The Russian Dam Explosion – What is it about the Russians and the Power Business

I had intended to write about the Illinois State Fair today which is always a hoot. But this happened while I was on vacation and I just have to say something. Are the Russians stupid or criminal? I can’t make up my mind. First there was the greatest nuclear accident to date at Chernobyl which has its own Wikipedia page:

But now they give us the worst dam accident in modern times. Understand I am not talking about burst dams here. In the power business their are things that are dangerous like badly constructed coal fired plants and coal mines, then there are things that are considered safe like Hydro power. So the Russkies took a perfectly safe industry and killed (what?) 50 to 80 people off at one time. Was this a dam operated by by by Homer Simpson or something.

Russian officials now say up to 76 people are feared to have died in the explosion at the country’s biggest hydro-electric power station on Monday.

64 people are still missing after the blast destroyed the power station’s main turbine hall.

The owners of the Sayano-Shushenskaya power plant in Siberia say it is unlikely any survivors will be found.

In the list of world challenges, global warming might be at once the most alarming and the most controversial. According to some predictions, climate change caused by human activity could cause mass extinction in the oceans, redraw the planet’s coastlines, and ravage world food supplies. At the same time, a significant portion of the American public questions whether global warming will really cause any major harm; many still doubt that human-driven warming is happening at all. How can we settle the debate? And can we intervene in the process or find ways to adapt to the new conditions? In conjunction with the National Science Foundation and the San Francisco Exploratorium, DISCOVER brought together four experts to discuss the reality and meaning of climate change. In a highly nuanced exchange of ideas, these researchers weighed the various scenarios and laid out a road map for navigating the warmer world to come. The conversation was moderated by DISCOVER’s editor in chief, Corey S. Powell.

POWELL: One question I hear all the time is whether the current change in climate is truly extraordinary. Even if humans are contributing to global warming, isn’t this just like the natural variations that have happened many times in the past?

Robin Bell: A little background first. I spend a lot of time studying the ice sheets at the bottom of the planet—how they form and how they collapse. The poles are like the planet’s air conditioner. When things are working well, the poles keep the planet nice and cool and we don’t think about it. When things stop working, the poles can start to melt and there’s a puddle on the floor. Today both poles are getting warmer; in Greenland and Antarctica you can see the surface of the ice dropping, and you can see there’s less mass when you measure the ice from space. The process has been ongoing, but it looks like it’s happening faster than it was. We know the ice sheets have come and gone in the past. Why is this any different? One of the most compelling reasons is that in the past the ice sheets from the two poles didn’t move together—one would lead and the other would follow. This time, both the north and south are spewing ice into the global ocean, accelerating at the same time.

He was prospecting for a vast source of clean, renewable energy that seemed straight out of a Jules Verne novel: the heat simmering within the earth’s bedrock.

All seemed to be going well — until Dec. 8, 2006, when the project set off an earthquake, shaking and damaging buildings and terrifying many in a city that, as every schoolchild here learns, had been devastated exactly 650 years before by a quake that sent two steeples of the Münster Cathedral tumbling into the Rhine.

Hastily shut down, Mr. Häring’s project was soon forgotten by nearly everyone outside Switzerland. As early as this week, though, an American start-up company, AltaRock Energy, will begin using nearly the same method to drill deep into ground laced with fault lines in an area two hours’ drive north of San Francisco.

Residents of the region, which straddles Lake and Sonoma Counties, have already been protesting swarms of smaller earthquakes set off by a less geologically invasive set of energy projects there. AltaRock officials said that they chose the spot in part because the history of mostly small quakes reassured them that the risks were limited.

Like the effort in Basel, the new project will tap geothermal energy by fracturing hard rock more than two miles deep to extract its heat. AltaRock, founded by Susan Petty, a veteran geothermal researcher, has secured more than $36 million from the Energy Department, several large venture-capital firms, including Kleiner Perkins Caufield & Byers, and Google. AltaRock maintains that it will steer clear of large faults and that it can operate safely.

But in a report on seismic impact that AltaRock was required to file, the company failed to mention that the Basel program was shut down because of the earthquake it caused. AltaRock claimed it was uncertain that the project had caused the quake, even though Swiss government seismologists and officials on the Basel project agreed that it did. Nor did AltaRock mention the thousands of smaller earthquakes induced by the Basel project that continued for months after it shut down.

The California project is the first of dozens that could be operating in the United States in the next several years, driven by a push to cut emissions of heat-trapping gases and the Obama administration’s support for renewable energy.

Reported today, Australia opens the second round of the Geothermal Drilling Program with “The Minister for Resources and Energy, Martin Ferguson AM MP inviting geothermal companies to submit applications for funding under Round 2 of the A$50 million (US$39.8 million) Geothermal Drilling Program, which opened today.

Round 2 funding will provide grants of up to A$7 million (US$5.6 million) on a matching-funding basis to support the drilling of deep geothermal wells and help finance geothermal proof-of-concept projects.
Geothermal energy producers pump water below ground (sometimes as deep as 5 kilometers (3.1 miles)), where it is heated by ‘hot rocks’. The heat energy is then used to generate electricity.

Ferguson said: “Geoscience Australia estimates that if just one per cent of Australia’s geothermal energy was extracted it would equate to 26,000 times Australia’s total annual energy consumption. “Geothermal energy is a renewable energy source with enormous potential in Australia; however, the Government recognizes technical development costs are high.

“The Australian Government is pleased to be able to support drilling at the first stage of development as part of its A$4.5 billion (US$3.5 billion) Clean Energy Initiative.

“Geothermal energy is important because it has the capacity to produce baseload power, diversify Australia’s energy supply and increase our energy security.

“The Australian Government has set a target for 20 per cent of Australia’s electricity generation to come from renewable sources by 2020; a policy which will likely require an additional 45,000 gigawatt-hours of electricity generation from renewable sources.

It is a little know fact that the moon is moving away from the Earth at about an inch per year. We know this because on one of the Apollo Landings (quick for those of you who don’t believe that they ever happened -CLOSE Your Eyes) they placed an aluminum block on it’s surface. Since that time and with intensifying accuracy we have been bouncing lasers off of it and this has allowed us to determine the distance to the moon (its original purpose) but the unexpected find that that distance is widening…Anyway this means that eventually the Moon will drift away into space. I think we should harvest its today power while we can. I mean in a million years or so it could be gone. Here is a huge thought problem for you…Where will it go?..Whoa

Wave power generator cranks up off Portuguese coast, and Oregon may be next

Pelamiswavepower The world’s first commercial wave power project has cranked up at last three miles off the Portuguese coast, CNN reports. The first phase is expected to generate 2.25 megawatts, enough power for 1,000 homes, according to the Guardian.

“If successful, a second phase will see energy generation rise to 21 megawatts from a further 25 machines providing electricity for 15,000 Portuguese homes,” CNN says.

The generators, made by a company called Pelamis, are three red cylindrical converters (shown here) which are partially submerged in the Atlantic Ocean. “Moving up and down on the endless waves of the open sea, they convert motion into electricity, without emitting any of the carbon dioxide that is warming the planet,” the Guardian notes.

Wave BuoyST. PETERSBURG, FLA. – August 3, 2007 – SRI International, an independent, nonprofit research and development organization, announced today the deployment of a prototype buoy-mounted, ocean wave-powered generator off the coast of Florida in the Tampa Bay. Beginning today, SRI will test the wave-powered generator for approximately two weeks. The deployment is part of a program sponsored by HYPER DRIVE Corporation, Ltd., a Japanese company focused on development and deployment of wave-powered generators around the world.

SRI’s wave-powered generators can be deployed on existing ocean buoys that use batteries as their energy source. SRI’s new generator utilizes patented electroactive polymer artificial muscle (EPAM™) technology, and offers a renewable method to continually power ocean buoys. SRI will use instrumentation that allows remote monitoring of the generator’s output energy as well as wave height and buoy motion. Assisting the Menlo Park, California-based research team are researchers in SRI’s new Marine Technology Program, which is located in St. Petersburg, Florida. SRI is also working with Artificial Muscle, Inc., an SRI spin-off company and the exclusive licensee of EPAM, in the development of the EPAM components for the wave-powered generators.

“HYPER DRIVE is excited to work with SRI on this important application of EPAM technology,” said Shuji Yonemura, CEO, HYPER DRIVE. “We see great potential in applying this technology to wave-power generation around the world in the near future.”

“When SRI International opened its operations in St. Petersburg earlier this year, we anticipated great strides in marine research like we see today,” said St. Petersburg Mayor Rick Baker. “This energy-generating technology is a perfect fit for an industry based in St. Petersburg, which was designated Florida’s first and only green city by the Florida Green Building Coalition.”

March 15, 2009 Commiserations from the Lennon family–Michael, Donna, Stephen, Joseph and James. I worked with Alex for many years at SSU/UIS in public affairs activities–he was dean of public affairs for several years–and relish the memories of his energy, humor and commitment to the environment. He was one of the prime movers in establishing Earth Day nationwide and gave of himself generously to many worthy causes. Endlessy curious and open to new experience, he was always fun to be with. I saw him last when he came to Pennsylvania for the funeral of our friend, Ashim Basu. March 14, 2009 This is terrible news! Al was one of a kind. I remember asking my friends in Carbondale, as I was moving to Springfield after graduate school, who to look up in the capitol city. Al was a name that was highly recommended. We became friends and shared an ethnic background and were both scientists and involved in energy and public affairs. I knew of his work on the Springfield Energy Project as I was active with the Carbondale City Energy Division and Shawnee Solar Project. He made a tremendous contribution to not only Sangamon State University (U of IL), but also the city of Springfield. He led by example in his own home energy improvements and was a huge inspiration to not only students but also the community. He was an expert in energy and environmental affairs long before it was fashionable. I could always count on him to conduct a television interview with political speakers I had brought to Springfield. He was a great comrade and I will always remember his funny laugh. My husband was a student at SSU and remembers well Alex’s messy and very interesting and stimulating office, full of posters, quotes and books. Even his office was an education. My husband’s and my heart go out to his children, grandchildren and wife. We know the Force is with him now and he is marveling at the wonders of God’s universe, now revealed in full without human or laboratory constraints. He is now a student in the ultimate Physics class. May God Bless Him and Keep Him. The world has lost a very good man that enriched all who knew him. Alexander J. Casella – Good bye old friend. It was a great 30 years

I started in the anti-nuke tradition in the Prairie Alliance when I was 14 years old. We marched and protested a lot against Clinton Nuclear Power Plant. When I turned 19 some of us filed lawsuits against rate basing cost overruns. Those suits wound through the courts for years. The first one coming in against Clinton in 1978, the year I met Al at what was then Sangamon State University. The first time we talked and I told him what I was into, he laughed and said, “What does that have to do with Public Policy.” I was a Psych. student then and it kinda pissed me off. But the more we talked the more I saw that it takes Public Policy well implemented to really change how we treat the Earth. Thank God he lived to see Obama elected. God speed Al.

SPRINGFIELD – Alexander “Alex” Joseph Casella, 69, died Thursday, March 5, 2009, at his home in Springfield.Alex was born August 10, 1939, in Taylor, PA, the son of Alexander Joseph Casella Sr. and Josephine M. Cesare Casella. He married Thanawan Kohrianchai on July 1, 2001, in Springfield, Illinois.Alex grew up in Moosic, PA. He received a B.S. in Physics from Villanova University, an M.A. in Physics from Drexel University, and a Ph.D. in Physics from Pennsylvania State University. He began his professional career in 1961 as a Physicist for the U.S. Dept. of Defense at the Frankford Arsenal in Philadelphia. In 1969, he became a professor of Physics at Jacksonville University in Florida. Alex embarked on a 30 year career in 1973 with Sangamon State University/UIS as Professor of Environmental Studies and Physics. He became the Director of Energy Studies at SSU in 1975. From 1989-1996, Alex served as Dean of the School of Public Affairs and Administration. In 2002, he became Professor Emeritus, Environmental Studies and Physics.Alex was the producer and host of about fifty, half-hour interview shows on environment/energy issues starting in 1985. He also hosted two weekly interview shows, “Faculty Focus” and “Peace Talks.”Alex was a member of Sigma Pi Sigma, Illinois Environmental Council, American Assoc. for the Advancement of Science, Union of Concerned Scientists (IL Coordinator), Sierra Club, Charter Member of Better World Society and Worldwatch Institute. He served on numerous boards and committees, including Energy Consultants Associates, Earth Week 1990, Springfield Urban League, and Springfield Area Arts Council. He provided numerous testimonies to committees of the State of IL House and Senate in areas of Energy Policy and was the prolific author of articles, papers, lectures, and letters to the editor on numerous and sundry topics.A loyal supporter of the Democratic Party, Alex ran for Alderman of Ward 7 in 1999, victory narrowly eluding him by a mere 8%.

Among Alex’s great and varied interests was a love of photography, gardening, debunking myths with science, movies, the ocean, playing with his grandson, Italian food, sports and writing. He loved the performing arts, and even acted in One Flew Over the Cuckoo’s Nest and Of Mice And Men at the Springfield Theatre Center. Alex’s generous spirit, sympathetic ear, and pragmatic advice touched many people along his way. His children brought him great joy. He was very proud of his grandson, Jonah, and newly smitten with his baby granddaughter, Virginia. Alex also loved traveling and meeting new people. He traveled extensively throughout Europe, Asia, and the United States. It was during one notable trip to Bangkok in the fall of 2000 that he met and fell in love with Thanawan Kohrianchai.

Alex was preceded in death by his parents and by his sister, Cynthia Norton.

Alex is survived by his wife, Thanawan; son, Christopher, Hermosa Beach, CA; daughter, Lara Parkes (husband, Michael), Springfield; grandson, Jonah; granddaughter, Virginia; nephew, Thomas Norton; nieces, Mary Jo Christiansen and Cynthia Warren; great-nieces and nephews, all of New Jersey.

Memorial service will be held from 5:00-7:00 p.m., Monday, March 16th at Kirlin-Egan & Butler Funeral Home, 900 S. 6th St., Springfield. Memories will be shared at 7:00 p.m.

EPA Raises Raises Requirements for Renewable Fuels

An item of interest to ethanol producers and other supporters of ethanol is this announcement by EPA, as further clarified by this announcement by EERE:

The U.S. Environmental Protection Agency (EPA) announced on November 17 that the 2009 renewable fuel standard (RFS) will require most refiners, importers, and non-oxygenate blenders of gasoline to displace 10.21% of their gasoline with renewable fuels such as ethanol. That requirement aims to ensure that at least 11.1 billion gallons of fuels will be sold in 2009.  . . . While the RFS requirement is increasing by about 23%—from 9 billion gallons in 2008 to 11.1 billion gallons in 2009—the percentage requirement is increasing by nearly one third, from 7.76% in 2008 to 10.21% in 2009.

Let engineers make Britain great again

The Guardian has a fairly technocractic article on the low value accorded to engineers in Britain and the value of implementing some large scale and tecnically complex infrastructure to rebuild the economy on “solid foundations” – Let engineers make Britain great again.
Orson Welles said film-making was the biggest electric train set a boy ever had. He was wrong. A new high-speed train line would be, if the boy or girl grew up to engineer it.

But in Britain, the train set is broken and has been packed away in the attic. We’re not proud of industry and we certainly don’t want our kids to grow up to be engineers. It’s a tragedy. It never used to be this way. We need to rediscover the power of engineering, its impact and contribution. It can stimulate young minds and it can stimulate the economy. …

So the young are innately curious about how and why things work. Yet what happens between childhood and adulthood? We stamp it out of them. Engineering gets stigmatised and we encourage our kids to become “professionals” – lawyers, accountants, doctors. Unlike in France or Germany, engineers are a bit of a nonentity here. Engineering is almost a dirty word. We’re told it’s “old industry” and that we are a “post-industrial nation”.

Part of the problem is that engineers are not accorded the status they deserve. We celebrate designers and architects, but forget the clever people who turn the theory into reality. The Millau bridge in France was designed by Norman Foster, but it was French engineer Michel Virlogeux who made it work. A magnificent achievement, but whose name do people remember? In 2005, Ellen MacArthur became the fastest person to sail round the globe, but little was made of Nigel Irens, who engineered her trimaran. …

CPUC Says CSI Doubled Installations in 2008

Crude Reality: Oil Bulls See Hope in Stimulus Package

Crude oil futures in New York are still climbing Monday, jumping more than 5% in early trading before settling down to a more modest 1.5% increase.

What’s driving the uptick? There are theories for all tastes.

On the supply side, OPEC now says it is doing better at sticking to reduced production targets than most outside analysts give the cartel credit for. OPEC’s secretary general said today the cartel has already cut 80% of the 4.2 million barrels it’s meant to take off the market, and the cartel is ready to cut again at its March meeting.

On the demand side, President Obama’s cheerleading for the $800-odd billion stimulus package and signs the Senate could pass its version tomorrow are giving bulls hope there’s a quick fix in store for the battered U.S. economy that will rekindle demand for oil. Given that natural-gas futures are also up on Monday—the first four-day winning streak for gas since last autumn—there’s something to be said for the idea of a light at the end of the tunnel for the U.S. economy.

But the imminent passage of the stimulus package could be bullish for oil prices—without ever stimulating a lick of oil demand in the U.S.

Cheaper or more expensive than conventional cars?

When the cost of a plug-in vehicle is mentioned, it mostly refers to the purchasing and maintenance expenses. Sometimes, tax reductions given to electric vehicles (EVs) are taken into account, but the insurance cost is rarely discussed. This is somewhat strange, since the insurance on a conventionally fuelled car accounts for roughly one quarter of its fixed cost of ownership. So, what happens to this cost when switching from a conventional car to an EV?

Should You Be Drinking Cistern Water – I am not sure it’s such a good idea.

Look if the world falls apart, like the survivalists predict. Civilization falls and the barbarians are at the gates. By all means drink any water you can get your hands on. But for day to day useage right now I would not. If you are seriously harvesting rainwater and recycling water your useage would be so low that sipping from the public water supply would be minimal. One of the problems is we so heavily pollute the air that you could never be sure that you were harvesting minute amounts of things like lead and mercury.

CISTERN WATER

In some areas there are attempts to collect rainwater in cisterns. In general, these cistern waters are harder and contain more total solids than rain. This is due to the accumulation of dirt and dust on the surface of the cisterns. One study shows that in 500 household cisterns, hardness ranged from 35 to 150 ppm. Further, cistern waters often have a high bacterial count and noticeable color. While in many cases the organisms found in cisterns are nonpathogenic, it is advisable to chlorinate this water where it is used for drinking purposes.

According to recent news and reports, most tap and well water in the U.S. are not safe for drinking due to heavy industrial and environmental pollution. Toxic bacteria, chemicals and heavy metals routinely penetrate and pollute our natural water sources making people sick while exposing them to long term health consequences such as liver damage, cancer and other serious conditions. We have reached the point where all sources of our drinking water, including municipal water systems, wells, lakes, rivers, and even glaciers, contain some level of contamination. Even some brands of bottled water have been found to contain high levels of contaminants in addition to plastics chemical leaching from the bottle.

Atmospheric Deposition and Roof-Catchment Cistern Water Quality1

The water quality in 40 roof-catchment cistern systems in rural Clarion and Indiana Counties, Pa. was studied to determine the impact of atmospheric deposition. Roof-catchment cisterns are open to atmospheric contaminants such as the toxic metals Pb and Cd, and corrosive acid components present in acid precipitation.

Bulk precipitation samples failed to meet the drinking water standard for Pb on several occasions and were consistently quite corrosive. Mean Pb, Cd, and Cu concentrations were well below drinking water limits for all cistern water samples. Cistern water was corrosive in all but a few cases, as indicated by the Langelier saturation index, although not as corrosive as the bulk precipitation due to the dissolution of CaCO3 from cistern walls and floors. Vinyl-lined cisterns contained water nearly as corrosive as the incoming precipitation.

Seventy percent of the systems on one or more occasions exhibited cistern bottom sediment/water Pb or Cd concentrations that exceeded the drinking water limits. This indicated that metals deposited on roof catchments were accumulating at the bottom of the cisterns. Standing tap water samples exhibited high Pb and Cu concentrations. Nine of the forty systems studied produced standing tap water Pb concentrations that averaged above the drinking water standard. The mean Pb, Cd, and Cu concentrations of running tap water samples all fell below the drinking water standards. Atmospheric deposition of Pb and its infusion into tap water as a corrosion product pose a significant health threat to users of roof-catchment cistern systems in western Pennsylvania.

The nation’s first commercial hydrokinetic turbine, which harnesses the power from moving water without the construction of a dam, has splashed into the waters of the Mississippi River near Hastings, Minnesota. The 35-kilowatt turbine is positioned downstream from an existing hydroelectric-plant dam and — together with another turbine to be installed soon — will increase the capacity of the plant by more than 5 percent. The numbers aren’t big, but the rig’s installation could be the start of an important trend in green energy.And that could mean more of these “wind turbines for the water” will be generating clean energy soon.“We don’t require that massive dam construction, we’re just using the natural flow of the stream,” said Mark Stover, a vice president at Hydro Green Energy, the Houston-based company leading the project. “It’s underwater windpower if you will, but we have 840 or 850 times the energy density of wind.”Hydrokinetic turbines like those produced by Hydro Green and Verdant capture the mechanical energy of the water’s flow and turn it into energy, without need for a dam. The problem for companies like Hydro Green is that their relatively low-impact turbines are forced into the same regulatory bucket as huge hydroelectric dams. The regulatory hurdles have made it difficult to actually get water flowing through projects.

The Federal Energy Regulatory Commission has oversight of all projects that involve making power from water, and the agency has recently shown signs of easing up on this new industry. In the meantime, the first places where hydrokinetic power makes in impact could be at existing dam sites where the regulatory red tape has already been cut.

Jahangir Khan, Powertech Labs, British Columbia, Canada.  2006.Based on the available formal literature, the very first example of river turbine that was developed and field tested is attributed to Peter Garman. An initiative by the Intermediate Technology Development Group (ITDG) in 1978 resulted in the so-called Garman Turbine specifically meant for water pumping and irrigation. Within a period of four years, a total of nine prototypes were built and tested in Juba, Sudan on the White Nile totaling 15, 500 running hours. Experience gained during this venture indicated favorable technical and economical outcome. Initial designs had a floating pontoon with completely submerged vertical axis turbine, moored to a post on the bank. Later designs consisted of an inclined horizontal axis turbine with almost similar floatation and mooring system. Detailed investigation on a low cost water pumping unit indicated 7% overall efficiency and concluded with emphasis on societal and cost issues. More recent commercial ventures resulting from this work are being pursued by Thropton Energy Services, Marlec Engineering Co. Ltd. , and CADDET Center for Renewable Energy.

SeaGen Shatters Tidal Power Generation Record

 Since its inception, we have been keeping a close eye on Marine Current Turbine’s SeaGen project in the UK, the world’s first commercial scale tidal stream turbine. Well, today there is more big news to report from the strong tidal flows of Strangford Lough as SeaGen has generated at its maximum capacity of 1.2MW for the first time. Thus far, this is the highest power produced by a tidal stream system anywhere in the world and exceeds the previous highest output of 300kW produced in 2004 by the company’s earlier SeaFlow system, off the north Devon coast.

Generating at full power is an important milestone for the company, and in particular our in-house engineering team. We are very pleased with SeaGen’s performance during commissioning,” said Martin Wright, Managing Director of Marine Current Turbines (MCT). “It demonstrates, for the first time, the commercial potential of tidal energy as a viable alternative source of renewable energy.”

According to company officials, now that SeaGen has reached full power it will move towards full-operating mode for periods of up to 22 hours a day, with regular inspections and performance testing undertaken as part of the project’s development program.
