exhibition and conference.

They are taking part in an Invest NI trip to Windpower 2009, which runs until Thursday in Chicago. It is the first time companies from Northern Ireland have exhibited at the event, which has grown steadily since it was first run in 2001 by the American Wind Energy Association.

Around 15,000 leading industry professionals and decision makers from across the globe will come together to profile and learn about the latest developments and technologies in the sector.

Invest NI is supporting six local organisations to exhibit at the event alongside 10 other European companies, as part of a unique collaborative umbrella group Global Wind Alliance.

A further three local companies are attending the event with Invest NI assistance to explore possible new business opportunities and network with exhibiting companies.

Dr Vicky Kell, Invest NI’s trade director, said: “The global wind energy market is growing rapidly as governments seek to make use of this renewable source of power. In the US alone, the target is for 20% of electricity to be generated from wind by 2030.

Don’t need a law to know which way the wind blows

 

They have come here by the thousands, to the Windy City, to soak in a belief that wind is the power of the future, and that, just in case others do not see it that way, the law should make it so.

They are the wind-power industry, and they want us. They want us as customers, for starters. So far, so good.

But they also want us to sign on to a program that would invite the federal government to get involved in a system that is working quite well on its own. Not a good idea.

It is one thing for President Barack Obama to say that 20 percent of our nation’s electricity should come from renewable sources by 2030. It is quite another to draft a federal law to make it so.

The fact of the matter is, the existing system is moving with all due haste toward the goals Obama has set. A mandate requiring the U.S. to meet Obama’s goal is not necessary and would succeed only in strengthening the power and fattening the pocketbooks of the windmill builders that want the mandate.

Wind power has quietly become one of the big growth industries in the U.S. While only 1 percent of electricity today comes from the wind, some 40 percent of new electricity capacity built in the last two years is wind power.

Taking wind power from that tiny 1 percent to 20 percent would be a phenomenally expensive undertaking.

While firm numbers are hard to find, a study in February by operators of the electrical grid in the eastern U.S. estimated the cost for a buildout of transmission lines east of the Rockies at $80 billion.

The wind mills required to feed those lines would cost another $1.1 trillion to build and install, the study found.

But the idea is amazing. When I was young a guy converted an Ice Racer to wheels and he could haul ass. Of course on really flat land when the wind was blowing. Turning was a problem too. As John Lennon said, “it’s not just for dreamers anymore”.

A British engineer from Hampshire has broken the world land speed record for a wind-powered vehicle.

Richard Jenkins reached 126.1mph (202.9km/h) in his Greenbird car on the dry plains of Ivanpah Lake in Nevada.Mr Jenkins told the BBC that it had taken him 10 years of “hard work” to break the record and that, on the day, “things couldn’t have been better”.American Bob Schumacher set the previous record of 116 mph in 1999, driving his Iron Duck vehicle.“It’s great, it’s one of those things that you spend so long trying to do and when it actually happens, it’s almost too easy,” Mr Jenkins told the BBC.The Greenbird is a carbon fibre composite vehicle that uses wind (and nothing else) for power. The Iron Duck Flies AgainOn Friday, March 31, the last day of the PACRIM we had plenty of wind…too much wind to race.  It started with gusts over 30 and built to gusts over 40.  I took advantage of the big wind to try to beat Bob Schumacher’s NALSA sanctioned record of 116.7 mph.  I figured with so much wind it would be a piece of cake.  It turns out, it was not so easy.  If I had a decent run I could easily get over 110 but the fastest I went was 113.4 (in two separate runs).

How Electricity Should Be Priced – Proportional to Use

Here’s a very bold idea on how electricity should be priced that I believe could completely change the world in several positive ways.

It would be the first, global, progressive pricing scheme that would give “life-line” like service to all in need of the freedom and convenience of basic electricity.  Second, it would, at the same time, provide the incentive for renewable energy to blossom, in an extremely fair and global way.

The idea is this – take the lowest possible electricity price anywhere on the planet, about $0.03 per kilolwatt hour, and offer that rate to everyone on the planet, for their first kilowatt hour (per month, per person).  For each doubling of usage, increase the rate $0.01.  So if you use 2 kilowatt hours per month, your rate is $0.04.  For 4 kilowatt hours per month, per person, your rate is $0.05.

Misplaced Priorities

So the Securities Exchange Commission is said to be probing Apple over accusations that they may have misled the public over the state of Steve Jobs’ health.

One can imagine that if Jobs had cancer in the Islets of Langerhans, the portion of the pancreas responsible for insulin regulation, that yes, he might have some diabetic-like health issues associated with that. Doesn’t the SEC have something better to do? E.g. meanwhile we learn that Merrill-Lynch maneuvered to deliver $3 billion inbonuses before being bought-out by Bank of America. Merrill-Lynch lost over $20 billion in that quarter, and BoA is demanding that it be bailed out by the US taxpayer now for the same amount. This idea that financial companies need to pay out bonuses to retain “top talent” during a period when the financial sector is undergoing a severe contraction is a canard. Where are they going to go work, the construction industry?

Renewable energy sector feels impact of economic downturn

Two recent articles say that the renewable energy sector has been suffering from the effects of the credit crisis. The International Herald Tribune announced that “installation of wind and solar power is plummeting. Factories building parts for these industries have announced a wave of layoffs in recent weeks, and trade groups are projecting 30 to 50 percent declines this year in installation of new equipment, barring more help from the government. Prices for turbines and solar panels, which soared when the boom began a few years ago, are falling.”

Wind power forecasting in the US

As the prevalance of wind power increases, so does the importance of being able to answer the question, “Is the wind going to blow?” As this article on wind power forecasting points out:

An unexpected lack of wind in the US can cause blackouts. This is one problem that many regions in the United States of America may face on the short and medium term as a consequence of the country’s growing dependence on renewable energies, particularly wind power.

Based from our understanding of the deal, SMBC will tap Metrobank’s extensive client base in the Philippines for subscription into the Carbon Credit Market.

Both banks are looking to tap into the Renewable Energy sector that was recently spurred by the passage and signing of the Philippine’s Renewable Energy Bill that seeks to give incentives to businesses that will put up renewable energy projects in the country. These businesses therefore make money, not just from their regular business model, but from the trading of their excess carbon units.

There looks like there’s been a breakthrough in the production of Solar Cells.  At UCLA, Engineers have developed a method of making solar energy cells out of everyday plastic.  The cells can be produced for 10-20% less than current cells and the engineering team at UCLA hopes to have the cell’s efficiency up to around 15-20%.  These cells could be commercially available in just a few years.It seems that UCLA is in a race with New Mexico State University and Wake Forest University to create affordable solar cells using plastic.  Using nanotechnology, NMSU and WFU have already achieved an efficiency level of 5.2 percent.

Willing to suspend ethanol subsidy to keep food prices down

Q: Ethanol usage in gas is criticized for raising food prices. Would you be willing to change ethanol subsidies so that people are not using corn for ethanol, & lowering food prices?A: We?ve got rising food prices here in the US. In other countries we?re seeing riots because of the lack of food supplies. So this is something that we?re going to have to deal with. There are a number of factors that go into this. Changes in climate are contributing. There?s no doubt that biofuels may be contributing to it. My top priority is making sure that people are able to get enough to eat. And if it turns out that we?ve got to make changes in our ethanol policy to help people get something to eat, then that?s got to be the step we take. But I also believe that ethanol has been a important transitional tool for us to start dealing with our long-term energy crisis ultimately. Over time we?re going to shift to cellulosic ethanol, where we?re not using food stocks but we?re using wood chips & prairie grass.

Genesis teaches stewardship of earth: sacrifice for future

In the early months of Barack Obama’s presidential campaign, enviros were skeptical of his (now heavily qualified) support for coal-to-liquids technology and unvarnished enthusiasm for ethanol, but he earned their respect with his aggressive climate and energy plan. The plan centers on a cap-and-trade system that aims for 80 percent emission reductions from 1990 levels by 2050 and calls for auctioning 100 percent of the pollution permits. It also includes a $150 billion investment to boost clean energy and create green jobs, along with fine-grained proposals to boost efficiency, build a smart electricity grid, and encourage public transportation. Enviros have also applauded Obama’s refusal to endorse a gas-tax holiday and his now somewhat qualified opposition to offshore oil drilling. Obama earned an 86 percent rating from the League of Conservation Voters for his first three years representing Illinois in the U.S. Senate (a lower score than might have been because he missed some votes while campaigning for president).

Human energy harvesting–

a very silly idea

Power to the people” was a popular rallying cry among anti-establishment activists in the 1960s.

“Power from the people” appears to be the latter-day equivalent.

The theory behind the slogan is that humans move around a lot, and the only result of all this motion is that the humans end up in a different place.

According to some, this isn’t good enough.

The MIT News reports that two MIT graduate students in architecture have proposed to extract energy from the motion of humans through public spaces such as train stations:

A responsive sub-flooring system made up of blocks that depress slightly under the force of human steps would be installed beneath the station’s main lobby. The slippage of the blocks against one another as people walked would generate power through the principle of the dynamo, a device that converts the energy of motion into that of an electric current.

But if there’s enough motion to provide harvestable energy, there’s enough motion for the humans to notice. Ever walked along a pedestrian suspension bridge that bounced under your feet? It takes more energy to walk on such a surface than it does on a rigid surface.

Where does that energy come from? From you, of course. It’s like carrying a parasite that takes a little bit of your energy. In fact, this approach is also called parasitic power generation. By keeping the parasite fed, you get a little more tired and you eat a little more food. In effect, you become a highly inefficient motor that runs on food.

Food calories are inefficient to produce. A wheat field is a giant biochemical solar panel that turns a small part of the sun’s energy into chemical compounds that you can eat.

And then those compounds have to be kept cool and transported large distances, then cooked and eaten. By comparison, traditional electric power generation is hugely more efficient.

So when you see celebrity Ed Begley Jr. using a stationary bicycle to turn a generator to power his toaster, remember that this is a crime against the environment–not environmentalism.

The same goes for parasitic energy generation–it creates exceptionally expensive energy. Nevertheless, there are places where this approach is entirely appropriate.

Piezoelectric energy harvesting

The piezoelectric effect converts mechanical strain into electrical current or voltage. This strain can come from many different sources. Human motion, low-frequency seismic vibrations, and acoustic noise are everyday examples. Except in rare instances the piezoelectric effect operates in AC requiring time-varying inputs at mechanical resonance to be efficient.

Most piezoelectric electricity sources produce power on the order of milliwatts, too small for system application, but enough for hand-held devices such as some commercially-available self-winding wristwatches. One proposal is that they are used for micro-scale devices, such as in a device harvesting micro-hydraulic energy. In this device, the flow of pressurized hydraulic fluid drives a reciprocating piston supported by three piezoelectric elements which convert the pressure fluctuations into an alternating current.

Piezoelectric systems can convert motion from the human body into electrical power. DARPA has funded efforts to harness energy from leg and arm motion, shoe impacts, and blood pressure for low level power to implantable or wearable sensors. Careful design is needed to minimise user discomfort. These energy harvesting sources by association have an impact on the body. An international Workshop is organized by Virginia Tech on Piezoelectric Energy Harvesting [2] every year which reviews the past developments and current state of the technology .

The use of piezoelectric materials to harvest power has already become popular. Piezoelectric materials have the ability to transform mechanical strain energy into electrical charge. Piezo elements are being embedded in walkways [3] [4] to recover the “people energy” of footsteps. They can also be embedded in shoes [5] to recover “walking energy”.

Pyroelectric energy harvesting

The pyroelectric effect converts a temperature change into electrical current or voltage. It is analogous to the piezoelectric effect, which is another type of ferroelectric behavior. Like piezoelectricity, pyroelectricity requires time-varying inputs and suffers from small power outputs in energy harvesting applications. One key advantage of pyroelectrics over thermoelectrics is that many pyroelectric materials are stable up to 1200 C or more, enabling energy harvesting from high temperature sources and thus increasing thermodynamic efficiency. There is a pyroelectric scavenging device that was recently introduced, however, that doesn’t require time-varying inputs. The energy-harvesting device uses the edge-depolarizing electric field of a heated pyroelectric to convert heat energy into mechanical energy instead of drawing electric current off two plates attached to the crystal-faces. Moreover, stages of the novel pyroelectric heat engine can be cascaded in order to improve the Carnot efficiency.

Over the past few decades, the use of portable and wearable electronics has grown steadily. These devices are becoming increasingly more powerful, however, the gains that have been made in the device performance has resulted in the need for significantly higher power to operate the electronics. This issue has been further complicated due to the stagnate growth of battery technology over the past decade. In order to increase the life of these electronics, researchers have begun investigating methods of generating energy from ambient sources such that the life of the electronics can be prolonged. Recent developments in the field have led to the design of a number of mechanisms that can be used to generate electrical energy, from a variety of sources including thermal, solar, strain, inertia, etc. Many of these energy sources are available for use with humans, but their use must be carefully considered such that parasitic effects that could disrupt the user’s gait or endurance are avoided. This study develops a novel energy harvesting backpack that can generate electrical energy from the differential forces between the wearer and the pack. The goal of this system is to make the energy harvesting device transparent to the wearer such that his or her endurance and dexterity is not compromised. This will be accomplished by replacing the strap buckle with a mechanically amplified piezoelectric stack actuator. Piezoelectric stack actuators have found little use in energy harvesting applications due to their high stiffness which makes straining the material difficult. This issue will be alleviated using a mechanically amplified stack which allows the relatively low forces generated by the pack to be transformed to high forces on the piezoelectric stack. This paper will develop a theoretical model of the piezoelectric buckle and perform experimental testing to validate the model accuracy and energy harvesting performance.

The Topic Of The Week Is Silly Energy Uses – As typed in at Google

I was shocked when I type in Silly Energy Uses into Google and got back 8 out of 10 references to Sarah Palin. But then I thought about it and realised that the Drill Here, Drill Now crowd does look silly, with oil prices in the 50$$ per barrel range and maybe going to 40$$ a barrel. The Saudis, the Ruskies and the Venezualans (should we call them Vennies?) have got to be looking to kill a bunch of Hedge Fund Operators and other bizzilionaires. Though the Brazilians (Brazzies?)got pletty of crap all over their faces too. What in the world are they going to do with all those oil rigs?

I have not had so much laughter and fun since the gas lines in the 70’s and the recession that led up to globalization in the 80s.

Sarah Palin’s silly energy speech

When the announcement that John McCain had chosen Sarah Palin to be his running mate broke across the political landscape like an Alaskan mountain avalanche, many analysts, including yours truly, jumped to the conclusion that her background in energy issues made her a savvy choice in an era of record-breaking oil prices. McCain’s “drill here, drill now” mantra was taking a bite out of Obama’s poll numbers, and the immediate expectation was that Palin would be a potent vehicle for delivering energy-related soundbites.

But it didn’t turn out that way. On Wednesday morning, oil traded at $65 dollars a barrel, more than 50 percent off its July peak of $147. The financial crisis proved more riveting than gas prices, and Sarah Palin’s rocky performance as a debutante on the national political stage swiftly obliterated the conventional wisdom that she could be an asset to the McCain campaign.

But Palin’s speech is still worth some attention, because it clearly makes the case for why the McCain-Palin agenda is fundamentally wrong for the United States.

Palin started off by acknowledging that “the price of oil is declining largely because of the market’s expectation of a broad recession that would lower demand.” She was absolutely correct to note that “this is hardly a good sign of things to come,” and that “when our economy recovers, and growth once again creates new demand, we could run into the same brick wall of rising oil and gasoline prices.”

What we need is a commitment to relatively low-tech alternative energy

Solar satellites and fusion energy are pie-in-the-sky ideas that have been around forever and have yielded little practical promise. Existing earth-based solar collector and wind farm technology could provide a substantial percentage of our energy needs right now. Dedicating a few hundred square miles of CA/NV desert land to a massive solar collector that could provide 100% of U.S. electrical needs would be a worthy investment.

Both the McCain/Palin campaign and the Obama/Biden campaign are making unrealistic promises about the prospect of reaching energy independence. As Obama himself notes, when you consume 25 percent of the world’s oil but own only 3 percent of the world’s oil reserves, energy independence isn’t ever going to come from expanding domestic production.The difference between the two campaigns is that McCain/Palin is more unrealistic. Obama has made it clear that his energy independence plan will requires massive expansion of alternative and renewable energy resources and huge investments in conservation and energy efficiency, even as he acknowledges that more investment in offshore drilling, nuclear power, and clean coal will also most likely be necessary. (McCain and Palin routinely misrepresent Obama’s position on nuclear power and clean coal, and the vice presidential candidate did so again today.)Palin devoted one paragraph of her energy security policy speech to alternative energy solutions.

In our administration, that will mean harnessing alternative sources of energy, like wind and solar. We will end subsidies and tariffs that drive prices up, and provide tax credits indexed to low automobile carbon emissions. We will encourage Americans to be part of the solution by taking steps in their everyday lives that conserve more and use less. And we will control greenhouse gas emissions by giving American businesses new incentives and new rewards to seek, instead of just giving them new taxes to pay and new orders to follow.

That’s not enough. True leadership on energy requires devoting more than one paragraph to vague handwaving about wind and solar and greenhouse gas emissions. Economic turmoil and low oil prices may have shunted renewables and conservation off the main track for now, but to quote Palin, “this is hardly a sign of good things to come.”

But then the real waste of Energy was people trying to “figure out the real” John McCain. He was the guy who wanted to build 100 NUKES and was too old and out of touch to be President.

This is the story of the real John McCain, the one who has been hiding in plain sight. And both shed their skins as Episcopalian members of the Washington elite to build political careers as self-styled, ranch-inhabiting Westerners who pray to Jesus in their wives’ evangelical churches.

On the grounds between the two brick colleges, the chitchat between the scion of four-star admirals and the son of a prizefighter turns to their academic travels; both colleges sponsor a trip abroad for young officers to network with military and political leaders in a distant corner of the globe.

“I’m going to the Middle East,” Dramesi says. “Turkey, Kuwait, Lebanon, Iran.”

“Why are you going to the Middle East?” McCain asks, dismissively.

“It’s a place we’re probably going to have some problems,” Dramesi says.

“Why? Where are you going to, John?”

“Oh, I’m going to Rio.”

Space Shuttle Disaster – Well it would be if they quit flying it

Normally I stick to the light commercial/ residential energy consumer markets and grass roots environmental issues. This blog will occasionally address industrial issues especially involving large power generators. The Space Shuttle is so way past industrial that well it’s hard for this blog to comment. I am also very conscious of the 2 we collectively blew up. I lived through both of them and the fire aboard the Apollo 1 space flight testing. That said I think NASA needs to keep flying the Shuttles until they have an effective replacement for it. NASA argues that they don’t have the money or the manpower to do both. I think that is sissy talk myself. The Hubble needs them and so does the International Space Station. We are never leaving this solar system of ours. That’s a fact Jack. Even Asimov said it would take us 100 years to have the infrastructure in place to go to Mars so let’s slow down and get this one right. The first thing we need to do is create an integrated space command so that everyone is flying together.

We need to create reuseable space stuff too. Our orbit is starting to look like a flying garbage dump. We have our stuff scatterred willy nilly over 4 planets besides our own. We have even thrown something out into the galaxy. But throwing stuff away, like Burning Behavior will take several posts.

US president-elect Barack Obama will need to decide soon whether to retire the space shuttle in 2010 or extend its life, a government oversight office said on Thursday.

The space shuttle is one of 13 ‘urgent’ issues that face the next US president, according to a US Government Accountability Office (GAO) list. “These are issues that will require the attention of the President and Congress early on in the next administration,” says GAO spokesperson Chuck Young.

Deciding the fate of the shuttle is particularly time-sensitive, Young says. If the government decides to fly more shuttle missions, it could impact how quickly NASA can move forward with a shuttle replacement, set to be ready to fly by March 2015.

The replacement, the centrepiece of a NASA programme called Constellation, would end a five-year gap in the US’s ability to transport astronauts to space. During the interim, astronauts will have to hitch rides to the International Space Station on Russian Soyuz capsules.

Interdependent programmes

Extending the shuttle’s lifetime means that if “NASA’s budget doesn’t change, it will put Constellation off”, says Cristina Chaplain of the GAO.

But even with more money, NASA may not be able to close the gap in its access to space. That’s because the shuttle and Constellation programmes are interdependent, Chaplain told New Scientist.

The agency needs to free up facilities and personnel that currently maintain the shuttle fleet for work on the replacement vehicle, an Apollo-inspired capsule called Orion that will launch atop the Ares I rocket.

Congress built in time for Obama to decide the shuttle’s fate. NASA is not allowed to take any actions before 30 April 2009 that would prevent the shuttle from flying safely after its scheduled retirement in 2010, according to the agency’s new authorisation act, which passed in October.

The addition of an extra mission to NASA’s space shuttle flight manifest could significantly reduce the chance of retiring the orbiter fleet in 2010 as planned, possibly to as low as 5 percent, the Congressional Budget Office (CBO) said in a report released Monday [Nov 3, 2008].
The CBO studied risks associated with delaying the space shuttle’s retirement and how that would affect work on the replacement system – consisting of the Orion Crew Exploration Vehicle and the Ares I launcher – which is expected to debut in 2015.
The report concluded there was a 20 to 60 percent chance NASA would be able to fly all of the 10 scheduled shuttle missions in the next two years. The addition of an 11th mission to transport the Alpha Magnetic Spectrometer to the space station, as Congress has directed, would reduce that probability to between 5 and 30 percent, the CBO report said.
