Hydropower In A Small Beautiful Package – New Development

Beautiful power generation is the theme of this meditation. This grows out of a comment by a friend. We were talking about wind farms and all the silly criticism of them, the worst of which is that they are ugly. I said I found them elegant and he said he found them beautiful. Thus the theme. Here is a post about small hydro. The article includes a build up about large hydrodams and the negative impact on the environment as well as data about Germany where these dams were developed. I have only included the info about the new type dam itself but please feel free to read the rest.

Small Is Beautiful in Hydroelectric Power Plant Design: Invention Could Enable Renewable Power Generation at Thousands of Unused Sites

A solution to all of these problems has now been demonstrated, in the small-scale hydroelectric power plant developed as a model by a team headed by Prof. Peter Rutschmann and Dipl.-Ing. Albert Sepp at the Oskar von Miller-Institut, the TUM research institution for hydraulic and water resources engineering. Their approach incurs very little impact on the landscape. Only a small transformer station is visible on the banks of the river. In place of a large power station building on the riverside, a shaft dug into the riverbed in front of the dam conceals most of the power generation system. The water flows into a box-shaped construction, drives the turbine, and is guided back into the river underneath the dam. This solution has become practical due to the fact that several manufacturers have developed generators that are capable of underwater operation — thereby dispensing with the need for a riverbank power house.

The TUM researchers still had additional problems to solve: how to prevent undesirable vortex formation where water suddenly flows downward; and how to best protect the fish. Rutschmann and Sepp solved two problems with a single solution — by providing a gate in the dam above the power plant shaft. In this way, enough water flows through to enable fish to pass. At the same time, the flow inhibits vortex formation that would reduce the plant’s efficiency and increase wear and tear on the turbine.

The core of the concept is not optimizing efficiency, however, but optimizing cost: Standardized pre-fabricated modules should make it possible to order a “power plant kit” just like ordering from a catalog. “We assume that the costs are between 30 and 50 percent lower by comparison with a bay-type hydropower plant,” Peter Rutschmann says. The shaft power plant is capable of operating economically given a low “head” of water of only one to two meters, while a bay-type power plant requires at least twice this head of water. Series production could offer an additional advantage: In the case of wider bodies of water, several shafts could be dug next to each other — also at different points in time, as determined by demand and available financing.

Solar Plane Will Make First European Flight – Actually land at a real airport

While the Solar Impulse has flown around the world it has never landed at a major airport or filed a real flight plan. This is too cool for words. I know this is not an Earth Day thing but it should be.

In these last few weeks the entire Solar Impulse team has been busy doing “test flights” in the Payerne area, to test the satellite communication systems developed by Swisscom, and also the air traffic integration procedures. The support received from the aviation authorities in the overflight and destination countries has been extremely positive and constructive.

For the European solar flight campaign the Solar Impulse team, sponsored by the European Commission, has chosen Brussels as the 1st international destination. The airplane will be shown in the European capital from 23 to 29 May 2011 and will then attempt to reach Paris-Le Bourget, where it is expected as a “Special Guest” at the 49th International Paris Air Show.

“These tests have been extremely successful”, says an elated Bertrand Piccard. “Now, here we are in the definitive phase: it’s no longer a question of tests, but the real thing. And the next flights will not be made in the “familiar cocoon” of Payerne aerodrome, but in the whole of Europe…” Rather like a sailing ship that has undergone coastal trials, and is now set to cross its first ocean!

“We will be in stand-by mode from Monday”, explains André Borschberg, who will pilot the HB-SIA between Payerne and Brussels. “And we definitely mean to take the first opportunity that comes along, since we can never be sure of the weather conditions and whether they will allow us to do this flight on a particular date. With Solar Impulse we are confined to what we can do with the technology at the present time, and safety is our number one priority.”

This is a long story over a minor point, but bear with me. Google used to have a “Feel Lucky” icon on their choice bar that would take you to a random choice. They redid their algorithm to preclude this possibility when they realized that this was losing them money.  Originally I was excited by this. Yet it always turned out boring. Government pages, and the usual energy giants like Siemens. Over the years I have tried to continue this spirit by typing weird phrases in the Google box and again the results have been…well less. But this time I typed in NEW Energy and got some interesting hits. Here is one cool one.

Japan’s Disaster – A first hand account

There are many things you could call what happened to Japan. A nuclear, earthquake, or tsunami followed by the word disaster. But to me it is a failure of planning disaster. I can imagine a 20 foot wall 10 miles inland with all the areas population living behind it. I can imagine all the land in between there and the ocean as green space. I can imagine the ports and the fishing boats and the sea farms being operated by the inhabitants who must commute 10 miles one way everyday. I can not image what this guy saw. Report from Fukushima

FUKUSHIMA, Japan, Apr 7, 2011 (IPS) – My decision to visit Fukushima – the area worst hit by the massive quake, tsunami and nuclear power accident on Mar. 11 – was taken one afternoon last week after a long meeting with scientists.

The invitation to accompany the scientists on a private fact-finding mission to Fukushima was irresistible. The scientists and engineers who gathered that day, had, for decades, harboured misgivings over reactor safety design and policies and were active in the ongoing debate over the future of nuclear energy in Japan.

“There is a dire need for a real time radiation monitoring network to be set up in areas affected by the damaged Fukushima Daiichi Nuclear power plant,” Atsuto Suzuki, head of the high-energy accelerator research organisation at Tsukuba University, explained. “This is where our expertise can begin to play a role.”

We started our journey at 6am, armed with bottles of mineral water, clothing that could be discarded before our return to Tokyo, and special facemasks to protect us from radiation when we approached the 20-kilometre exclusive zone around the damaged reactors.

Around our necks dangled radioactive dosimeters, resembling large thermometers. The machines would show accumulated microsieverts of radiation contamination on our bodies and instructions were given that we carry them all the time to record the rise in the figures while noting the exact locations.

“Our own documentation of radioactive material is key to understanding the Fukushima accident,” explained Yoichi Tao, a physicist specialising in risk management design, who is now retired. He is also a graduate from Tokyo University.

But Tao is not part of the cosy group of experts who have guided Japan’s ambitious post-war nuclear power industry. Instead, having experienced the atomic bombing of Hiroshima when he was just six years old, the scientist, contends the bitter truth that Japan had chosen to ignore till today, was that fool-proof safety in nuclear power is simply a “myth”.

“It is time,” he explained, “to embark on a clearer definition of the complex concept of safety. This calls for research from diverse perspectives – the views of residents, independent opinions, as well as taking in an assessment on the impact of the accident on other countries.”

The three-hour drive to Fukushima was hauntingly poignant. With most of the motorways now open for traffic, we passed the breathtaking scenery that marks Japan’s northern region – mountains dotted with pristine pine forests on one side of the road and the pale blue, now serene, ocean glistening on the other. Sharp gusts of chilly air wrapped our car on a near empty road, a sign of the lost appeal of Fukushima – which had been up till now a tourist destination boasting therapeutic hot springs and fresh seafood.

AMSTERDAM, March 1 (Reuters) – Carbon trading firms remain optimistic about a European market, after a 50 million euros cyberattack, but have given up hope on a U.S. cap and trade scheme, they told an industry conference on Tuesday.

Perhaps indicative of the problems facing carbon markets, attendance was well down on previous years at the Point Carbon conference, at nearly 800, compared with 1,700 in 2008.

The reputation of carbon markets has faced headwinds following the hacking in January of electronic emissions permits from a European scheme, the hub of global trade, as well as dimming expectations of a federal U.S. market.

In addition, hopes are fading that the world will agree on an extension after 2012 to the Kyoto Protocol, which sets binding emissions targets for industrialised nations and so drives demand for international carbon offsets.

“It did not impact trading volumes as much as it damaged credibility and that is the big problem,” said Stig Schjolset, a senior analyst at Point Carbon, of the thefts.

“But that problem can be solved.”

The thefts were a jolt to the market which recently suffered a 5 billion euros ($6.91 billion) tax fraud, as well as a scandal involving the re-sale of used carbon credits and a phishing scam. [ID:nLDE70J1KT]

“It’s very, very clear that emissions trading has lost a bit of momentum,” said Ruben Benders, head of carbon markets at the trading firm Mabanaft.

OFFSHORE WIND ENERGY MEETS OFFSHORE WIND ENERGY STORAGE.

Eventually the United States will get its first offshore wind farm. No one is taking bets as to when it will go online. There have been many proposals, but so far resistance onshore has kept those projects from being built.

Still, wind resources are much better offshore than on and those windy resources are often near heavily populated areas that will be able and willing to consume electricity generated by those reliable ocean breezes.

As with many relatively expensive technologies it’s not such a bad thing to be a late adopter. Early adopters make and have to correct mistakes at a high cost. Early adopters too have only earliest versions of the technology to work with. Late adopters, on the other hand, learn from the mistakes of early adopters and need not repeat them. Late adopters also get to use newer, more sophisticated versions of the technology in question.

Offshore wind is one of those relatively expensive technologies that it’s OK to be a late adopter.

When U.S. offshore wind builders finally get around to planting the first turbine in the ocean bottom (or perhaps floating turbines in deep water over the horizon) they’ll have a better idea of the costs, know exactly how to install them and they’ll have access to far more powerful turbines than those used in the first offshore wind farms in Europe. The U.S. will benefit by being slow to adopt offshore wind, but the time has come to embrace the technology; wind developers know this, so does the U.S. government.

Even as dollars are being pinched in Washington, the Department of Energy has put aside $50.5 million for projects that support offshore wind energy development. The Department of the Interior too, in its Smart for the Start program, has given a hand to offshore wind development by designating four areas along the Mid-Atlantic coast to be on the fast track for regulatory approval.

The funding being offered by DOE can be used for the development of innovative wind turbine design tools and hardware to provide the foundation for a cost-competitive and world-class offshore wind industry in the United States (up to $25 million over 5 years); for baseline studies and targeted environmental research to characterize key industry sectors and factors limiting the deployment of offshore wind ( up to $18 million over 3 years); and for the development and refinement of next-generation designs for wind turbine drivetrains (up to $7.5 million over 3 years).

The Department of the Interior has chosen areas on the Outer Continental Shelf offshore Delaware (122 square nautical miles), Maryland (207), New Jersey (417), and Virginia (165) to receive early environmental reviews that will help to lessen the time required for review, leasing and approval of offshore wind turbine facilities.

Government isn’t alone in seeking to develop offshore wind.

Pump Some Seriousness Into Energy Policy

Thank God for $3.50 gasoline. True, we had it for only a brief, shining moment, and there is not much good to be said about the catastrophic hurricanes that caused it. But the price was already inexorably climbing as a result of 2.3 billion Chinese and Indians industrializing. Their increased demand is what brought us to the energy knife’s edge and makes us so acutely vulnerable to supply disruptions.

Yet, the Senate is attacking the problem by hauling oil executives to hearings on “price gouging.” Even by Senate standards, the cynicism here is breathtaking. Everyone knows what the problem really is. It’s Economics 101: increasing demand and precariously tight supply.

Yet for three decades we have done criminally little about it. Conservatives argued for more production, liberals argued for more conservation and each side blocked the other’s remedies — when even a child can see that we need both:

Demand . Just yesterday we were paying $3.50 a gallon at the pump and were ready to pay $4 or $5 if necessary. No blessing has ever come more disguised. Now that we have lived with $3.50 gasoline, $3 seems far less outrageous than, say, a year ago. We have a unique but fleeting opportunity to permanently depress demand by locking in higher gasoline prices. Put a floor at $3. Every penny that the price goes under $3 should be recaptured in a federal gas tax so that Americans pay $3 at the pump no matter how low the world price goes.

Why is this a good idea? It is the simplest way to induce conservation. People will alter their buying habits. It was the higher fuel prices of the 1970s and early ’80s that led to more energy-efficient cars and appliances — which induced such restraint on demand that the world price of oil ultimately fell through the floor. By 1986 oil was $11 a barrel. Then we got profligate and resumed our old habits, and oil is now around $60. Surprise.

The worst part is that much of this $60 goes overseas to foreigners who wish us no good: Wahhabi Saudi princes who subsidize terrorists; Hugo Chavez, the mini-Mussolini of the Southern Hemisphere; and (through the fungibility of oil) the nuclear-hungry, death-to-America Iranian mullahs. This is insanity. It makes infinitely more sense to reduce consumption, drive the world price down and let the premium we force ourselves to pay at the pump (which begins the conservation cycle) go to the U.S. Treasury. If the price drops to $2, plow that $1 tax right back into the American economy by immediately reducing, say, Social Security or income taxes.

Wind Farms Float Away from NIMBYism

One of the biggest complaints of offshore wind farms is the eye-sore factor. Apparently residents would prefer a giant coal-fired power plant polluting the planet from far away to a clean source of energy they actually have to look at. This is the essence of the NIMBY (“Not In My Back Yard”) whine.

But NIMBYist whinging is shrill, and for the residents of Nantucket Sound, powerful. Their opposition to the construction of an offshore fleet of wind turbines, part of the Cape Wind project, was enough to delay the project for years.

Enter the Windfloat.

Windfloat is an ocean-based floating wind turbine designed by the California company Marine Innovation & Technology. The turbine sits atop a 3-legged floating foundation that is based on the designs of offshore gas and oil platforms.

Due to the bulky structure of current coastal wind turbines, the structures are anchored in the seabed – limiting their positioning to shallow water depths ranging between 98 to 164 feet.

This new design, however, proves that a turbine’s size and weight need not be compromised for distance from shore. Researchers suspect that the Windfloat foundation can support a 5 megawatt turbine with a height of around 230 feet.

Calif., Fla. Big Winners as U.S. Redistributes Rejected Grants

California and Florida were big winners as the Obama administration announced the redistribution today of more than $1 billion in high-speed rail grants abandoned by incoming governors in Wisconsin and Ohio.

Transportation Secretary Ray LaHood officially killed projects in those states after a monthlong dispute with the two Republican governors-elect, Wisconsin’s Scott Walker and Ohio’s John Kasich.

Both Republicans campaigned against the rail projects, saying they would leave their states on the hook for operating costs and take away road-repair money. And both requested permission to redistribute the funds to other transportation projects.

But the Obama administration insisted the states’ stimulus grants be spent on high-speed rail, sparking protests by Wisconsin manufacturers that had been banking on the rail project and jockeying among states seeking fresh cash.

The administration has now reshuffled $1.195 billion — $810 million from Wisconsin and $385 million from Ohio — and is sending it to 14 states. The biggest grant, $624 million, will go to California, while $342.3 million will go to Florida and $161.5 million to Washington state.

Hypocrisy alive and well at Cancun climate conference

From November 29 to December 10, delegates from 194 countries gathered in sunny Cancun, Mexico to “lay the ghost of Copenhagen to rest,” as one dignitary put it. After last year’s chaotic, disastrous and worthless climate change conference in Copenhagen, the goal this year was simple: avoid further embarrassment.

The focus has been on hashing out details for a global climate fund, extending the Kyoto Protocol beyond 2012, and establishing an official agreement among developed countries to reduce their carbon dioxide emissions by about 40 percent by 2020.

But in the middle of all the global-warming demagoguery and calls for developed nations to shell out $100 billion per year by 2020 in climate reparations to help less-developed countries cope with the unfair burden of climate change, one thing has very obviously not changed: the hypocrisy.

Yes, hypocrisy was present in Cancun just as it was in Copenhagen in 2009, Ponzan in 2008, Bali in 2007, and the many other climate change summit cities before them. As hundreds of officials travel in gas-guzzling jets and carbon-dioxide emitting cars to the conference site and stay in luxurious, high electricity-consuming resorts, the carbon footprint of the U.N. Framework Convention on Climate Change (UNFCCC) is ironic, to say the least.
