CWLP Does Not Make Its Financial Predictions – Sooner or later someone must take charge

For years Springfield’s CWLP Department has been a black hole. No matter what the form of government, NO Mayor has ever understood the city owned utility’s finances. As a result mysterious things are always going on there. The 50 million $$$ power buying contract that went belly up came as a complete surprise to everyone in the 1990s. The coal contracts in the 1980s were even more questionable. Now they are saying “because of the depressed economy” we will never make our own budget surpluses for the year. Give me a break. People are using less energy it is true. But that is gasoline not electricity. Something ain’t right.

CWLP engineer: Future of utility depends on economy

City Water, Light and Power’s chief engineer Tuesday described the state of the city-owned utility as stable, with its future largely dependent on the overall economy.

“With the economic conditions if they return, power prices will go up, and some of those revenues that we had lost and anticipated having, hopefully those will return, and that will improve the economic stability of the utility,” said Eric Hobbie, after an update on the utility to aldermen.

The new, 200-megawatt Dallman 4 was expected to generate millions of dollars annually from selling surplus power. But revenues have fallen far short of projections largely because of a depressed energy market.

CWLP’s spending plan for the fiscal year that began March 1 totals about $352 million, an increase of 10.8 percent over the previous year. Projected electric fund expenses total $295.6 million, an increase of 8 percent. Water fund expenses total $56.6 million, an increase of 27 percent, although that can largely be attributed to capital improvements that will be paid for with prior water rate hikes.

CWLP faces its share of challenges in the years ahead, including an aging work force and new federal laws and regulations, Hobbie and other CWLP officials said. Aging equipment is another concern.

Hobbie, who took over as chief engineer in 2009, said about 25 percent of CWLP’s 700 employees are over the age of 50 and have more than 20 years of experience. He said the utility tries to promote from within, but noted there is a “big gap” between younger employees and those on the verge of retirement.

CWLP readies for greener future

A contract requiring Springfield’s public utility to be more environmentally responsible doesn’t expire for another six years, but local activists are already urging the city and its residents to start thinking now about how today’s decisions can determine City, Water, Light and Power’s seemingly distant future.

In 2006, the Sangamon Valley Group of the Sierra Club threatened costly delay to the construction of CWLP’s newest power plant if the city didn’t agree, among other things, to bring wind energy into its portfolio for at least 10 years. The city agreed, but local Sierra Club president Will Reynolds says the mayor and aldermen elected this April will determine the success of several additional “green” initiatives that CWLP is already researching. If those initiatives are successful, they could prepare Springfield for continued use and promotion of renewable energy, even without a contractual obligation.

“There’s not going to be, unless something really unexpected happens, another Sierra Club agreement that is just going to make CWLP buy all that wind power,” Reynolds said last week at a public forum where CWLP provided an update on its work in renewable energy and sustainability. “What happens next is going to be up to the next city council and the next mayor we elect and it’s going to be up to people organizing and putting on pressure for Springfield to use clean energy.”

Cool Cities is a national Sierra Club program encouraging cities to reduce their carbon footprints. Springfield’s Cool Cities advisory group is already working on preliminary goals for increasing Springfield’s energy efficiency, growing its sustainability-linked economy and conserving land and water. Once the group’s goals are finalized, members will meet with the new mayor.

“If we can take sort of this global, high-level wish-list, at the moment, to the mayor and we get affirmation that ‘OK, this makes sense. I will put the name of my administration behind this,’ then at that point it goes public,” says CWLP Energy Services Office manager Bill Mills. “If there is not affirmation, basically we take our toys and go home because we were told to quit playing.”

Mills’ office is also researching programs that, if adopted, could encourage growth of solar energy production and the use of plug-in hybrid electric vehicles by CWLP customers.

At the point when solar power peaks – on hot summer afternoons – CWLP customers and their air conditioners are using the most energy. Increased solar panel use by CWLP customers means the utility is under less stress to power their homes and businesses and can sell more of the energy it produces to the wholesale market. Doing so brings in more money for the utility to use on environmental initiatives, Mills says. Because installation cost is a significant barrier for increased solar power, CWLP is now studying the economics of starting a solar-panel rebate program this fall.

Mayor Tim Davlin Died Today – He was the greenest Mayor Springfield ever had

Mayor Tim Davlin died today. No speculation about why or how here. He was the most green Mayor Springfield has ever known. His accomplishments included expanding recycling in Springfield, the consolidation of green energy services into the CWLP’s Energy Services Department, the building of a new power plant, the signing of a wind power purchasing agreement , signing the Cool Cities Agreement, creating a Cool Cities Advisory Council, creating a Bike Advisory Council and much much more. He will be missed.

Tim Davlin has held the office of Mayor of Springfield since April 2003. Since taking office he has overseen great change in downtown Springfield, including the opening of the Abraham Lincoln Presidential Library and Museum. Tourism efforts have accelerated to the point that Springfield has hosted nearly a dozen auto shows, the Cadillac of which is the highly successful Route 66 Mother Road Festival.

Improvements to the city’s infrastructure have been accomplished along with expansion of programs to help small businesses grow and prosper. Mayor Davlin has instituted inner city redevelopment known as the Old South Towne Redevelopment project, revitalizing a neighborhood retail center.

Mayor Davlin has worked closely with all schools in Springfield by creating the position of Education Liaison. Through it, the city has helped stimulate education programs and worked with community leaders to find solutions to eliminate the learning gap. Davlin regularly spends time in classrooms under his “Talks and Tours” program. It has become a major source of information because it gives students opportunities to ask the mayor questions.

Mayor Davlin has instituted the mayor’s Book Club, a program which highlights selected books for reading and group discussions. The program, which is gathering sponsorship across the community, is in its second year.

Recycling efforts have gotten a shot in the arm when Mayor Davlin sponsored a student driven recycling program within the city’s schools. The pilot program kept hundreds of tons of recyclable materials out of area landfills, instead, making them available for reuse through recycling.

Recognizing the plight of the homeless, Mayor Davlin formed the Mayor’s Task Force on Homelessness, which is continuously working on a 10-year plan to assist the homeless and put an end to chronic homelessness. He began a feeding program called “Springfield Restaurants United Against Hunger.”

One of Mayor Davlin’s most successful programs is “Springfield Green,” a city wide environmental improvement program which not only promotes planting trees, flowers and greenery, but also stimulates cleanliness through an Adopt-a-Street program. When two tornadoes struck Springfield on March 12, 2006, Mayor Davlin marshaled hundreds of workers and thousands of volunteers to get the community back on its feet. Within a week nearly every home and business had power restored, all streets were opened and everyone was nearly back to normal.

Residential Energy Audits – You have to start somewhere

Anytime is a good time to check out your domicile for energy consumption. Much of this can be simpler than people let on. Yes, there are differences between renters and homeowners. I think that everyone should do it EVEN if you do not pay your own bills. Maybe especially if you do not pay your bills. Somebody does. The point is that ALL energy is valuable if you are concerned about the health of the planet. Americans are energy hogs that need to go on a diet. There are websites that will help you do an audit. Your utility will probably do an audit for a small fee. There is even software out there that will do the audit and keep track of your energy use afterwards so you can see the effects of you energy saving efforts. I will cover all of that.

The first step is getting vary familiar with you energy environment and this is as simple as a piece of paper and a slender candle. Step one is to make a complete list of the energy using devices. This includes your furnace, your air conditioner, your major appliance, and even some minor appliances. On that paper write down the age of each appliance, the condition of each appliance and your guess as to how much of your energy load that device consumes. Please check the furnace and the air conditioning filters, especially if you just moved in. They need to be clean and that could be your first job.

Do-It-Yourself Home Energy Audit

You can easily conduct a home energy audit yourself. With a simple but diligent walk-through, you can spot many problems in any type of house.

When auditing your home, keep a checklist of areas you have inspected and problems you found. This list will help you prioritize your energy efficiency upgrades.

The following text comes from “A Consumer’s Guide to Energy Efficiency and Renewable Energy,” which is at the U.S. Department of Energy’s Energy Efficiency and Renewable Energy website.

Heating & Cooling Equipment

Inspect heating and cooling equipment annually, or as recommended by the manufacturer. If you have a forced-air furnace, check your filters and replace them as needed. Generally, you should change them about once every month or two, especially during periods of high usage. Have a professional check and clean your equipment once a year.

If the unit is more than 15 years old, you should consider replacing your system with one of the newer, energy-efficient units. A new unit would greatly reduce your energy consumption, especially if the existing equipment is in poor condition. Check your ductwork for dirt streaks, especially near seams. These indicate air leaks, and they should be sealed with a duct mastic. Insulate any ducts or pipes that travel through unheated spaces. An insulation R-value of 6 is the recommended minimum.

Here is a tip that they won’t tell you. Call your HVAC and Appliance Dealer and ask them questions. If you don’t have an HVAC person and a local appliance dealer that you can trust, find one. You need to know this stuff in case of an emergency. If you are a renter ask your landlord who they use and let them know you are interested in saving energy. They should appreciate that. Once you determine who they are (ask for friends recommendations, compare prices etc.) then call them and ask them about your equipment and energy savings differences between what you have and what you could have. Also ask them about percentages of usage between your different equipment.

Contrary to the headline and opinions expressed in the Oct. 25 article “High-speed rail spending to be a boon to freight rail companies,” Union Pacific does not need for its freight operations the improvements contained in IDOT’s proposal for high-speed passenger service in the St. Louis-to-Chicago corridor. The public expenditure required for track capacity and other improvements needed on the UP line for high-speed passenger service is necessitated by the increased frequency in passenger service (10 to 18 daily trains) and the increase in maximum passenger train velocity (79 to 110 mph), not by the increased UP freight operationsPlans to build our new Joliet intermodal terminal, which could result in additional UP traffic in the corridor, were announced long before high-speed passenger rail or stimulus funding grabbed the national spotlight. Union Pacific currently has adequate capacity on our existing rail corridor infrastructure to support growth in freight train volumes. If the time comes when we might require additional capacity, we will build and finance it ourselves, just as we have done throughout our 23-state, 32,000-mile network for nearly 150 years.Nonetheless, we think it is important for Springfield residents to be aware of misconceptions and facts regarding this project that have not been widely reported:* Union Pacific did not ask for higher-speed passenger trains on our line. We are responding to requests from the state of Illinois and others to host this service on our line.* One high-speed passenger train consumes the equivalent track capacity of two to three freight trains. Even without freight train growth, a computer simulation of the corridor demonstrated that double track infrastructure is needed to meet required levels of service and reliability for IDOT’s four-hour express passenger schedule.

* UP always has been willing to review any mitigation alternatives the city of Springfield may propose for the Third Street corridor, including grade separations. To date, we have received no suggestions for mitigation from either the city or county.

* Congested urban areas such as between Sangamon and Iles avenues in Springfield require speed restrictions, most likely in the 40 to 50 mph range, not the 110 mph maximum speed envisioned elsewhere in this corridor. Passenger trains will operate even slower in the downtown area because of the station stop.

* The maximum number of trains running through the Third Street corridor would be 40 combined passenger and freight per day, assuming maximum growth of UP’s business over the next 10 years. In contrast, there would be 60-plus trains per day using the 10th Street corridor to accommodate Union Pacific, passenger and Norfolk Southern trains.

* At-grade road-rail crossings in Springfield would be blocked by 40 trains for a total of approximately 65 minutes per crossing per day, not five hours per day. Unnecessary speed restrictions or inadequate rail capacity provisions, however, would create bottlenecks that will add to blocked crossing time.

* Constructing a bypass for UP on the 10th Street corridor would require displacing many residences and businesses to accommodate the required double track and grade separations. In addition, a new connection track at North Grand Avenue would be required through or near an area now occupied by housing, the ballpark, Memorial Stadium and tennis courts.

High-speed passenger rail ultimately boils down to a public policy decision. If private freight rail infrastructure is to be used for passenger service, then federal grant policy requires that sufficient infrastructure capacity must be provided to efficiently and reliably handle both existing and future freight and passenger service on demand. That infrastructure must be paid for by the party precipitating that need, in this case, the sponsor of expanded passenger train operations.

Weatherization – I hate this topic

Well this is a fine kettle of fish. First I wrote  a post for Friday and did not post it…wow that is a major blogging blunder. Second, the topic for the near future sucks. Weatherization should be a topic deader than a door nail. Obsolete. This was a HOT topic in the 1970s, but this is 40 years later. Yet everyone still lives in drafty inefficient houses. Why? Because of the Utility Companies greed. Oh that could be. Because the Government subsidizes energy costs. Oh that could be too…Because Americans are lazy, fain helplessness and love to throw energy around like it was play money. Oh that too. Still, since it is fall and I am a Google slut:

Weatherization Tips for a More Energy Efficient Home

  • First, test your home for air tightness. On a windy day, hold a lit incense stick next to your windows, doors, electrical boxes, plumbing fixtures, electrical outlets, ceiling fixtures, attic hatches, and other locations where there is a possible air path to the outside. If the smoke stream travels horizontally, you have located an air leak that may need caulking, sealing, or weatherstripping.
  • Caulk and weatherstrip doors and windows that leak air.
  • Caulk and seal air leaks where plumbing, ducting, or electrical wiring penetrates through exterior walls, floors, ceilings, and soffits over cabinets.
  • Install rubber gaskets behind outlet and switch plates on exterior walls.
  • Look for dirty spots in your insulation, which often indicate holes where air leaks into and out of your house. You can seal the holes by stapling sheets of plastic over the holes and caulking the edges of the plastic.
  • Install storm windows over single-pane windows or replace them with double-pane windows. Storm windows as much as double the R-value of single-pane windows and they can help reduce drafts, water condensation, and frost formation. As a less costly and less permanent alternative, you can use a heavy-duty, clear plastic sheet on a frame or tape clear plastic film to the inside of your window frames during the cold winter months. Remember, the plastic must be sealed tightly to the frame to help reduce infiltration.
  • When the fireplace is not in use, keep the flue damper tightly closed. A chimney is designed specifically for smoke to escape, so until you close it, warm air escapes—24 hours a day!
  • For new construction, reduce exterior wall leaks by either installing house wrap, taping the joints of exterior sheathing, or comprehensively caulking and sealing the exterior walls

Here is why I have always had so much trouble with this field…When does weatherization become new construction…Installing new windows is pretty major…but windows are where you start because they have an R value of 1. I personally recommend taking all the windows you can live without in the winter “out of service”. Stuff them with insulation and cover them with thick plastic of better yet decorated plywood or R board.
