WAYNESBORO, Georgia , Jan 14 (IPS) – Residents and environmental activists are in a bitter dispute with large U.S. energy corporations and the federal government over the safety of nuclear power, as more than a dozen corporations plan to, or have filed, paperwork to open new nuclear power plants, primarily in the U.S. South.

Energy giants like Southern Company, Entergy, and Florida Power and Light are attracted by billions in governmental incentives offered under the George W. Bush Administration.

“There’s a whole suite of incentives being pumped out by the federal government to try and cajole the utilities back into the game,” Glenn Carroll of Nuclear Watch South told IPS.

The U.S. Congress last month passed 38.5 billion dollars in loan guarantees to the nuclear industry. “If they can’t pay back the loan, or don’t want to pay back the loan, the government will guarantee the banks up to 80 percent,” Carroll said.

Five sites have already applied for the first combined licensing applications in 32 years, Roger Hannah, a spokesman for the Nuclear Regulatory Commission, told IPS. They are located in south Texas, Bellefonte in Alabama, Calvert Cliffs in Maryland, North Anna in Virginia, and Lee Site in South Carolina.

Four companies have applied for Early Site Permits for sites in Grand Gulf, Mississippi; Clinton, Illinois; North Hanna, Virginia; and Plant Vogtle in Burke County, Georgia.

“We’ve had indications of interest from 12 to 15 other companies,” Hannah said.

The NRC held a public hearing in Waynesboro, Georgia, one of the closest affected cities to Plant Vogtle, on Oct. 4, 2007, to address the NRC’s Draft Environmental Impact Statement (EIS). The NRC must produce the EIS, as per the 1970 National Environmental Policy Act.

The NRC insists the risks posed by nuclear power are small and within federal guidelines. However, activists argue the draft EIS ignores many issues and contend that nuclear power is unsafe.

At a time Georgia is in a historic drought, when residents are being told the state is running out of drinking water, the NRC and other agencies allow over a billion gallons of water per year from the Savannah River to be consumed by the existing Plant Vogtle Units 1 and 2.

The Energy Policy Act 2005 then provided a much-needed stimulus for investment in electricity infrastructure including nuclear power. New reactor construction is expected to start about 2010, with operation in 2014.

In February 2007 the Electric Power Research Institute (EPRI) reported that it saw a need for 64 GWe of new nuclear generating capacity in the USA by 2030 – 24 GWe of it by 2020, with nuclear representing some 25.5% of output by 2030.

After 20 years of steady decline, government R&D funding for nuclear energy is being revived with the objective of rebuilding US leadership in nuclear technology. In 1997 nuclear fission R&D was, at US$ 37 million, lower than in France, South Korea, or Canada – only 2% of total energy R&D, which compared pathetically with 68% (US$ 2537 million) of a much larger budget in Japan. From the 1999 budget, this situation has been turned around with various programs including the flagship Nuclear Energy Research Initiative (NERI) and also Plant Optimisation. The first 45 NERI grants were awarded in 1999, signalling a reinvigoration of the federal role in nuclear research, following successful conclusion of the advanced reactor program in 1998.

For FY 2008 (from October 2007) the Department of Energy is seeking $875 million for its nuclear energy programs. . The Advanced Fuel Cycle Initiative for closing the fuel cycle and supporting the Global Nuclear Energy Partnership would receive $395 million of this and Generation-IV R&D would get $36 million, chiefly for the very high temperature reactor. The Nuclear Power 2010 program aimed at early deployment of advanced reactors would get $114 million.

South Carolina regulators OK nuclear

WILMINGTON, North Carolina (Reuters) – South Carolina regulators have unanimously approved a request by the state’s largest utility, South Carolina Electric & Gas (SCE&G), to join with a state-owned utility to build two nuclear reactors.

The South Carolina Public Service Commission vote on Wednesday gave South Carolina Electric & Gas the right to begin raising electricity rates next month to help pay for its portion of the $9.8 billion project.

SCE&G, a subsidiary of SCANA Corp, and Santee Cooper, known formally as the South Carolina Public Service Authority, plan to build the two reactors at the site of the V.C. Summer Nuclear Station near Jenkinsville, about 30 miles north of the state capitol, Columbia.

The commission approval also puts the SCE&G/Santee Cooper project ahead of the other 16 applications filed with the U.S. Nuclear Regulatory Commission for a combined construction and operating license (COL) for a nuclear power plant.

The NRC’s review of the COL applications is expected to take three to four years. It has been three decades since a nuclear power plant was built in the United States.

The South Carolina utilities have contracted Westinghouse Electric Co. — owned by Japan’s Toshiba and Shaw Group — to build the nuclear plant and expect to have the first reactor in operation by 2016.

SCE&G proposes financing its planned $5.4 billion investment in the new power plant by raising rates 0.49 percent in March and another 2.8 percent in October 2009, followed by increases in each of the next 10 years.

The first increase will be about 53 cents a month for SCE&G customers using 1,000 kilowatt hours of power per month, which now costs $107.60, according to SCE&G spokesman Robert Yanity.

As a state-owned utility, Santee Cooper does not need to seek Public Service Commission approval of its investment in the planned nuclear power plant.

Nuclear power inches back into energy spotlight

The nation’s nuclear power industry — stuck in a decades-long deep freeze — is thawing.

Utilities are poised to build a new generation of nuclear plants 30 years after the Three Mile Island accident, whose anniversary was Saturday, halted new reactor applications. The momentum is being driven by growing public acceptance of relatively clean nuclear energy to combat global warming.

Several companies have taken significant steps that will likely lead to completion of four reactors by 2015 to 2018 and up to eight by 2020. All would be built next to existing nuclear plants.

Southern Co. (SO) says it will begin digging an 86-foot-deep crater this June in Vogtle, Ga., to make way for two reactors after recently winning state approval, though it won’t pour concrete until it gets a federal license, likely in 2011. At least five power companies have signed contracts with equipment vendors. And Florida and South Carolina residents this year began paying new utility fees to finance planned reactors.

The steps signal that a nuclear renaissance anticipated for several years is finally taking shape. Seventeen companies have sought U.S. federal approval for 26 reactors since late 2007. All have enhanced safety features.

During the Fall of 2008 and Spring of 2009, graduate-level architecture students from the University of Colorado-Denver met with residents of Greensburg, Kansas to better understand the needs of the community and the devastation of the EF5 tornado that hit Greensburg almost 2 years ago. They spent the next 8 months researching the Kansas climate and the appropriate materials and building techniques for new “green” housing designs.

Kansas Town’s Green Dreams Could Save Its Future

All Things Considered, December 27, 2007 · Greensburg, a tiny town on the vast, flat prairie of western Kansas, is at the center of a grand experiment. In May, a tornado obliterated nearly every house, tree and business.

The twister — among the strongest on record — killed 10 people and displaced almost 1,400 residents. The community had been in steep decline before the storm, but city leaders quickly saw opportunity in the disaster. Perhaps they could revive Greensburg and sustain it for generations to come by making it the greenest town in America.

Rebuilding Better

Less than two days after the tornado, as huge machines began to tear into the wreckage of his hometown, School Superintendent Darren Hedrick managed to put a brave face on.

“Towns are about people, they’re not about buildings. And it’s a huge opportunity to rebuild — not just rebuild it the way it was but maybe rebuild it a little bit better than it was,” Hedrick said.

Though buildings, books and records were gone, Hedrick pledged to open school on time in the fall.

He did.

First-graders recently celebrated the end of an odd semester. Classes were held in small, white trailers lined up a quarter-mile from where most of the students now live. Their teacher, Laura Proser, says winter break marks a welcome milestone.

“We just got our stoplight yesterday, and everybody’s excited about that,” Proser said.

The Greening of Greensburg

Townhomes are beginning to rise from the ragged tree trunks, weeds and ruins off Main Street. They mark a radical departure from traditional low-income housing, according to Duncan Prahl, who is from Pennsylvania and on contract with the National Renewable Energy Labs.

Discovery’s new eco-lifestyle channel Planet Green is partnering with actor and avid environmentalist Leonardo DiCaprio to help launch the channel early next year with a touching environmentally-friendly project. DiCaprio is set to executive produce “Eco-Town,” a 13-part reality series which will follow state and local officials in their quest to build an ecologically—and economically—sustainable town in Kansas, aptly named Greensburg.

The series will document the green rebuilding of Greensburg, Kansas, a small town that was leveled by a devastating tornado on May 4th. Environmentally friendly, energy efficient materials and technology will be used to reconstruct the hundreds of homes and businesses damaged by the storm in hopes of encouraging many of the 1,500 residents to return home. Darin Headrick, superintendent of schools in Greensburg, Kan., wasn’t particularly alarmed to hear a tornado siren wail on the evening of May 4, 2007. Such warnings are rites of spring in south-central Kansas, and when Mother Nature gets her dander up, “there’s nothing much you can do but get home, put the vehicles away, and get down in the basement,” Headrick says. So he and his wife went next door and joined their neighbors, a couple with two teenage daughters, in their below-ground rec room.

Violent wind, rain, and hail lashed the town. The power went out. Suddenly, Headrick says, “ there was a huge pressure change in the atmosphere.” They heard glass begin to shatter above them, then a sound like a giant wrecking ball.

Miraculously, the planks over their heads held fast. The rest of the house simply vanished. So did every other dwelling in the vicinity. For a desperate hour, the two families searched for neighbors. Eventually, they set out on foot for the dark center of town.

Every house and building they passed had been flattened. “We met people coming from the other direction,” Headrick recalls. “They said, ‘It’s not any better back there.’ That’s when we knew.” Greensburg, population 1574, had been wiped off the map.

The tornado that obliterated Greensburg was one of the strongest ever recorded anywhere, with winds of 205 mph and a footprint 1.7 miles wide. The town, only about 1.5 square miles, never stood a chance. Eleven people died. Fewer than a dozen homes were left standing.

The devastation was so complete that folks in Greensburg wondered whether to rebuild at all. Even before the twister, their town had been on the wane, its population graying, its young people moving away. “Rural America is kind of dying,” Headrick observes.

According to a newly released draft of a report by the Renewable Energy Policy Network for the 21st Century (REN21), Spain now leads the world in added photovoltaic capacity.

Although Germany is still the leading nation in total grid-connected solar photovoltaic capacity, this news now means Spain has surged into second place there. The report comes as an embarrassment for a floundering Japan, who used to lead the world, but now has fallen to third place in total capacity and forth place in added capacity.

Spain added 1.7 million kilowatts of capacity in 2008, followed by Germany at 1.5 million kilowatts. The United States lagged behind in a distant third place at 300,000 kilowatts, followed by Japan with only 240,000 kilowatts. The news is disappointing for Japan, but it should be equally as distressing for the United States, which continues to show only slow improvements year.

Summary

The goals of Barcelona City Council’s Plan for Energy Improvement in Barcelona (2002-2010) are to increase the use of renewable energy (especially solar energy), reduce the use of non-renewable energy sources and lower the emissions produced by energy consumption in order to meet Barcelona City Council’s international protection commitments. This integrated plan includes a quantification of the energy used and emissions produced in the city and provide scope for municipal action to promote an environmentally sustainable city, reducing air pollution and the consumption of fossil fuels in the process. As part of its plan a Solar Thermal Ordinance has been introduced. The aim of the ordinance is to regulate, through local legislation, the implementation of low-temperature systems for collecting and using active solar energy for the production of hot water for buildings. New buildings and buildings undergoing major refurbishment are required to use solar energy to supply 60% of their running hot water requirements. Since its enforcement licenses for the installation of a total of 14,028 square meters of solar panels have been requested with annual savings of 11,222 Megawatt hours and a corresponding reduction in eCO2 emissions of 1,973 tonnes per year.

Results

The strategies named promotion policies and demonstration projects have been present in the city for several years, with different examples such as the installation of solar systems in schools, sports centres (solar thermal installation in the Olympics Swimming Pool ) or in some other public buildings (solar photovoltaic installation in the Town Hall building).

Concerning legal instruments, Barcelona is the first European city to have a Solar thermal ordinance. According to this bylaw all new buildings and buildings undergoing major refurbishment are obligated to use solar energy to supply 60% of their running hot water requirements. This solar ordinance was approved by the Barcelona City Council in July 1999 and entered into force in August 2000. This new policy has brought Barcelona to multiply per more than 10 the surface of solar thermal square metres (licenses requested), moving from 1,1 sqm /1.000 inhabitants (in 2000) to 13 sqm/1.000 inhabitants [as of march 2004, the licenses requested for the installation of solar panels made up a total of: 19.543 sqm of solar panels (before: 1650 sqm)]. We are happy to see these results and specially to see that more than 20 Spanish cities are now “replicating” this initiative taking Barcelona as a model.

The Barcelona Energy Improvement Plan (PMEB), a 10 year plan adopted in 2002, and the Barcelona Energy Agency, are two major management instruments that ensure the commitment of the City to further promote these energy measures in a planned and structured manner. The Barcelona Energy Improvement Plan proposes a series of measures and 55 projects for local action up to the year 2010, these being centred on energy savings and in the use of renewable energies.

The municipal action promoting a sustainable energy city also works towards the integration of sustainable energy measures in urban developments, an example of this integration are thesustainable energy measures in the Forum Barcelona 2004 area. The major Sustainable Energy measures in the Forum 2004 area are the following:

  • Urban solar FV power station (10.700 sqm, 1,3 MWpic)
  • District heating & cooling system, and
  • Energy efficient buildings.

Solar Energy in Spain

Spain forges ahead with plans to build concentrating solar power plants, establishing the country and Spanish companies as world leaders in the emerging field. At the same time, the number of installed photovoltaic systems is growing exponentially, and researchers continue to explore new ways to promote and improve solar power. This is the seventh in an eight-part series highlighting new technologies in Spain and is produced by Technology Review, Inc.’s custom-publishing division in partnership with the Trade Commission of Spain.

From the road to the Solúcar solar plant outside Seville, drivers can see what appear to be glowing white rays emanating from a tower, piercing the dry air, and alighting upon the upturned faces of the tilted mirror panels below. Appearances, though, are deceiving: those upturned mirrors are actually tracking the sun and radiating its power onto a blindingly white square at the top of the tower, creating the equivalent of the power of 600 suns, which is used to vaporize water into steam to power a turbine.

This tower plant uses concentrated solar technology – otherwise known as solar thermal power – with a central receiver. It’s the first commercial central receiver system in the world.

Spanish companies and research centers are taking the lead in the recent revival of concentrated solar power, as expanses of mirrors are being assembled around the country for concentrated solar plants. At the same time, Spanish companies are also investing in huge photovoltaic fields, as companies dramatically increase production of PV panels and investigate the next generation of PV. Spain is already fourth in the world in its use of solar power, and second in Europe behind Germany, with more than 120 MW in about 8300 installations of PV. Within only the past ten years, the number of companies working in solar energy has leapt from a couple dozen to a few hundred.

Power from the Sun’s Heat
Southern Spain, a region known the world over for its abundant sun and scarce rain, provides an ideal landscape for solar thermal power. The tower outside Seville, built and operated by Solúcar, an Abengoa company, is the first of a number of solar thermal plants and will provide about 10 MW of power. The company SENER is completing Andasol 1, the first parabolic trough plant in Europe, a 50 MW system outside Granada that will begin operation in the summer of 2008.

Solar thermal power, also known as concentrating solar, works by utilizing the heat of the sun (unlike PV panels, which work on the principle of the movement of electrons between layers when the sun strikes the materials).

In making this assessment, we were asked to evaluate long-term scenarios. We have thus considered the present state of the art in pharmaceutical intervention in cognition and in brain-computer interfaces, and considered how possible future developments might proceed and be used by adversaries.
  • Wind Farms and Radar, JSR-08-125, January 2008
      JASON was asked by the Department of Homeland Security (DHS) to review the current status of the conflict between the ever-growing number of wind-turbine farms and air-security radars that are located within some tens of miles of a turbine farm.

Back in 2006, in a paper in Nature, Walter warned that as the permafrost in Siberia melted, growing methane emissions could accelerate climate change. But even she was not expecting such a rapid change. “Lakes in Siberia are five times bigger than when I measured them in 2006. It’s unprecedented. This is a global event now, and the inertia for more permafrost melt is increasing.”

No summer ice

The dramatic changes in the Arctic Ocean have often been in the news in the past two years. There has been a huge increase in the amount of sea ice melting each summer, and some are now predicting that as early as 2030 there will be no summer ice in the Arctic at all.

Discussions about the consequences of the vanishing ice usually focus either on the opening up of new frontiers for shipping and mineral exploitation, or on the plight of polar bears, which rely on sea ice for hunting. The bigger picture has got much less attention: a warmer Arctic will change the entire planet, and some of the potential consequences are nothing short of catastrophic.

Changes in ocean currents, for instance, could disrupt the Asian monsoon, and nearly two billion people rely on those rains to grow their food. As if that wasn’t bad enough, it is also possible that positive feedback from the release of methane from melting permafrost could lead to runaway warming……

The real worry, though, is that permafrost contains organic carbon in the form of long-dead plants and animals. Some of it, including the odd mammoth, has remained frozen for tens of thousands of years. When the permafrost melts, much of this carbon is likely to be released into the atmosphere.

No one knows for sure how much carbon is locked away in permafrost, but it seems there is much more than we thought. An international study headed by Edward Schuur of the University of Florida last year doubled previous estimates of the carbon content of permafrost to about 1600 billion tonnes – roughly a third of all the carbon in the world’s soils and twice as much as is in the atmosphere……

What’s more, if summer melting depth exceeds the winter refreezing level then a layer of permanently unfrozen soil known as a talik forms, sandwiched between the permafrost below and the winter-freezing surface layer. “A talik allows heat to build more quickly in the soil, hastening the long-term thaw of permafrost,” says Lawrence.

The carbon in melting permafrost can enter the atmosphere either as carbon dioxide or methane, which is a far more potent greenhouse gas, molecule-for-molecule. If organic matter decomposes in the low-oxygen conditions typical of the boggy soils and lakes in these regions, more methane forms.

Researchers have been monitoring the Stordalen mire in northern Sweden for decades. The permafrost there is melting fast and, as conditions become wetter, it is releasing ever more methane into the air, says Torben Christensen of Lund University in Sweden. This is the future for most of the northern hemisphere’s permafrost, he says.

Out of the box, metal roof cost can seem astronomical when comparing it to a traditional asphalt shingle roof. But to just compare absolute material cost and no other factors is not comparing “apples to apples”. Metal roofing does not get its cost effectiveness from its materials. To better understand the expense, we are more apt to examine the differences in an asphalt roof versus a metal one.

Asphalt always looks like a bargain. At approximately one third of the metal roof cost and warranty slapped on the package boasting twenty years or better, it seems clear to the uninformed that an asphalt roof will provide the same performance at a fraction of the payout. Over our time, warranties have become more a tool for marketing than a display of quality. We, as consumers, take it as a company standing behind their product for a specified amount of time but the details are in the small print. Don’t take it wrong, there are a lot of great warranties out there but it’s key to understand their limitations and fine print when taking warranties into account.

Upon further examination, we see that most shingle warranties do not cover the shingles to their claimed lifespan. Instead, the company heavily pro rates the value so if and when you were ever to file a warranty claim, you would not recover the amount of the initial product. Also, these warranties do not cover the cost of labor of the initial job or replacement.

The second biggest myth that homeowners face when comparing metal roof cost to asphalt are the effects of the environment has on them both. Your climate can bring some of the harshest conditions we could ever imagine. Scorching heat, hail, rain, sleet, snow, tornadoes, wildfires, and hurricanes are some of the environmental conditions we face in the United States. Buildings consume one-third of all energy and two-thirds of all electricity generated in the U.S. But, commercial metal roofs with heat-deflecting coatings and finishes can drastically lower the energy consumption rate by reducing cooling loads. In the process, these roofs can save building owners up to 40 percent in heating and cooling energy costs, perhaps more if used in conjunction with insulation under the roof surface, according to the Oak Ridge National Laboratory.

At the same time, highly emissive roofs benefit the environment by lowering urban air temperatures, thereby helping to reduce smog. They also offer a solution for communities searching for ways to control the demand for electricity.

Cool Roof Performance Depends on Reflectance, Emittance

The performance of a cool roof depends on two properties: solar reflectance and infrared emittance. Solar reflectance indicates the percent of sunlight reflected off the roof. Emittance indicates the percent of the sun’s heat re-radiated from the roof to its surroundings.

Available unpainted, with baked-on paint finishes, or with granular-coated surfaces, cool metal roofing can reflect up to 70 percent of the sun’s rays, resulting in less heat transfer to the interior of the building. The emittance of painted or granular-coated metal roofing can be as high as 90 percent.

Wasn’t This Worth Waiting For?

Just in time for the rain storm tonight. Tonight’s rain [hence the dreary looking photos – I’ll take better pictures when the sun comes out] will fall on a new sustainable metal stone coated roof. Justin read that this type of process was developed in WWII. The reflective metal roofs on buildings were attracting enemy planes so folks put tar on the metal and over that ground up stone or sand.   Such stone coated metal roofs are commonly used in New Zealand.   Jules’first homestead in the rural South Island (NZ) had a corrugated metal roof which collected and diverted the rainwater into a huge cement cistern.     Now we have an “upgraded” metal roof and we once again plan to harvest the rainfall and it use to irrigate the garden.

For those of you who have been following the roof saga since summer you are probably glad you won’t read about the “R” word anymore. Truthfully, this project wasn’t as easy as you would think – believe me. We spent many sleepless nights and stressful days agonizing over this decision. Looking at the 4? thick folder of all the types of roofing that we looked at Justin would comment “choosing a roof is like getting married, the only thing is you can’t get divorced if it doesn’t work out.”

Time for high fives, pats on the back and hugs all around – time to celebrate !!!!   A friend of ours dropped by yesterday with a bag of goodies to “celebrate your new roof.”   How kind and thoughtful!   Of course he couldn’t help but admire and question in amazement “that’s metal?” Speaking of admiring these last few days you’ll find us pausing as we work in the garden just to admire the roof.

But you say how much energy does it consume vs. a shingle roof. I don’t know, but I will try to find out for tomorrow.

Al Casella – Tributes by Bob Croteau and Fletcher Farrar

Al touched a lot of people’s lives. He actually named this organization. More from the people who loved him. Bob Croteau offered this:

There are usually a few formative personalities you meet who have a profound impact on your life, Alex Casella was one of those for me.

I was struggling with direction as I had abandoned my chemistry career with the maker of Alka Seltzer and One-a-Day vitamins, feeling like I was part of the problem rather than part of the solution. I needed to do something with my hands and was doing home remodeling jobs, but that was not fulfilling either and started dabbling in solar energy projects.

My sister Suzanne was attending Sangamon State in the mid-1970s and told me about this innovative university, and a guy teaching solar energy classes. She said I should come down and check it out. I came to Springfield and SSU.  When I first met Al and his students, they were building a geodesic dome and solar collectors to heat it. This was definitely the place I wanted to be where it wasn’t just talk; they were getting down to it. This was where I could blend my science and my “build it” needs.

Alex had a class called Community Energy Systems which led to the creation of a not-for-profit corporation by class members and commuity activists. They hired me and 2 others to do solar demonstration and weatherization projects. In 1984 I was hired by CWLP and just celebrated my 25th anniversary of employment there pursuing my environmental passion.

He also took it to higher levels including a policy changing campaign bringing in the gurus of energy efficiency to Springfield like Amory Lovins and embarking on the Springfield Energy Project that identified all the things with energy policy that we still need to do now, thirty years later, to help save us from environmental and economic mayhem.

Clearly I owe this man of vision, compassion and intelligence my thanks. And so I offer this song to you that I sang for him many years ago because I feel it talks to how Alex lived his life.

At IT we’re sad this week about the passing of our old friend and colleague Alex Casella, who died March 5 at the age of 69. The former Sangamon State University professor was solar before solar was cool, doing most of his scientific work during the last energy crisis in the 1970s and 80’s. He was passionate about sustainable energy, but not just passionate. He was also sensible, making sure he had his facts straight and offering the best argument for the cause of renewable fuels. Al never passed up a chance to make his argument, appearing in these pages as often as we’d give him the chance in letters to the editor, guest columns and features. His tireless commitment to what he knew was right advanced the cause with hundreds of students and anyone who knew him. We’ll have to take it from here. — Fletcher Farrar, editor

There are BOATLOADS of places that push canning and other cooking methods of food prep for long term storage. This takes energy, and your bills will reflect it. But when you add up those bills and compare them to what you save on your food bills, you will save a ton of money. Plus you are not drinking oil. IT’s healthy. But it is hot and it is a lot of work.

General Canning Information

How Canning Preserves Foods

The high percentage of water in most fresh foods makes them very perishable. They spoil or lose their quality for several reasons:

  • growth of undesirable microorganisms-bacteria, molds, and yeasts,
  • activity of food enzymes,
  • reactions with oxygen,
  • moisture loss.

Microorganisms live and multiply quickly on the surfaces of fresh food and on the inside of bruised, insect-damaged, and diseased food. Oxygen and enzymes are present throughout fresh food tissues.

Proper canning practices include:

  • carefully selecting and washing fresh food,
  • peeling some fresh foods,
  • hot packing many foods,
  • adding acids (lemon juice or vinegar) to some foods,
  • using acceptable jars and self-sealing lids,
  • processing jars in a boiling-water or pressure canner for the correct period of time.

Collectively, these practices remove oxygen; destroy enzymes; prevent the growth of undesirable bacteria, yeasts, and molds; and help form a high vacuum in jars. Good vacuums form tight seals which keep liquid in and air and microorganisms out.

OK, I need a canner?  Why types are there?

Equipment for heat-processing home-canned food is of two main types–boiling-water canners and pressure canners. There are many other types which are NOT recommended by the authorities (see this page for more about obsolete and unsafe canning methods)

Most are designed to hold seven quart jars or eight to nine pints. Small pressure canners hold four quart jars; some large pressure canners hold 18 pint jars in two layers, but hold only seven quart jars. Pressure saucepans with smaller volume capacities are not recommended for use in canning. Small capacity pressure canners are treated in a similar manner as standard larger canners, and should be vented using the typical venting procedures.

Low-acid foods must be processed in a pressure canner to be free of botulism risksThis is because botulism-producing bacteria produce spores that can survive boiling water temperatures, but are destroyed using a pressure canner with the appropriate time and pressure, which reaches temperatures between 240 and 250 degrees F.  Low-acid foods include meats, dairy, sea food, poultry, all vegetables (except tomatoes) and many fruits (notably figs).  Be sure to see this page for a detailed list of the  Acid content of common fruits and vegetables.

 Higher acid foods (and those which have been acidified and tested) that may be safely canned in a boiling water bath canner include jams, jellies, pickles, applesauce, apple butter, peaches, peach butter, pears, pear butter, spaghetti sauce without meat, tomatoes, ketchup and tomatoes.

Which Type of Canner Should I Get

There are advantages and disadvantages of Pressure and Boiling Water Bath Canners.  Which is best for you depends upon what you want to can and your budget.

Water bath canners are faster for higher acid foods

Although pressure canners may also be used for processing higher acid foods, boiling-water canners are recommended for this purpose because they are faster. A pressure canner would require from 55 to 100 minutes to process a load of jars; while the total time for processing most acid foods in boiling water varies from 25 to 60 minutes. A boiling-water canner loaded with filled jars requires about 20 to 30 minutes of heating before its water begins to boil.

A loaded pressure canner requires about

  • 12 to 15 minutes of heating before it begins to vent;
  • another 10 minutes to vent the canner;
  • another 5 minutes to pressurize the canner;
  • another 8 to 10 minutes to process the acid food; and, finally,
  • another 20 to 60 minutes to cool the canner before removing jars.

But Water Bath Canners cannot be used for meats, dairy, sea food, poultry, vegetables and many fruits.

And the food quality and storage time is better with a pressure canner.  Because they get hotter (240F vs 180F-212F) pressure canners result in a better flavor and the ability for to store for a longer time.

A pressure canner can be used as a boiling water bath canner, just remove the gauge and weight.  That way you have 2 canners in one!

Conclusion: Pressure canners cost more to buy, but ultimately, you can “can” more foods in them, store the foods longer, and use the same canner as a pressure canner or without sealing the lid, as a boiling water bath canner.

Sugar and Salt

Sugar helps retain the color, shape and texture of canned fruits. Sugar is usually added as a syrup. To make syrup, pour 4 cups of water into a saucepan and add:

  • 2 cups of sugar to make 5 cups of thin syrup or
  • 3 cups of sugar to make 5 ý cups of medium syrup or
  • 4 1/4 cups of sugar to make 6 ý cups of heavy syrup.

Heat until the sugar dissolves. Make 1 to 1 ý cups of syrup for each quart of fruit. Up to half the sugar used in making syrup can be replaced with light corn syrup or mild-flavored honey. Fruits also can be safely canned without sugar. Pack the fruit in extracted juice, in juice from another fruit (such as bottled apple juice, pineapple juice, or white grape juice) or in water.Salt may be added to vegetables and tomatoes before canning. Since its only function is flavor, it can safely be omitted. Canning fruits and vegetables without adding sugar or salt does not affect processing times or microbiological safety.

Packing Instructions

The two methods of packing, food into canning jars are raw pack and hot pack. Raw pack is packing raw, prepared food into clean, hot jars and then adding hot liquid. Fruits and most vegetables need to be packed tightly because they will shrink during processing. However, raw corn, lima beans, and peas should be packed loosely, as they will expand. For hot pack, heat prepared food to boiling, or partially cook it. It should be packed loosely boiling, hot into clean, hot jars. Hot pack takes more time but has been found to result in higher quality canned foods. For either packing, method, pack acid foods including tomatoes and acidified figs to within ý-inch of the top of the jar. Low acid foods to within 1 inch of the top of the jar. After food is packed into jars, wipe the jar rims clean. Put on the lid with the sealing compound next to the jar rim. Screw the band down firmly so that it is hand-tight. Do not use a far wrench to tighten screw bands. There must be enough “give” for air to escape from the jars during, processing. Process food promptly after packing it into jars and adjusting lids. Processing times are given for pints and quarts. If you are using half pint jars, use processing times for pints. For one-and-one-half pint jars, use processing times for quarts. Fruit juices are the only product that may be canned in half gallon jars.

Processing in a Water-Bath Canner

Use a water bath canner to process acidified tomatoes, acidified figs and all other fruits. A pressure canner can be used to process acid foods but the quality will not be as good.

  1. Fill the canner half full with water; then cover and heat. For raw-packed food, have the water hot but not boiling. For hot-packed food, have the water boiling
  2. Using a far lifter, place jars filled with food on the rack in the canner. If necessary, add boiling water to brine, water 1 to 2 inches over the tops of the jars. Do not pour boiling, water directly on jars. Cover.
  3. When water comes to a rolling boil, start counting the processing time. Keep water at a boil for the entire processing time. Add more boiling water to keep water I to 2 inches above jars.
  4. As soon as the processing time is up, use a jar lifter to remove jars from canner. If liquid boiled out of the jars during processing, do not open them to add more. Do not retighten screw bands, even if they are noticeably loose.

Processing in a Pressure Canner

If you live at an altitude of 0-1000 feet you can process foods in a weighted gauge pressure canner at 10 pounds pressure. If you are using, a dial gauge pressure canner, use 11 pounds pressure. If you live at an altitude more than 2,000 feet you need to increase the pounds pressure at which you process foods. These increases are not given in this bulletin. Contact your county extension center to get this information. If tomato products are acidified, they can be safely processed in a water bath canner. If not, they must be processed in a pressure canner.

Here are some pointers for using a pressure canner:

  1. Pour 2 or 3 inches of water in the bottom of the canner and heat to boiling.
  2. Set jars on the rack in the canner. If you have two layers of jars in the canner, use a rack between them and stagger the second layer.
  3. Fasten the canner cover securely so steam cannot escape except through the vent.
  4. Once steam pours steadily from vent, let it escape for 10 minutes to drive all air from the canner. During, processing, the canner must be filled with steam, not air, since it is steam that reaches the desired temperature of 240’F.
  5. If the canner has a weighted gauge, start counting the processing time when it jiggles or rocks. The target pressure for this type of canner is 10 pounds pressure. Adjust heat so that gauge jiggles 2 or 3 times a minute or maintains a slow, steady , rocking motion.
  6. If the canner has a dial gauge, bring pressure up quickly to 8 pounds, then adjust the heat to maintain 11 pounds pressure. Start counting the processing times when the gauge registers 11 pounds pressure.
  7. When the processing time is up, turn off the burner. (If you are using, a coal or wood stove, remove canner from heat.) Let the pressure in the canner drop to zero by itself. This may take 45 minutes in a 16-quart canner filled with jars and almost an hour in a 22-quart canner. If the vent is opened before the pressure drops to zero or if the cooling is rushed by running, cold water over the canner, liquid will be lost from the jars.
  8. When the pressure has dropped to zero, open the vent or remove the weighted gauge. (With a weighted gauge canner, pressure is completely reduced if no steam escapes when the gauge is nudged or tilted. If steam spurts out, pressure is not yet down.)
  9. Remove canner cover carefully, tilting it away from your face so that the rising steam cannot burn your face or hands.
  10. Remove jars from canner. If liquid boiled out of jars during processing, do not open jars to add more liquid. Do not retighten screw bands, even if they are noticeably loose.
  11. Place hot jars upright to cool on a towel or rack. Leave space between them so air can circulate. Keep jars our of drafts.

Check Seals

Vacuum seals form as the jars cool. When jars are cool (12 to 24 hours after processing), check the seals. If the lid is depressed or concave and will not move when pressed, it is sealed. If sealed, carefully remove screw bands. If a band sticks, loosen it by covering, it for a moment with a hot, damp cloth. Bands left on jars during storage may rust, making later removal difficult. If you find an unsealed jar, do one of the following:

  • Refrigerate the food and use it within 2 to 3 days.
  • Freeze the food. (Drain vegetables before freezing.)
  • Reprocess the food. Remove lids, empty the contents in to a pan, heat to boiling, pack into clean, hot jars, and put on new lids. Process again for the full time. The eating quality of twice-processed food may be poor. If more than 24 hours have gone by since processing, throw out the food. It might be unsafe to eat.

I live in growing zone 5 which will not mean much to nongardeners. Draw a line from New Jersey to Central California. Draw another line from Georgia to Somewhere in mid Salinas Valley California and you just about have it. I bring this up because corporate foodies will say that when the garden harvest comes in, it comes in at the same time. So you will have thousands of canners firing up at the same time. This is a waste and they can do it “au masse” cheaper, faster and more efficiently. Of course then they have to transport it….AHHH they don’t really have an answer for that because shipping is not their cost. It is an externallity. Which is why corporate america should be kept away from our food supply. Very Far From Our Food Supply.
