This week we have been exploring all the ways to get to purgatory, the netherworld, the valley of the gods, or the bad place where bad people go. I think the highway metaphor implies in no small way that you are driving yourself there. It implies free will if nothing else because of course you could turn around if you like.

Warming Arctic could teem with life by 2030

“Teeming with life” may not be the description that springs to mind when thinking of the Arctic Ocean, but that could soon change as global warming removes the region’s icy lid.

A study of what the Arctic looked like just before dinosaurs were wiped off the planet has provided a glimpse of what could be to come within decades.

Alan Kemp of the UK National Oceanography Centre in Southampton and colleagues used powerful microscopes to inspect cores of mud extracted from the bottom of the Arctic Ocean. They found successive layers of tiny algae called diatoms. The pattern of the layers and the distribution of the diatoms provides strong evidence that the Arctic was free of ice during the summer and, contrary to recent studies, frequently covered in ice during the winter.

Hot summer

Ice-free summers and icy winters are precisely what glaciologists fear could happen in the Arctic within decades. Over the past few years, wind pattern and warm temperatures have been gradually thinning Arctic sea ice, making it less and less likely to survive the summer. Some believe the Arctic could be ice-free during the summer as soon as 2030.

The researchers say that the sheer number of diatoms locked in the mud suggests that when the dinosaurs roamed the Earth the Arctic Ocean was biologically very rich during the summer, on a par with the most productive regions of the Southern Ocean today. Since diatoms are at the very bottom of the food chain, waters rich in diatoms can support a lot of larger life forms as well.

“On the basis of our findings, we can say that it is likely that a future Arctic Ocean free of summer sea ice will also be highly productive,” says Kemp. Arctic fauna today is limited by the region’s harsh conditions. The ocean is home to very few species of fish – such as the Arctic cod – which in turn support seals, whales and polar bears.

Our Atmospere Is A Hell Bound Train – Illinois moves south and eventually ends up with Louisiana’s weather

I have suddenly become interested in the descent into hell as a metaphor for the descent of humankind from peak activity to tribalism. I am not a big fan of the descent theory either. It seems like commercial activity and traveling are universal and have gone on since the beginning of time. It is true that certain forms of economic organization have come and gone. But it seems to me that it universally accepted education that comes and goes. Mainly that is because the things we know are true are  constantly evolving. Like he said in Men in Black:

Report Gives Sobering View
Of Warming’s Impact on U.S.

A new U.S. government report paints a disturbing picture of the current and future effects of climate change and offers a glimpse of what the nation’s climate will be like by century’s end

For anyone wondering whether climate change has already hit the United States, a recent U.S. government report says it has — and in a big way.

Witness these trends: In the northeastern U.S., winter temperatures have increased by 4 degrees F since 1970; in the Pacific Northwest, the depth of the Cascade Mountain snowpack on April 1 has declined by 25 percent over the last half century, while spring runoff from the Cascades now occurs nearly a month earlier than 50 years ago; and in Alaska, winter temperatures have increased a stunning 6.3 degrees F in the last 50 years.

Those are just some of the sobering signs of rapid warming spelled out this month in a new report by a U.S. government body that almost no one has heard of: the United States Global Change Research Program (USGCR), which by law is required to report to Congress every ten years on the causes, effects, and possible responses to climate change in the U.S.

If the changes that the U.S. already has experienced make you uneasy, then perhaps you shouldn’t read the the downloadable document itself: It makes quite clear that if the U.S. and the world do little or nothing to slow greenhouse gas emissions, then the climate in the U.S. will be far hotter — and decidedly unpleasant — by the end of this century.

For those inclined to dismiss the USGCR’s report, it should be noted that the group’s scientific pedigree is impeccable. The study is a joint effort of the departments of Energy, Commerce, Defense, State, Interior, Transportation, Health and Human Services, and Agriculture — plus the Environmental Protection Agency, NASA, the Smithsonian Institution, the National Science Foundation, and the Agency for International Development.

The Warming of Illinois

of the Intergovernmental Panel on Climate Change, brings climate change down to the level where people live. For each region of the U.S., the report describes some of the changes that have already been observed, then looks at what’s likely to happen under both a low-emissions scenario (in which emissions of greenhouse gases are cut substantially) and a high-emissions scenario (where the world pretty much stays on the course it’s now following).

Either way, the authors say, significant changes are coming. Substantial emissions cuts are under active debate, but they remain hypothetical so far; the highlights cited here will therefore focus on the business-as-usual scenario — not in order to be alarmist, but to stay in the realm of the concrete.

In the list of world challenges, global warming might be at once the most alarming and the most controversial. According to some predictions, climate change caused by human activity could cause mass extinction in the oceans, redraw the planet’s coastlines, and ravage world food supplies. At the same time, a significant portion of the American public questions whether global warming will really cause any major harm; many still doubt that human-driven warming is happening at all. How can we settle the debate? And can we intervene in the process or find ways to adapt to the new conditions? In conjunction with the National Science Foundation and the San Francisco Exploratorium, DISCOVER brought together four experts to discuss the reality and meaning of climate change. In a highly nuanced exchange of ideas, these researchers weighed the various scenarios and laid out a road map for navigating the warmer world to come. The conversation was moderated by DISCOVER’s editor in chief, Corey S. Powell.

POWELL: One question I hear all the time is whether the current change in climate is truly extraordinary. Even if humans are contributing to global warming, isn’t this just like the natural variations that have happened many times in the past?

Robin Bell: A little background first. I spend a lot of time studying the ice sheets at the bottom of the planet—how they form and how they collapse. The poles are like the planet’s air conditioner. When things are working well, the poles keep the planet nice and cool and we don’t think about it. When things stop working, the poles can start to melt and there’s a puddle on the floor. Today both poles are getting warmer; in Greenland and Antarctica you can see the surface of the ice dropping, and you can see there’s less mass when you measure the ice from space. The process has been ongoing, but it looks like it’s happening faster than it was. We know the ice sheets have come and gone in the past. Why is this any different? One of the most compelling reasons is that in the past the ice sheets from the two poles didn’t move together—one would lead and the other would follow. This time, both the north and south are spewing ice into the global ocean, accelerating at the same time.

George Will And Robert Murray Defend The Carbon Economy With Lies

The State Journal Register is just the same old Republican Rag that wants to shine Big Coals boots to stay in business. They ran 3 Right Wing Pundits today and 2 of them Commented on the Green Economy. One who says it won’t work and the other who says that Cap and Trade will destroy the US Economy. The first one, George Will:

Who admits in the very article that the report he cites is the product of,  a right wing radical libertarian economist, was published by a right wing think tank that opposes any change in energy policy besides “Drill here, Drill now” and that has neither been replicated nor peer reviewed. BUT none the less it is TRUE to point out that Spain has an unemployment rate of 18% (which is disputed by many) and that every green electricity production job costs  700,000 to 1.5 million $$$ counting subsidies and green corruption.

The unemployment figures are probably 3 to 4 % lower then he reports and at 12-14 % where the United States will end up by September or October BECAUSE we are in the greatest economic downturn since the GREAT Depression (though no one can tell me what was so great about it) that was caused by rightwing attacks on our financial sector, our housing sector and on labor (car manufacturers). These are his wealthy buddies yah know. He then tosses off another “source”, a report by rightwing Missourian, Kitt Bond who may or may not know anything about economics which comes to a similar conclusion, “Oil good when cheap – Wind and Solar bad” and concludes that a failed policy in EDUCATION will have the same results in ENERGY policy. Did George have a cup of coffee today? It is always tough when your biases show like your butt crack.

WASHINGTON — The Spanish professor is puzzled. Why, Gabriel Calzada wonders, is the U.S. president recommending that America emulate the Spanish model for creating “green jobs” in “alternative energy” even though Spain’s unemployment rate is 18.1 percent — more than double the European Union average — partly because of spending on such jobs?Calzada, 36, an economics professor at Universidad Rey Juan Carlos, has produced a report which, if true, is inconvenient for the Obama administration’s green agenda, and for some budget assumptions that are dependent upon it.Calzada says Spain’s torrential spending — no other nation has so aggressively supported production of electricity from renewable sources — on wind farms and other forms of alternative energy has indeed created jobs. But Calzada’s report concludes that they often are temporary and have received $752,000 to $800,000 each in subsidies — wind industry jobs cost even more, $1.4 million each. And each new job entails the loss of 2.2 other jobs that are either lost or not created in other industries because of the political allocation — sub-optimum in terms of economic efficiency — of capital. (European media regularly report “eco-corruption” leaving a “footprint of sleaze” — gaming the subsidy systems, profiteering from land sales for wind farms, etc.) Calzada says the creation of jobs in alternative energy has subtracted about 110,000 jobs from elsewhere in Spain’s economy.:}

Perhaps the most destructive legislation in our country’s history will be voted on, maybe as soon as next week, in the U.S. House of Representatives — the Waxman-Markey climate and energy bill. It is a misguided attempt to address climate change.It will have adverse and lingering consequences for every American.It will raise the cost of electricity in our homes, the fuel for our cars, and the energy that produces our manufacturing jobs, with little or no environmental benefit.Further, independent experts estimate that it will cost Americans more than $2 trillion in just over eight years. All Americans in the Midwest, South and Rocky Mountain regions will be drastically affected because the climate change legislation will destroy the nation’s coal industry and the low-cost electricity it has provided to these regions for generations. Wealth will be transferred away from almost every state to the West Coast and New England.The most abundant and by far least expensive energy source in our country for generating electricity is coal. America’s coal reserves rival the energy potential of Saudi Arabian oil.

No one at the SJ-R calls him on it or points out that “Cap and Trade” was very effective at getting rid of sulfur dioxide.  If coal were not such a nasty energy source we would not be getting rid of it. Feds Credits To Trade In An Old Inefficient Car – It’s called the Clunker or the Gas Guzzler Bill

It is not law yet, but if it will become law and it looks like it will. Waiting to buy a new car until it passes could be well worth it. I say this because it is unclear whether you will be able to take advantage of both the Clunker Bill and the Tax Credit for buying specific cars. In other words if you trade in an old car (getting a government rebate) and buy a Prius (getting a Tax Credit) would both apply? If they would you could get like nearly 10K off the price of the car making Prius or any other hybred car affordable. Since it is a House of Reps. Bill on first read in the Senate I can not tell you what it will say in the end but as I say, first the Proposed Tax Credit.

The House of Representatives has passed Rep Betty Sutton’s $4 billion scrappage scheme [download full text here], reports CNN Money. The bill now goes to the Senate. Under Sutton’s bill, clunkers with a combined 18 miles per gallon rating or worse would be eligible for a scrappage rebate. Purchasing new vehicle which exceeds its replacement’s rating by four miles per gallon would earn a $3,500 rebate. Improve the combined EPA average by 10 mpg and snag $4,500. Offer good for one year. Or until we tear through $4 billion in a wholesome, American display of redemptive consumption. I’m sorry, I mean “shore up millions of jobs and stimulate local economies . . . improve our environment and reduce our dependence on foreign oil. The [Consumer Assistance to Recycle and Save] act demonstrates that we can free ourselves from the false argument of either you are for the environment or you are for jobs. You can do both, you must do both.” As the bill’s author modestly puts it.

A ‘Cash for Guzzlers’ website was launched to help keep consumers informed and aware about the pending approval of the Cash for Guzzlers bill. The measure, if approved by Congress and signed by President Barack Obama, would offer up to $4,500 in the form of a voucher for consumers who would trade in their old gas guzzler for a more fuel efficient car.

The new bill aims at improving environmental conditions by encouraging consumers driving old cars to trade in their vehicle for a voucher of up to $4,500 that can be used towards the purchase of a more fuel efficient vehicle. If passed, the new bill could lead to the purchase of over 1 million fuel efficient cars, a measure some say could help the US become less dependent on foreign oil. The bill is expected to be passed before Memorial Day weekend.

According to the proposal, consumers would get a $3,500 voucher if they trade in a car that gets less than 18 mpg for a new car with mileage of at least 22 mpg. Vouchers of $4,500 would be awarded if the new car gets at least 10 mpg more than the old.

Gas-guzzler voucher plan hits roadblock Calif. senator criticizes compromise for failure to boost fuel economy

WASHINGTON: Legislation that would give car buyers a government voucher up to $4,500 when they trade in gas guzzlers hit a speed bump in the Senate amid concerns that a compromise between the White House and House Democrats doesn’t go far enough to protect the environment.

Sen. Dianne Feinstein, D-Calif., who authored the ”cash for clunkers” bill in the Senate, said Wednesday that she can’t support the compromise announced last week after House Democrats met with President Barack Obama on global warming.

”Essentially what it means is that perfectly good vehicles would be scrapped, so that vehicles with below average fuel economy could be purchased,” Feinstein said.

Rep. Betty Sutton, D-Copley Township, introduced the House version in March, reviving an effort that failed in Congress earlier this year.

The program is supposed to serve two purposes: Help the struggling automobile industry and the environment by replacing gas guzzlers with more fuel efficient autos.

With gasoline prices headed towards 3 $$$ and consumers sitting on their hands, this is not a bad first attempt to get the internal combustion engine off the road. Discussing this credit takes us away from residential issues but unless you live in one every household in America is effected by this. The more money you save the more you can put back into your house. You might want to wait until the Gas Guzzler or “Clunkers”  law goes into effect because you could get a whole lot more money with 2 credits…depending on how they word it…but that is a subject for tomorrow. Efficient Cars

Starting January 1, 2009, there is a new tax credit for Plug-in hybrid electric vehicles, starting at $2,500 and capped at $7,500 for cars and trucks (the credit is based on the capacity of the battery system). The first 250,000 vehicles sold get the full tax credit (then it phases out like the hybrid vehicle tax credits).

Tax credits are available to buyers of hybrid gasoline-electric, diesel, battery-electric, alternative fuel, and fuel cell vehicles. The tax credit amount is based on a formula determined by vehicle weight, technology, and fuel economy compared to base year models. These credits are available for vehicles placed in service starting January 1, 2006. I used to say that the quickest way to green was WHITE. Simply painting your roof white with a durable white paint and backing that with a radiant barrier could cut cooling cost in the summer. People would say, “You don’t want to block heat in the winter.” Yah BUT that is a different issue. I always ask people to stay on topic because energy consumption is a complex issue and we must save energy where ever we can when ever we can.

Some people believe that nuclear power is the answer to climate change, others have proposed green technologies such as wind or solar power, but Barack Obama’s top man on global warming has suggested something far simpler — painting your roof white.

Steven Chu, the US Secretary of Energy and a Nobel prize-winning scientist, said yesterday that making roofs and pavements white or light-coloured would help to reduce global warming by both conserving energy and reflecting sunlight back into space. It would, he said, be the equivalent of taking all the cars in the world off the road for 11 years.

Speaking in London prior to a meeting of some of the world’s best minds on how to combat climate change, Dr Chu said the simple act of painting roofs white could have a dramatic impact on the amount of energy used to keep buildings comfortable, as well as directly offsetting global warming by increasing the reflectivity of the Earth.

“If that building is air-conditioned, it’s going to be a lot cooler, it can use 10 or 15 per cent less electricity,” he said. “You also do something in that you change the albedo of the Earth — you make it more reflective. So the sunlight comes down and it actually goes back up – there is no greenhouse effect,” Dr Chu said.

Why backed by a radiant barrier? Because light is made up of different lengths of waves. Loosely stated there are  short wave lengths of light and long wave lengths of light. The short wave lengths bounce off the white but the long wave lengths keep on trucking.

There is a movement afoot in the Philippines to actually fuel a long abandoned Nuclear power plant. It was built but never fueled because nuclear power makes no economic sense. The fuel is too expensive, and creating the fuel is so lethal as to be largely unthinkable. But in this particular case…much like the nukes in California built on earthquake fault zones…the Philippines in general is sooooo close to the water table as to invite the China Syndrome. So why intheworld would you want to fuel a reactor built in 1976 on an island near the sea in a tropical jungle? Because it cost 2.6 billion $$$ to build (thanks Ferdinand Marco…where do you think his wife got those shoes) and which is still costing the people of the Philippines 155,000 $$$ a day. Bataan Nuclear Power Plant is a nuclear power plant, completed but never fueled, on Bataan Peninsula, 100 kilometers (60 miles) west of Manila in the Philippines. It is located on a 3.57 square kilometer government reservation at Napot Point in Morong, Bataan. It was the Philippines’ only attempt at building a nuclear power plant.

The Philippine nuclear program started in 1958 with the creation of the Philippine Atomic Energy Commission (PAEC) under Republic Act 2067.[1]

Under a regime of martial law, Philippine President Ferdinand Marcos in July 1973 announced the decision to build a nuclear power plant.[1] This was in response to the 1973 oil crisis, as the Middle East oil embargo had put a heavy strain on the Philippine economy, and Marcos believed nuclear power to be the solution to meeting the country’s energy demands and decreasing dependence on imported oil.[2]

Construction on the Bataan Nuclear Power Plant began in 1976. Following the 1979 Three Mile Island accident in the United States, construction on the BNPP was stopped, and a subsequent safety inquiry into the plant revealed over 4,000 defects.[1] Among the issues raised was that it was built near major earthquake fault lines and close to the then dormant Pinatubo volcano.[2]

By 1984, when the BNPP was nearly complete, its cost had reached $2.3 billion.[2] A Westinghouse light water reactor, it was designed to produce 621 megawatts of electricity.[2]

Marcos was overthrown by the People Power Revolution in 1986. Days after the April 1986 Chernobyl disaster, the succeeding administration of President Corazon Aquino decided not to operate the plant.[1][3] Among other considerations taken were the strong opposition from Bataan residents and Philippine citizens.[1][3]

The government sued Westinghouse for overpricing and bribery but was ultimately rejected by a United States court.[4]

Debt repayment on the plant became the country’s biggest single obligation, and while successive governments have looked at several proposals to convert the plant into an oil, coal, or gas-fired power station, but all have been deemed less economically attractive in the long term than the construction of new power stations.[2]

Despite never having been commissioned, the plant has remained intact, including the nuclear reactor, and has continued to be maintained.[2] The Philippine government completed paying off its obligations on the plant in April 2007, more than 30 years after construction began.[2]

On January 29, 2008, Energy Secretary Angelo Reyes announced that International Atomic Energy Agency (IAEA) 8-man team led by Akira Omoto inspected the mothballed Bataan Nuclear power station on rehabilitation prospects. In preparing their report, the IAEA made two primary recommendations. First, the power plant’s status must be thoroughly evaluated by technical inspections and economic evaluations conducted by a committed group of nuclear power experts with experience in preservation management. Second, the IAEA mission advised the Philippines Government on the general requirements for starting its nuclear power programme, stressing that the proper infrastructure, safety standards, and knowledge be implemented.[5] The IAEA’s role did not extend to assessing whether the power plant is usable or not, or how much the plant may cost to rehabilitate.

Local 193 of the International Brotherhood of Electricians Announces a new Green Union Hall

I could have picked any number of Google “friendly” topics today like:

Gasoline prices rise Oil prices don’t – because I have long argued that the refiners will restrict production to raise prices because of the Speculator Driven Oil Shock of 2008.

Obama to announce new mileage standards – because I argued during the campaign that if Obama wanted a real energy policy change he would ban the sale of gasoline in anything other than 1 gallon containers. Gas driven cars would disappear overnight.

There is a local story however that needs to be covered. Local 193 of the IBEW is breaking ground for a new union hall later this month and it is going to be a doozy. Geothermal, Solar and Wind, the whole enchilada. God I have always wanted to say that.

The INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS 193 plans to break ground Friday for a union hall and training center at 3150 Wide Track Drive, just off Dirksen Parkway in Springfield.

According to the union, the “green building” will include solar panels that cover the roof, geothermal heating and cooling, and green space. Long-term plans are to add a wind-turbine. The training center will offer instruction in wind and solar technology.
The site is adjacent to the existing hall, which also will be upgraded once the new building is finished.

The International Brotherhood of Electrical Workers Local 193 has begun construction of a new administrative office and training center at 3150 Wide Track Drive, just off Dirksen Parkway, in response to “green” trends in energy and job training, said business manager David Burns. The local represents about 800 workers in nine area counties.

“We just think that the green concept is more than right around the corner. It’s here,” Burns said.

In addition to use of geothermal heating and cooling, the solar panels on the roof are expected to provide most of the building’s electrical needs. Long-term plans are to add a wind turbine. Once the new hall is completed, the existing hall will be demolished to make way for green space, including landscaping and a retention pond.

But it’s the 12,500-square-foot training center that is the centerpiece of the green strategy for the labor union.

Plans are to offer hands-on training to apprentices in solar and wind technology. A “green jobs training curriculum” will include 70 lessons.

Burns said members already work on solar and wind projects, large and small, but that the training required will become more sophisticated along with the technology.

“We believe the demand is going to continue to grow,” Burns said. “As the technology gets better and better, we’re going to have to train people.”

Windows That Generate Electricity – Integrated Photovoltaics and your house

Photovoltaic (PV) vision glass substitutes a thin-film, semi-transparent photovoltaic panel for the exterior glass panel in an otherwise traditional double-pane glass window or skylight. Electric wires extend from the sides of each glass unit and are connected to wires from other windows, building up the entire system. The technology, while available in Europe, is currently being developed as part of a United States Department of Energy PV-BONUS project.

On the University of Wisconsin-Green Bay campus, the system, rated at about 11 kW, substitutes Building Integrated Photovoltaic vision glass for traditional windows in the Wintergarden of Mary Ann Cofrin Hall.

This system spans 2,000 square feet and generates about 12,500 kWh annually. The “PV Glass” unit was manufactured by Viracon, Inc. using BP Solar MST-43LV 43-watt, thin-film photovoltaic modules and was installed in a standard Kawneer Company 1600 PowerWall (TM). In this application, BP Solar laser-etched their photovoltaic modules to create a desired transmittance for the Wintergarden.   Sunspace

A total of 252 modules were installed. Each vision glass surface has 13 layers of thin film, altogether thinner than one piece of paper, sandwiched between two protective layers of glass.

Abstract

PV ventilated glazing technology for application in warm climate provides energy saving opportunities through the reduction in air-conditioning load, the daylight utilization, and the green electric power generation. In a working environment, the use of semi-transparent a-Si glazing is deemed better than the one with non-transparent c-Si solar cells. This paper reports an evaluation of its integrated performance using a small office room in Hong Kong as an example. An energy model of a PV ventilated window system is first introduced. Based on this together with the TMY weather data of Hong Kong and the daylight simulation capability of the EnergyPlus program, the overall performance analysis have been executed for different window orientations. It was found that a solar cell transmittance in the range of 0.45–0.55 could achieve the best electricity saving.

May 12, 2009–Konarka Technologies (Lowell, MA), a developer of Konarka Power Plastic, a material that converts light to energy, entered into an advanced product development agreement with Florida-based Arch Aluminum & Glass Co. Together, they plan to collaborate on building integrated photovoltaics (BIPV), with a memorandum of understanding to integrate Konarka’s patent-protected thin-film solar material into glass for various commercial BIPV applications (see “ Thin-film and organic photovoltaic manufacturing to reach 29 GWp” and “THIN-FILM PHOTOVOLTAICS: The key to success is higher efficiency“).

“Konarka is making great strides with our aggressive plans to expand into various markets, including building and construction,” said Rick Hess, president and CEO at Konarka. “Because our solar material is flexible, lightweight and semi-transparent, it integrates easier and is more aesthetically appealing than other solar products, making it ideally suited for BIPV applications. We expect that our collaborative work with Arch Aluminum & Glass will advance the delivery of Konarka Power Plastic on a large scale basis into this market segment.”

Arch Aluminum specializes in a wide range of artistic and architectural glass products to keep pace with the demands of today’s architects, designers and building developers. The company offers in-house laminating, heat-treating and fabrication technology as well as selective, engineered, off-the-shelf aluminum and glass products.

“Until today, aesthetic and performance concerns limited the ability of architects to use BIPV technology in their designs,” said Arch CEO Leon Silverstein. “This product development investigation is about the creation of a new product category, one that had been unavailable until today. It is energy-efficient and transparent with superior vertical performance and a subtle red, blue or green aesthetic. With these features, BIPV will no longer need to be confined to spandrel or overhead applications. An entire building can be put to use, producing its own power, and looking good doing so.”

In October 2008, Konarka opened the largest roll-to-roll flexible thin film solar manufacturing facility in the world, preparing for the commercialization and mass production of its solar material for various market segments including sensors, consumer products, tent and fabric structures, greenhouses, marine and boating, building construction, as well as fashion and accessories, among others.
